The current loan cap, housing-unit sizes and 5% customer pricing were published by the State Bank of Pakistan. The Ministry of Housing and Works also confirms the eligible financing purposes, 90:10 LTV structure, tenure and participating institutions.

What Is New in the Apna Ghar Program in 2026?

The program began under the name Mera Ghar–Mera Ashiana and was renamed Wazir-e-Azam Apna Ghar Program — Ghar Ho Tu Apna in April 2026.

Important updates introduced during 2026 include:

  • Overseas Pakistanis can apply: Non-Resident Pakistanis holding a valid NICOP or POC were added to the program.

  • Informal-income applicants can be assessed: Participating institutions may use approved income-estimation or proxy models where formal salary evidence is unavailable.

  • Faster credit decisions: For a complete application, banks and HBFCL have been directed not to take more than 15 working days for the credit-approval stage.

  • Latest eligibility clarification: According to an SBP circular dated September 14, 2026, employees of banks, DFIs and microfinance banks are not eligible to obtain financing under the program from the participating financial sector.

The official portal reported 143,404 applications received, 47,401 approved applications and PKR 289.588 billion in approved financing as of August 21, 2026, showing substantial demand for the program. Application and disbursement totals may change as the portal is updated.

Who Is Eligible for the Apna Ghar Scheme 2026?

You may be eligible to apply if you meet the following basic conditions:

  1. You are a Pakistani citizen holding a valid CNIC.

  2. You are a first-time homebuyer.

  3. You do not already own a house, flat or other housing unit in your name.

  4. You can provide the required customer contribution and demonstrate repayment capacity.

  5. Your proposed property and financing purpose fall within the scheme's limits.

Overseas Pakistanis and Non-Resident Pakistanis may apply with a valid NICOP or POC, according to the SBP multi-channel implementation update.

Is There a Minimum Salary Requirement?

The government scheme does not prescribe one universal minimum salary for every institution. Participating banks may set their own minimum income, age, employment-history and documentation requirements.

However, the total monthly payments on the proposed home finance plus other consumer debts should not exceed 65% of the applicant's net disposable income. This is the Debt Burden Ratio requirement stated in the SBP implementation circular. A bank may use a stricter affordability test.

Can Self-Employed or Informal-Income Applicants Apply?

Yes. Salaried and self-employed applicants may apply, subject to a participating institution's criteria. SBP has also instructed institutions to use approved informal-income estimation models for applicants whose income is not fully documented through a conventional salary record. Applicants may still need bank statements, business evidence, utility records or other supporting documents requested by the institution.

Which Properties Can Be Financed?

Financing may be used for:

  • Purchasing a completed house or flat.

  • Constructing a house on a plot already owned by the applicant.

  • Purchasing a residential plot together with construction of a house.

  • Eligible private developer-led housing projects offered through participating institutions.

A plot-only purchase without construction is not covered by the stated scope of the scheme.

The property must remain within these size limits:

  • House: up to 10 Marla or 2,720 sq. ft.

  • Flat/apartment: up to 1,500 sq. ft.

The subsidised 5% customer rate applies for the first 10 years. Pricing and installments after the subsidy period may change in line with the scheme and the institution's applicable terms, including the prevailing one-year KIBOR plus the permitted spread. Insurance, legal, valuation, registration and other third-party costs are not included. A buyer may contribute more than 10%.

Step 1: Check Your Basic Eligibility

Confirm that you are a first-time homebuyer, do not own a housing unit and hold a valid CNIC, NICOP or POC.

Step 2: Estimate Your Affordable Financing

Calculate your available down payment and a realistic monthly payment. Include existing loan and credit-card obligations because these affect your Debt Burden Ratio.

Step 3: Choose the Financing Purpose

Select one of the covered purposes: house/flat purchase, construction on an owned plot, or plot purchase with construction.

Step 4: Register on the Official Portal

Visit the official Wazir-e-Azam Apna Ghar portal, create an account, log in, complete the financing application and submit the required information. Applicants may also approach a participating commercial bank, Islamic bank, microfinance bank or HBFCL/HBFC.

Apna Ghar vs Apni Chhat Apna Ghar: What Is the Difference?

These are different programs and should not be confused.

Program Main distinction Wazir-e-Azam Apna Ghar Program — Ghar Ho Tu Apna Federal subsidised housing-finance program available through participating institutions across Pakistan. Apni Chhat Apna Ghar A separate Punjab Government housing initiative with its own portal, categories and eligibility rules.
