TechPura: first special technology zone to be set up in Lahore

The Punjab government will set up the first Special Technology Zone (STZ) in Lahore called TechPura over an area of about 100 acres of land and the companies located in this zone will benefit from special fiscal and tax incentives.

The Techpura scheme, which was included in the Annual Development Programme (ADP) 2021-22, was recently approved by the Provincial Development Working Party and allocated Rs 25 million for preparation of its feasibility. The government has the intention of setting up nine STZs in nine divisions of Punjab.

As per the details shared by the Punjab Information and Technology Board (PITB) on Saturday, the first such zone will be established in Lahore and the companies located in these zones will benefit from the ease of doing business, better infrastructure, access to talent, and special fiscal and tax incentives.

Setting up of the Lahore STZ has been included in the ADP 2021-22 and the Punjab Chief Minister has set up a working group to oversee the development of this zone on a fast-track basis.

The PITB will act as a facilitator and a bridge between the Information and Communication Technology (ICT) industry and the Punjab government in setting up of STZs in Punjab.

The STZ aims at providing dedicated space and other incentives for all technology verticals, including but not limited to small, medium, and large ICT companies, start-ups, incubators, freelancers, multinational companies, business process outsourcing BPO services, IT-enabled services (ITeS) and chip design centres.

The PITB said that the focus is on services and research and development-related verticals, manufacturing units will not be allowed in STZs, as the government already has set up many special economic zones that cater to the manufacturing industry.

ٹیک پورہ اسکیم ، جسے سالانہ ترقیاتی پروگرام (ADP) 2021-22 میں شامل کیا گیا تھا ، حال ہی میں صوبائی ڈویلپمنٹ ورکنگ پارٹی نے منظور کیا اور اس کی فزیبلٹی کی تیاری کے لیے 25 ملین روپے مختص کیے۔ حکومت پنجاب کے نو ڈویژنوں میں نو ایس ٹی زیڈ قائم کرنے کا ارادہ رکھتی ہے۔

ہفتہ کو پنجاب انفارمیشن اینڈ ٹیکنالوجی بورڈ (پی آئی ٹی بی) کی جانب سے شیئر کی گئی تفصیلات کے مطابق ، اس طرح کا پہلا زون لاہور میں قائم کیا جائے گا اور ان زونز میں واقع کمپنیاں کاروبار میں آسانی ، بہتر انفراسٹرکچر ، ٹیلنٹ تک رسائی سے فائدہ اٹھائیں گی۔ اور خصوصی مالی اور ٹیکس مراعات۔

لاہور ایس ٹی زیڈ کا قیام اے ڈی پی 2021-22 میں شامل کیا گیا ہے اور وزیراعلیٰ پنجاب نے اس زون کی ترقی کی نگرانی کے لیے ایک ورکنگ گروپ تشکیل دیا ہے۔

پی آئی ٹی بی سہولت کار اور انفارمیشن اینڈ کمیونیکیشن ٹیکنالوجی (آئی سی ٹی) انڈسٹری اور پنجاب حکومت کے درمیان پنجاب میں ایس ٹی زیڈز کے قیام میں ایک پل کا کام کرے گا۔

ایس ٹی زیڈ کا مقصد تمام ٹیکنالوجی ورٹیکلز کے لیے وقف جگہ اور دیگر مراعات فراہم کرنا ہے ، بشمول چھوٹی ، درمیانی اور بڑی آئی سی ٹی کمپنیاں ، اسٹارٹ اپس ، انکیوبیٹرز ، فری لانسرز ، ملٹی نیشنل کمپنیاں ، بزنس پروسیس آؤٹ سورسنگ بی پی او سروسز ، آئی ٹی فعال خدمات (آئی ٹی ای ایس) ) اور چپ ڈیزائن سینٹرز۔

پی آئی ٹی بی نے کہا کہ توجہ مرکوز خدمات اور تحقیق اور ترقی سے متعلق عمودی پر ہے ، ایس ٹی زیڈز میں مینوفیکچرنگ یونٹس کی اجازت نہیں ہوگی ، کیونکہ حکومت نے پہلے ہی بہت سے خصوصی اقتصادی زون قائم کیے ہیں جو مینوفیکچرنگ انڈسٹری کو پورا کرتے ہیں۔
