Supplementary Grant Refused By MoF For Power Projects Under CPEC

The Finance Ministry received a summary in this regard from the Power Division for comments which are yet to be considered by the new ECC.

On 15^TH April 2022, the Power Division revealed to the Finance Division that it had been given to understand that the GOP at a higher level will engage CPEC IPPs to consider the voluntary reduction in the tariff. The Finance Division however refused the approval by saying that they had already once provided a total amount of Rs.50 billion.

The Finance Division then informed that the current fiscal position was tough. This position has arisen due to the significant deficit in the recovery of Petroleum Levy and Sales Tax on petroleum products as well as the provision of subsidy on price differential claims and reduced rates of consumer and electricity tariff. This is the reason why it doesn’t support the proposal for a supplementary grant of another Rs.50 billion.

وزارت خزانہ کو اس سلسلے میں پاور ڈویژن سے تبصرے کے لیے ایک سمری موصول ہوئی جس پر نئی ای سی سی نے ابھی غور کرنا ہے۔
15 اپریل 2022 کو پاور ڈویژن نے فنانس ڈویژن کو انکشاف کیا کہ اسے بتایا گیا ہے کہ اعلیٰ سطح پر جی او پی شرکت کرے گا سی پی ای سی آئی پی پیز ٹیرف میں رضاکارانہ کمی پر غور کریں۔ تاہم فنانس ڈویژن نے یہ کہہ کر منظوری سے انکار کر دیا کہ وہ پہلے ہی 50 ارب روپے کی کل رقم فراہم کر چکے ہیں۔

اس کے بعد فنانس ڈویژن نے بتایا کہ موجودہ مالیاتی پوزیشن سخت ہے۔ یہ پوزیشن پیٹرولیم لیوی اور اس کی سیلز ٹیکس مصنوعات کی وصولی میں نمایاں خسارے کے ساتھ ساتھ قیمتوں میں فرق کے دعووں پر سبسڈی کی فراہمی اور صارفین اور بجلی کے نرخوں میں کمی کی وجہ سے پیدا ہوئی ہے۔ یہی وجہ ہے کہ وہ مزید 50 ارب روپے کی سپلیمنٹری گرانٹ کی تجویز کی حمایت نہیں کرتا۔
