The University of Islamabad to be set up along Murree Expressway

The University of Islamabad Bill, 2020 was also approved in the session. Under this bill, a private university will be set up at Bahria Golf City along Murree Expressway.

The university will offer programs in management sciences, computer science, international relations, and mathematics. “It brings immense social benefits for the local population of Islamabad and Rawalpindi and adjoining areas,” read the bill.

The Islamabad Capital Territory Charities Registration, Regulations, and Facilitation Bill, 2021 was also passed.

According to the statement of object and reasons of this bill: “It becomes necessary to make effective provisions for registration, administration, regulation, and facilitation of their charities so as not only to encourage the resourceful people who endow their sources for the welfare of mankind but also ensure the receipt, registration, administration, regulation, and utilization of the charities just for the purpose of human uplift,” read the bill.

It added that it is also necessary that charities “may not be misused in any illegal activities like terrorism, sectarianism, money laundering, discord, distortion or the activities declared illegal by any national or international law”.

The National Vocational and Technical Training Commission (Amendment) Bill, 2021 was passed to merge National Training Bureau with National Vocational and Technical Training Commission as both organizations have common and overlapping functions.

The bill stated all the existing employees of the bureau, who are civil servants, will be given options to either become employees of NAVTTC or report in the surplus pool at the Establishment Division.

The National College of Arts Institute Bill, 2021 was passed to give NCA the status of a federal institute.

An amendment to the Pakistan Academy of Letters Bill, 2013 was passed whereas a bill related to corporal punishment was also approved.

اجلاس میں یونیورسٹی آف اسلام آباد بل 2020 کی بھی منظوری دی گئی۔ اس بل کے تحت مری ایکسپریس وے کے ساتھ بحریہ گالف سٹی میں نجی یونیورسٹی قائم کی جائے گی۔

یونیورسٹی مینجمنٹ سائنسز، کمپیوٹر سائنس، بین الاقوامی تعلقات اور ریاضی میں پروگرام پیش کرے گی۔ "یہ اسلام آباد اور راولپنڈی اور ملحقہ علاقوں کی مقامی آبادی کے لیے بے پناہ سماجی فوائد لاتا ہے،" بل پڑھا گیا۔

اسلام آباد کیپیٹل ٹیریٹری چیریٹیز رجسٹریشن، ریگولیشنز اور فیسیلیٹیشن بل 2021 بھی منظور کر لیا گیا۔

اس بل کے اعتراض اور وجوہات کے بیان کے مطابق: "ان کے خیراتی اداروں کی رجسٹریشن، انتظامیہ، ریگولیشن اور سہولت کے لیے موثر انتظامات کرنے کی ضرورت ہے تاکہ نہ صرف ایسے وسائل رکھنے والے افراد کی حوصلہ افزائی کی جا سکے جو انسانیت کی فلاح و بہبود کے لیے اپنے وسائل کو وقف کرتے ہیں بلکہ صرف انسانی ترقی کے مقصد کے لیے خیراتی اداروں کی وصولی، رجسٹریشن، انتظامیہ، ضابطے اور استعمال کو یقینی بنائیں،" بل پڑھا۔

اس نے مزید کہا کہ یہ بھی ضروری ہے کہ خیراتی اداروں کو "کسی بھی غیر قانونی سرگرمیوں جیسے دہشت گردی، فرقہ واریت، منی لانڈرنگ، اختلاف، مسخ یا کسی قومی یا بین الاقوامی قانون کے ذریعہ غیر قانونی قرار دی گئی سرگرمیوں میں غلط استعمال نہ کیا جائے"۔

نیشنل ووکیشنل اینڈ ٹیکنیکل ٹریننگ کمیشن (ترمیمی) بل، 2021 نیشنل ٹریننگ بیورو کو نیشنل ووکیشنل اینڈ ٹیکنیکل ٹریننگ کمیشن کے ساتھ ضم کرنے کے لیے منظور کیا گیا تھا کیونکہ دونوں اداروں کے کام مشترک اور اوورلیپنگ ہیں۔

بل میں کہا گیا ہے کہ بیورو کے تمام موجودہ ملازمین، جو سرکاری ملازمین ہیں، کو اختیارات دیئے جائیں گے کہ وہ یا تو NAVTTC کا ملازم بنیں یا اسٹیبلشمنٹ ڈویژن میں سرپلس پول میں رپورٹ کریں۔

نیشنل کالج آف آرٹس انسٹی ٹیوٹ بل 2021 این سی اے کو فیڈرل انسٹی ٹیوٹ کا درجہ دینے کے لیے منظور کیا گیا۔

پاکستان اکیڈمی آف لیٹرز بل 2013 میں ترمیم کی منظوری دی گئی جبکہ جسمانی سزا سے متعلق بل کی بھی منظوری دی گئی۔
