What is Property Registration in Punjab?
Property registration (Registry) is the legal process of recording a property sale in the Sub-Registrar's office. It creates an official government record of ownership transfer. Without Registry, the buyer has no legal protection of ownership.
Documents Required
- Original Fard Malkiat (ownership record) of seller
- Previous sale deed/Registry if available
- NOC from housing authority (for societies)
- CNIC of both buyer and seller
- Two witnesses with CNICs
- Stamp paper of appropriate value (stamp duty amount)
- FBR CPR (tax payment receipts) for both buyer and seller
- CVT payment receipt
Fees and Taxes for Registration
Stamp Duty: 3% of DC value. Registration Fee: 1% of DC value. WHT (buyer): 1-2% of higher of DC/FBR value. WHT (seller): 1-2%. CVT: 1% of FBR value. Total buyer cost: approximately 6-8% of DC value.
Step-by-Step Process
- Pay all taxes and duties (online or at designated bank)
- Prepare stamp paper equal to stamp duty amount
- Both buyer and seller visit Sub-Registrar office together
- Present all documents to Sub-Registrar
- Sub-Registrar reads the deed aloud
- Buyer and seller confirm terms are correct
- Both sign the deed in front of Sub-Registrar
- Two witnesses also sign
- Sub-Registrar stamps and signs the deed
- Buyer receives certified copy of registered deed
After Registration: Inteqal
After Registry, you must also complete Inteqal (revenue record transfer) at the local Patwari office. This updates the Jamabandi (land revenue record) to your name. Both Registry and Inteqal are needed for complete ownership.
Timeline
