What is Stamp Duty?
Stamp duty is a provincial tax on property transfers. It is paid on the DC (District Collector) value of the property, not the actual transaction price. DC rates are typically 30-60% below actual market prices.
Stamp Duty Rates 2026
Punjab: 3% of DC value. Sindh: 3% urban, 2% rural. KPK: 3% of DC value. Balochistan: 3% of DC value. Islamabad (Federal): 2% of DC value.
What is DC Value?
DC (District Collector) rate is the minimum property value set by provincial government for tax purposes. Example: If DC rate for your street is PKR 2 Cr but you buy for PKR 4 Cr, stamp duty is calculated on PKR 2 Cr.
Registration Fee
Paid to Sub-Registrar office for registering the sale deed. Typically 1% of DC value, paid in addition to stamp duty. Varies slightly by district.
Complete Tax Example: PKR 2 Crore Property (Punjab)
Assuming DC value = PKR 80 lakh:
- Stamp Duty: 3% × PKR 80 lakh = PKR 2.4 lakh
- Registration Fee: 1% × PKR 80 lakh = PKR 80,000
- Buyer WHT: 1% × PKR 80 lakh = PKR 80,000 (filer)
- Seller WHT: 1% × PKR 80 lakh = PKR 80,000 (filer)
- CVT: 1% × PKR 80 lakh = PKR 80,000
- Total transfer costs: ~PKR 6-7 lakh
How to Pay Stamp Duty
Punjab: Online via Punjab Revenue Authority portal or at designated bank branches. Generate challans online. Bring payment receipt to Sub-Registrar. Sindh: Pay at Sindh Revenue Board. Islamabad: Pay at Federal Board of Revenue.
Can I Minimize Stamp Duty?
Legally, no — based on DC value which is set by government. Be cautious of agents suggesting "under-valuation" — this is tax fraud and creates legal problems later.
