Punjab government to introduce new wildlife act

According to the news sources, the Punjab Wildlife Department has approached consultants from the private sector to shape up new regulations that would guarantee effective punishments to those who would be found involved in poaching and selling of birds illegally.

According to the details, the Wildlife Department would make some essential changes in the current law unless a new Wildlife Act is presented in the coming months to cope with the increasing challenges related to the safety and protection of wildlife animals and bird species.

While talking to the media an official said, that the people must realize their duty because they purchase the birds and free them considering it an act of kindness or to ‘cast away evil’ that encourages poaching and selling of birds in sheer violation of laws.

He said the people get captured birds freed and think that act of liberating the birds is a source of virtue and an act of charity, adding “These people feel a sense of gratification when they see the birds fly away from their confines.”

It is appropriate to mention here that the Islamabad Wildlife Management Board (IWMB) has already launched a massive crackdown and its team's raid markets and commercial centers and get caged birds especially house sparrows freed and take action against their sellers.

Secretary of Punjab Wildlife Department Shahid Zaman has said “The existing laws are not strict enough to punish poachers and sellers of birds so we have decided to introduce new and effective Wildlife Act in consultation with the wildlife experts.”

“We have already talked to the consultants that will help the government make new wildlife law. The aim is to ensure severe punishments that will certainly help curb the poaching and selling of birds in the province,” he added.

اسلام آباد: پنجاب حکومت نے غیر قانونی شکار اور تجارتی بنیادوں پر پرندوں کی فروخت کی حوصلہ شکنی کے لیے نیا وائلڈ لائف ایکٹ متعارف کرانے کا فیصلہ کیا ہے۔

خبر رساں ذرائع کے مطابق محکمہ وائلڈ لائف پنجاب نے پرائیویٹ سیکٹر کے کنسلٹنٹس سے نئے ضابط�� وضع کرنے کے لیے رابطہ کیا ہے جس کے تحت غیر قانونی طور پر پرندوں کے غیر قانونی شکار اور فروخت میں ملوث پائے جانے والوں کو موثر سزائیں دی جائیں گی۔
تفصیلات کے مطابق محکمہ وائلڈ لائف موجودہ قانون میں کچھ ضروری تبدیلیاں کرے گا جب تک کہ آنے والے مہینوں میں نیا وائلڈ لائف ایکٹ پیش نہیں کیا جاتا تاکہ جنگلی حیات کے جانوروں اور پرندوں کی نسلوں کی حفاظت اور تحفظ سے متعلق بڑھتے ہوئے چیلنجز سے نبردآزما ہو سکے۔
میڈیا سے بات کرتے ہوئے ایک اہلکار نے کہا کہ لوگوں کو اپنے فرض کا احساس کرنا چاہیے کیونکہ وہ پرندوں کو خرید کر چھوڑ دیتے ہیں اور اسے احسان کا کام سمجھتے ہیں یا 'برائی کو دور کرنے' کے لیے جو کہ قانون کی سراسر خلاف ورزی کرتے ہوئے پرندوں کے غیر قانونی شکار اور فروخت کی حوصلہ افزائی کرتی ہے۔
انہوں نے کہا کہ لوگ پکڑے گئے پرندوں کو آزاد کراتے ہیں اور سمجھتے ہیں کہ پرندوں کو آزاد کرنے کا عمل نیکی کا ذریعہ اور صدقہ جاریہ ہے، انہوں نے مزید کہا کہ "یہ لوگ جب پرندوں کو اپنی قید سے اڑتے ہوئے دیکھتے ہیں تو خوشی کا احساس ہوتا ہے۔"
یہاں یہ بتانا مناسب ہے کہ اسلام آباد وائلڈ لائف مینجمنٹ بورڈ (ای ڈبلیو ایم بی) نے پہلے ہی بڑے پیمانے پر کریک ڈاؤن شروع کر رکھا ہے اور اس کی ٹیم نے بازاروں اور تجارتی مراکز پر چھاپے مارے اور پنجرے میں بند پرندوں خصوصاً گھریلو چڑیوں کو آزاد کرایا اور ان کے بیچنے والوں کے خلاف کارروائی کی۔
سیکرٹری وائلڈ لائف ڈیپارٹمنٹ پنجاب شاہد زمان نے کہا ہے کہ موجودہ قوانین اتنے سخت نہیں کہ شکار کرنے والوں اور پرندوں کو بیچنے والوں کو سزا دی جا سکے اس لیے ہم نے ماہرین جنگلی حیات کی مشاورت سے نیا اور موثر وائلڈ لائف ایکٹ متعارف کرانے کا فیصلہ کیا ہے۔
"ہم نے پہلے ہی کنسلٹنٹس سے بات کی ہے جو حکومت کو جنگلی حیات کا نیا قانون بنانے میں مدد کریں گے۔ اس کا مقصد سخت سزاؤں کو یقینی بنانا ہے جس سے یقینی طور پر صوبے میں پرندوں کے غیر قانونی شکار اور فروخت کو روکنے میں مدد ملے گی۔
