Reforms package ready to streamline Irrigation Dept in KP

There will be a special focus on water resource management, revenue generation, protection of water resources, and their efficient utilization. This was informed at a meeting on the reforms of the Irrigation Department held with Chief Minister Mahmood Khan in the chair.

The meeting highlighted the key reforms being introduced in the different sectors of the department along with an action plan to implement these reform initiatives. Key areas of the reforms include legal framework, human resource development, operational management, institutional development, and cross-cutting reforms, etc.

Under the legal framework, various reform initiatives have been proposed, including operationalization of water act, enforcement of river protection act, administration of the canal and drainage act, streamlining the issuance of No-Objection Certificate for undertaking the projects, and improvement of the land leasing process.

The chief minister directed the officials of the Irrigation Department to adopt realistic timelines towards the timely completion of all activities under the action plan.

He also stressed the need of improving the existing irrigation system and better management of water resources under well-devised long-term planning.

Briefing about the action plan to implement the proposed reforms initiatives, it was informed that key reform initiatives with regard to legal framework including operationalization of Water Act, 2020, enforcement of river act, and application of canal, and drainage act would be completed by the end of June this year.

اجلاس میں ان اصلاحات اقدامات کو عملی جامہ پہنانے کے لئے ایک ایکشن پلان کے ساتھ ساتھ محکمہ کے مختلف شعبوں میں پیش کی جانے والی کلیدی اصلاحات پر روشنی ڈالی گئی۔ اصلاحات کے کلیدی شعبوں میں قانونی فریم ورک ، ہیومن ریسورس ڈویلپمنٹ ، آپریشنل مینجمنٹ ، ادارہ جاتی ترقی ، اور بہت بڑی اصلاحات وغیرہ شامل ہیں۔

قانونی ڈھانچے کے تحت ، واٹر ایکٹ کے نفاذ ، ندی اور نکاسی آب کے ایکٹ کے نفاذ ، منصوبوں کو شروع کرنے کے لئے نیز آبجیکٹ سرٹیفکیٹ کے اجراء کو آسان بنانے اور اراضی کے لیز پر بہتری لانے سمیت اصلاحات کے مختلف اقدامات کی تجویز دی گئ ہے-

وزیراعلیٰ نے محکمہ آبپاشی کے عہدیداروں کو ہدایت کی کہ وہ ایکشن پلان کے تحت تمام سرگرمیوں کو بروقت تکمیل کرنے کے لئے حقیقت پسندانہ ٹائم لائنز کو اپنائے۔

انہوں نے آبپاشی کے موجودہ نظام کو بہتر بنانے ، اور طویل مدتی منصوبہ بندی کے تحت آبی وسائل کے بہتر انتظام کی ضرورت پر بھی زور دیا۔

مجوزہ اصلاحاتی اقدامات کو عملی جامہ پہنانے کے ایکشن پلان کے بارے میں بریفنگ دیتے ہوئے بتایا گیا کہ واٹر ایکٹ ، 2020 ، ندی کے ایکٹ کے نفاذ ، اور نہر کا اطلاق اور نکاسی آب ایکٹ سمیت قانونی فریم ورک کے سلسلے میں اس سال جون کے آخر میں کلیدی اصلاحاتی اقدامات مکمل کیے جائیں گے۔
