RDA loses control of six tehsils to local government

According to the news sources, now under the new local bodies system, Kahuta, Kalar Syedan, Kotli Satyan, Murree, Taxila, and Gujjar Khan tehsils will be included in the jurisdiction of the Rawalpindi District Council.

This new action has been taken place after the RDA failed to stop the mushroom growth of illegal housing societies in its authority. The RDA’s jurisdiction has been confined to 64 settlements including the Rawalpindi city and up to the new Islamabad airport.

According to a notification issued by the Housing Physical and Environmental Planning Department after the approval of the Punjab governor, 64 settlements under the RDA jurisdiction included Hakla, Adiala, Kot Koliyan, Narhala, Rupa, Kak, Sheikhpur, Chakra, Chak Rupa, Chak, Lakho, Jatal, Dhok Garja, Chak Jalal Din, Lakhan, Mori Ghazan, Mohra Chappar, Malikpur, Dhok Abdullah, Peng Lad, Mastrot, Rakh Adiala, Adiala, Gorakhpur, Dehgal, Rakh Dhamyal, Dhok Karam Bakhsh, Banda Nagyal, Hyal Dhamyal, Mohra Brian, Sheikhan, Panj Gran, Ojarila, Bhaga Miana, Chhani Alam Sher, Karpal, Gora Bartha, and Meira Bartha.

According to the news sources, there has been a massive growth of illegal housing societies in the Rawalpindi district due to the deprived management and scarcity of human resources in the RDA to keep a check on it. There are 54 legal and 292 illegal societies functioning in areas controlled by the RDA.

The action so far taken by the RDA against the illegal housing projects has been a complete failure as the publicity and sale of plots and constructions in these schemes continue with impunity.

The inclusion of six tehsils in the Rawalpindi District Council will not only put a stop to new housing schemes but also deprive the RDA of income under the head of various charges. The Rawalpindi District Council will have the authority to approve new housing schemes in six tehsils from now onwards. Since the RDA could not stop illegal housing schemes in these tehsils, it will be extremely difficult for the public representatives to challenge the powerful real estate developers.

اخبر ذرائع کے مطابق اب نئے بلدیاتی نظام کے تحت کہوٹہ، کلر سیداں، کوٹلی ستیاں، مری، ٹیکسلا اور گوجر خان کی تحصیلیں راولپنڈی ڈسٹرکٹ کونسل کے دائرہ اختیار میں شامل ہوں گی۔
یہ نئی کارروائی آر ڈی اے کی جانب سے اپنے اختیار میں غیر قانونی ہاؤسنگ سوسائٹیوں کی افزائش کو روکنے میں ناکامی کے بعد کی گئی ہے۔ آر ڈی اے کا دائرہ اختیار راولپنڈی شہر سمیت 64 بستیوں اور نیو اسلام آباد ایئرپورٹ تک محدود ہے۔
گورنر پنجاب کی منظوری کے بعد ہاؤسنگ فزیکل اینڈ انوائرمینٹل پلاننگ ڈیپارٹمنٹ کی جانب سے جاری کردہ نوٹیفکیشن کے مطابق آر ڈی اے کے دائرہ اختیار میں 64 بستیوں میں ہکلہ، اڈیالہ، کوٹ کولیاں، نڑالہ، روپہ، کاک، شیخ پور، چک روپہ، چک روپا، کوٹ کولیاں شامل ہیں۔ لکھو، جاتل، ڈھوک گرجا، چک جلال دین، لکھن، موری غزن، موہڑہ چھپر، ملک پور، ڈھوک عبداللہ، پینگ لاڈ، مستروٹ، رکھ اڈیالہ، اڈیالہ، گورکھپور، دہگل، رکھ دھمیال، ڈھوک کرم بخش، بندہ نگیال، حیال دھمیال۔ ، موہڑہ برائن، شیخان، پنج گران، اوجریلا، بھاگا میانہ، چھنی عالم شیر، کرپال، گورا بارتھا، اور میرا برتھا۔
خبر رساں ذرائع کے مطابق ضلع راولپنڈی میں غیر قانونی ہاؤسنگ سوسائٹیز میں بڑے پیمانے پر اضافہ ہوا ہے جس کی وجہ سے آر ڈی اے میں انتظامات کی عدم دستیابی اور انسانی وسائل کی کمی ہے جس پر نظر رکھنے کیلئے (آر ڈی اے) کے زیر کنٹرول علاقوں میں 54 قانونی اور 292 غیر قانونی سوسائٹیاں کام کر رہی ہیں۔
غیر قانونی ہاؤسنگ پراجیکٹس کے خلاف آر ڈی اے کی جانب سے اب تک کی گئی کارروائی مکمل طور پر ناکام رہی ہے کیونکہ ان سکیموں میں پلاٹوں اور تعمیرات کی تشہیر اور فروخت بلاامتیاز جاری ہے۔
راولپنڈی ڈسٹرکٹ کونسل میں چھ تحصیلوں کو شامل کرنے سے نہ صرف نئی ہاؤسنگ سکیموں کا سلسلہ رک جائے گا بلکہ مختلف چارجز کی مد میں آر ڈی اے کو آمدنی سے بھی محروم کر دیا جائے گا۔ راولپنڈی ڈسٹرکٹ کونسل کو اب سے چھ تحصیلوں میں نئی ہاؤسنگ سکیموں کی منظوری کا اختیار حاصل ہو گا۔ چونکہ آر ڈی اے ان تحصیلوں میں غیر قانونی ہاؤسنگ سکیموں کو نہیں روک سکا، اس لیے عوامی نمائندوں کے لیے طاقتور رئیل اسٹیٹ ڈویلپرز کو چیلنج کرنا انتہائی مشکل ہو گا۔
