Meta description: CDA says Sector E-12 Islamabad is over 60% developed after 1,135 kanals were recovered, with C-14 and C-15 moving too. What happened, the 5 November file verification rules, and what owners and buyers must check.
For about forty years, Sector E-12 in Islamabad has been the capital's longest running property disappointment. Allotment letters went out in 1992, yet many owners never got a plot on the ground. In the last three weeks that story has changed: the Capital Development Authority says it has taken back 1,135 kanals of state land in the sector, that over 60 per cent of development work is now complete, and that possession of thousands of plots has been handed over. On 5 November it also changed the rules for verifying plot files.
What actually happened in E-12
E-12 was launched in the 1980s and allotment letters were issued in 1992. On 16 October 2026, CDA said in its own release that more than 1,000 kanals of state land in E-12 had been retrieved from illegal occupation after more than four decades. Its press release of 6 November 2026 put the figure at 1,135 kanals and said more than 60 per cent of the development work in the sector was complete. Dawn reported the same figures on 7 November.
The 6 November release gave sub-sector detail: earthwork is complete in E-12/4, street treatment is done in 15 streets of E-12/3 and 25 streets each of E-12/2 and E-12/1, and earthwork on three service roads is complete.
CDA Chairman Sohail Ashraf has said development work in E-12 will be completed in six months. That is a target, not a guarantee, and it should be judged when the work is actually done. On possession, the Minister of State for Interior told the National Assembly on 19 October that possession of around 4,068 plots in E-12 had been handed over in the past one to one and a half months.
C-14 and C-15 are moving too
E-12 is not the only delayed sector in motion. The same minister told the National Assembly on 19 October that development in Sector C-15 is about 60 per cent complete. In Sector C-14, CDA has begun handing over developed plots after basic infrastructure was completed, with electricity arrangements in their final stages and roads and street signboards up (reported 9 October 2026).
Dawn reported on 3 October that development in several other sectors, including C-13, C-16, D-13, E-13 and F-13, remains pending while compensation cases are cleared. Check the position plot by plot.
The 5 November file verification rules
Separate from the development news, CDA changed how plot files are verified. A notification of 5 November 2026 says officials had been starting verifications without good reason, causing delays.
The new rules are: verification of the genuineness of any plot file must only be initiated after prior approval from the Director General (Land and Estate Management); preferably, no file should remain pending at a single desk for more than three days; and the Director General will prescribe and notify clear timelines for completing verifications and for processing No Demand Certificate applications. CDA has pledged to publish the detailed timelines and the updated procedure on its website within ten days.
Note the limits: the three day rule applies per desk, not to the whole process, and the detailed timeline is still to come.
What this means if you own a file, or are about to buy one
If you hold an allotment in E-12, C-14 or C-15, establish in writing from CDA's Estate wing where your plot stands: allotted, developed, possession handed over, or still waiting. Check your allotment letter and payment receipts with dues cleared, your file status through a CDA property information report, and whether your plot was resized, merged or deleted in the revised layout plan. When CDA calls your sub-sector, apply through the One Window for possession.
If you are being offered a plot in one of these sectors, the headline is now part of the seller's pitch, and you should expect it to be. Ask for three things before you pay: the plot's status in writing from CDA, proof that dues are cleared and the file is transferable, and confirmation that the plot appears on the revised layout plan. The new rules should make that check faster, but they do not replace it.
No verified E-12, C-14 or C-15 plot prices were found in the sources for this post, so none are quoted. Confirm asking prices yourself.
What not to believe yet
A six month target is not a completion: judge it when the streets, drainage and possession letters are delivered. Second, 60 per cent developed does not mean every plot is ready, since possession is handed over in stages. Third, the verification rules are new and untested, and the three day limit applies per desk.
Frequently asked questions
How much of E-12 is developed?
More than 60 per cent, according to a CDA press release of 6 November 2026, reported by Dawn on 7 November, after the retrieval of 1,135 kanals of government land.
What are the new CDA file verification rules?
They require the Director General's prior approval before any verification, say no file should preferably stay at one desk for more than three days, and direct the Director General to publish clear timelines.
Is E-12 ready for possession?
Around 4,068 plots in the past six weeks or so, per the minister on 19 October 2026. Whether yours is among them depends on your sub-sector.
What about C-14 and C-15?
C-15 is about 60 per cent developed, according to the minister on 19 October 2026, and CDA has begun handing over developed plots in C-14. Development in several other sectors, including C-13, C-16, D-13, E-13 and F-13, remains pending while compensation cases are cleared.
The bottom line
After roughly forty years, E-12 has real movement: 1,135 kanals recovered, over 60 per cent developed, thousands of plots handed over, and a six month target from the CDA chairman. C-14 and C-15 are moving too. None of that makes any individual plot ready, or any asking price fair. Verify your plot with CDA, in writing, before you buy, sell, or build.
