Railway Project sent to Chinese Bank for approval of $6bn loan

This was done after all technical, administrative and other issues have finally been resolved, paving the way for launching civil work on this scheme within this year.

“The latest on the $6.8 billion ML-1 project is that a finance committee comprising Chinese officials has sent the case related to $6 billion loan approval of the project to Exim Bank. Since the remaining $800 million will be provided by the government of Pakistan as equity, the total $6.8 billion will be spent on completion of the entire rail-related infrastructure, mainly the line, fencing, civil works etc,” Pakistan Railways Federal Secretary / Railway Board Chairman Dr Habibur Rehman Gillani said.

“We appreciate our Chinese counterparts for taking the ML-1, a project to be executed under the China-Pakistan Economic Corridor (CPEC), seriously by resolving various issues in consultation with senior Pakistani officials concerned,” Mr Gillani added.

The construction of the ML-1 project in three phases had been approved by the Executive Committee of National Economic Council (ECNEC) in its meeting held last year.

The actual cost of the project was initially $9bn, including equity amount of the government of Pakistan. But later, it was reduced gradually to $6.8bn.

“The cost was reduced since money included / allocated earlier for train sets / rolling stock etc was not needed during completion period of the project,” the chairman elaborated.

یہ کام تمام تکنیکی ، انتظامی اور دیگر مسائل کا آخری حل ہونے کے بعد کیا گیا اور اس اسکیم پر اس سال کے اندر سول کام شروع کرنے کی راہ ہموار کردی۔

انہوں نے کہا کہ 6.8 بلین کے ایم ایل ون منصوبے پر تازہ ترین بات یہ ہے کہ چینی عہدیداروں پر مشتمل ایک فنانس کمیٹی نے اس منصوبے کی 6 بلین کے قرض کی منظوری سے متعلق کیس ایکزیم بینک کو بھجوا دیا ہے۔
چونکہ بقیہ 800 ملین ڈالر حکومت پاکستان ایکوئٹی کے طور پر فراہم کرے گی ، اس لئے ریل سے متعلقہ بنیادی ڈھانچے ، بنیادی طور پر لائن ، باڑ لگانے ، سول ورکس وغیرہ کی تکمیل پر 6.8 بلین خرچ ہوں گے ، "پاکستان ریلوے کے فیڈرل سکریٹری / ریلوے بورڈ کے چیئرمین ڈاکٹر حبیب الرحمن گیلانی نے کہا۔

مسٹر گیلانی نے مزید کہا ، "ہم چین پاکستان اقتصادی راہداری (سی پی ای سی) کے تحت چین ، پاکستان اقتصادی راہداری (سی پی ای سی) کے تحت چلائے جانے والے ایک منصوبے کو سنجیدگی سے سنانے کے لئے اپنے چینی ہم منصبوں کی تعریف کرتے ہیں۔"

قومی اقتصادی کونسل (ای سی این ای سی) کی ایگزیکٹو کمیٹی نے تین سالوں میں ایم ایل ون منصوبے کی تعمیر کو گذشتہ سال منعقدہ اجلاس میں منظوری دے دی تھی۔

اس منصوبے کی اصل لاگت ابتدا میں 9 بلین ڈالر تھی ، جس میں حکومت پاکستان کی ایکویٹی کی رقم بھی شامل ہے۔ لیکن بعد میں ، اسے آہستہ آہستہ 6.8 بلین کردیا گیا۔

چیئرمین نے وضاحت کرتے ہوئے کہا کہ اس منصوبے کی تکمیل کی مدت میں ٹرین سیٹ / رولنگ اسٹاک وغیرہ کے لئے پہلے سے رقم مختص کرنے / مختص کرنے کی ضرورت سے لاگت میں کمی آئ ہے۔
