RMC Approves Tax Free Budget of Rs3.85B

The budget 2021-22 presented by the Mayor (Rawalpindi) Sardar Naseem Khan, the Deputy Mayor Chaudhry Tariq Mehmood was also present on the occasion.

The budget session was held after two-and-a-half –years where all members of different political parties participated. The participants thanked the Supreme Court of Pakistan for restoring the local bodies system in the country.

Mayor Sardar Naseem Khan during his budget speech said, “I am thankful to all parties members they played a positive role for the restoration of the local government system.

“I am happy that as a mayor I am presenting budget according to Local Government Act 2013. After taking charge as mayor, first of all, we have framed a budget from 18-10-2021 to 30-06-2022.

Once again, 24 union councils turned back to Zila Council after making Municipal Corporation in the place of Metropolitan Corporation Rawalpindi (MCR).” He assured that the building fee, commercialization fee, and exchange of property fee would be cheaper in Zila Council.

He said, “We will spend maximum money on the development of the city. We have framed this budget according to Section 104 and 105 Punjab Local Government Budget Rules 2017.” He also assured to strictly monitor all departments of Municipal Corporation to provide maximum relief to the public.

The members have shown strong concerns against the ‘Regulation’ department and said that the encroachment mafia ruling the whole city. They demanded from the mayor to take immediate action against ‘Regulation’ officers for backing the encroachment mafia in the city.

The members also showed strong concerns about the absence of space in every graveyard in city areas.

They have also demanded to increase the number of dead bodies carrying buses. They have demanded to provide an equal share of the budget to minorities.

According to the budget documents, the RMC hopes to raise Rs1.35 billion from its own resources.

The funds were never spent, first because of a ban imposed by the Election Commission of Pakistan for the July 25 general elections, and then by the provincial government. The latter had frozen funds apart from blocking the locally elected governments from initiating any development projects.

For 2021-22, the RMC has allocated Rs52 crores for pay and pension and allocated Rs30 crores for miscellaneous expenses.

راولپنڈی: راولپنڈی میونسپل کارپوریشن (آر ایم سی) نے 2021-22 کے لیے 3.85 ارب روپے کا ٹیکس فری بجٹ پیش کیا اور اس کی منظوری دے دی۔

میئر راولپنڈی سردار نسیم خان کی جانب سے پیش کردہ بجٹ 2021-22، ڈپٹی میئر چوہدری طارق محمود بھی اس موقع پر موجود تھے۔

ڈھائی سال کے بعد بجٹ اجلاس منعقد ہوا جس میں مختلف سیاسی جماعتوں کے تمام اراکین نے شرکت کی۔ شرکاء نے ملک میں بلدیاتی نظام کی بحالی پر سپریم کورٹ آف پاکستان کا شکریہ ادا کیا۔

میئر سردار نسیم خان نے اپنی بجٹ تقریر کے دوران کہا کہ میں تمام پارٹی ممبران کا شکر گزار ہوں جنہوں نے بلدیاتی نظام کی بحالی کے لیے مثبت کردار ادا کیا۔

مجھے خوشی ہے کہ بطور میئر میں لوکل گورنمنٹ ایکٹ 2013 کے مطابق بجٹ پیش کر رہا ہوں۔ بطور میئر چارج سنبھالنے کے بعد سب سے پہلے ہم نے 18-10-2021 سے 30-06-2022 تک کا بجٹ بنایا ہے۔

میٹروپولیٹن کارپوریشن راولپنڈی (MCR) کی جگہ میونسپل کارپوریشن بنانے کے بعد ایک بار پھر 24 یونین کونسلز ضلع کونسل میں واپس آگئیں۔ انہوں نے یقین دلایا کہ ضلع کونسل میں بلڈنگ فیس، کمرشلائزیشن فیس اور پراپرٹی فیس کا تبادلہ سستا ہوگا۔

انہوں نے کہا کہ ہم شہر کی ترقی پر زیادہ سے زیادہ رقم خرچ کریں گے۔ ہم نے یہ بجٹ پنجاب لوکل گورنمنٹ بجٹ رولز 2017 کے سیکشن 104 اور 105 کے مطابق تیار کیا ہے۔ انہوں نے عوام کو زیادہ سے زیادہ ریلیف فراہم کرنے کے لیے میونسپل کارپوریشن کے تمام محکموں کی کڑی نگرانی کرنے کا بھی یقین دلایا۔

اراکین نے محکمہ ’ریگولیشن‘ کے خلاف سخت تحفظات کا اظہار کرتے ہوئے کہا کہ پورے شہر پر تجاوزات مافیا کا راج ہے۔ انہوں نے میئر سے مطالبہ کیا کہ شہر میں تجاوزات مافیا کی پشت پناہی کرنے والے ’ریگولیشن‘ افسران کے خلاف فوری کارروائی کی جائے۔

اراکین نے شہر کے ہر قبرستان میں جگہ کی عدم دستیابی پر بھی شدید تحفظات کا اظہار کیا۔

انہوں نے لاشوں کو لے جانے والی بسوں کی تعداد بڑھانے کا بھی مطالبہ کیا ہے۔ انہوں نے بجٹ میں اقلیتوں کو مساوی حصہ فراہم کرنے کا مطالبہ کیا ہے۔

بجٹ دستاویزات کے مطابق آر ایم سی اپنے وسائل سے 1.35 بلین روپے اکٹھا کرنے کی امید رکھتی ہے۔

پہلے الیکشن کمیشن آف پاکستان کی جانب سے 25 جولائی کو ہونے والے عام انتخابات کے لیے اور پھر صوبائی حکومت کی جانب سے پابندی کی وجہ سے فنڈز کبھی خرچ نہیں کیے گئے۔ مؤخر الذکر نے مقامی منتخب حکومتوں کو کسی بھی ترقیاتی منصوبے شروع کرنے سے روکنے کے علاوہ فنڈز کو منجمد کر دیا تھا۔

نے تنخواہ اور پنشن کے لیے 52 کروڑ روپے مختص کیے ہیں اور متفرق اخراجات کے لیے 30 کروڑ روپے مختص کیے ہیں۔ (MCR)
