Punjab finance dept releases Rs47bn for 3,605 projects

The Punjab Finance Department has released Rs47 billion earmarked for 3605 development projects under District Development Programme across the province for the financial year 2021-2022.

This release is part of the District Development Package of Rs360 billion announced earlier this year by Punjab Chief Minister Sardar Usman Buzdar as part of a balanced district development strategy to redress the grievances of all districts on equitable grounds, said the Punjab Finance Department.

Commenting on equitable distribution of funds, Punjab Finance Minister Hashim Jawan Bakht said that the provincial government is pursuing a development agenda based on equitable growth for all districts throughout the province.

"The District Development Programme is at the core of addressing inequality of opportunities for less developed districts not only in terms of social inclusion but also at bringing them at par with the rest of the province. Urban centres are also not discriminated against and Lahore gets 234 projects under this programme."

It is pertinent to mention here that out of the top 10 districts with the highest uplift projects, seven are from South Punjab, where the indicators for poverty, health, education and infant mortality have been dismal.

Moreover, the district development package dispenses off the widely held perception that large budgetary allocations of development funds are concentrated in specific areas only.

In this connection, Punjab Finance Secretary Iftikhar Ali Sahoo said that all projects were identified after a very comprehensive and inclusive process. "Recommendations from a wide range of stakeholders at the district level were taken into account, setting out a more inclusive and evidence-based approach towards allocating funds for these projects at the grass-root level," he added.

"The finance department is providing requisite funds for implementation of public needs projects under the District Development Programme on priority," he added.

محکمہ خزانہ پنجاب نے مالی سال 2021-2022 کے لیے صوبے بھر میں ڈسٹرکٹ ڈویلپمنٹ پروگرام کے تحت 3605 ترقیاتی منصوبوں کے لیے 47 ارب روپے جاری کیے ہیں۔

محکمہ خزانہ پنجاب نے کہا کہ یہ ریلیز 360 ارب روپے کے ضلعی ترقیاتی پیکج کا حصہ ہے جس کا اعلان اس سال کے شروع میں وزیراعلیٰ پنجاب سردار عثمان بزدار نے متوازن ضلعی ترقیاتی حکمت عملی کے تحت کیا تھا تاکہ تمام اضلاع کی شکایات کو مساوی بنیادوں پر دور کیا جا سکے۔

فنڈز کی منصفانہ تقسیم پر تبصرہ کرتے ہوئے پنجاب کے وزیر خزانہ ہاشم جواں بخت نے کہا کہ صوبائی حکومت صوبے بھر کے تمام اضلاع کی مساوی ترقی پر مبنی ترقیاتی ایجنڈے پر عمل پیرا ہے۔

"ضلعی ترقیاتی پروگرام کم ترقی یافتہ اضلاع کے لیے مواقع کی عدم مساوات کو دور کرنے کے لیے نہ صرف سماجی شمولیت کے لحاظ سے بلکہ انھیں باقی صوبے کے برابر لانے کے لیے بھی ہے۔ شہری مراکز کے ساتھ بھی امتیازی سلوک نہیں کیا جاتا ہے اور لاہور کو 234 نمبر ملے اس پروگرام کے تحت منصوبے۔"

یہاں یہ بات قابل ذکر ہے کہ سب سے زیادہ ترقی کے منصوبوں والے ٹاپ 10 اضلاع میں سے 7 کا تعلق جنوبی پنجاب سے ہے جہاں غربت، صحت، تعلیم اور بچوں کی اموات کے اشاریے مایوس کن رہے ہیں۔

مزید برآں، ضلعی ترقیاتی پیکج وسیع پیمانے پر پائے جانے والے اس تاثر کو ختم کرتا ہے کہ ترقیاتی فنڈز کی بڑی بجٹ مختص رقم صرف مخصوص علاقوں میں مرکوز ہے۔

اس سلسلے میں پنجاب کے سیکرٹری خزانہ افتخار علی ساہو نے کہا کہ تمام منصوبوں کی نشاندہی انتہائی جامع اور جامع عمل کے بعد کی گئی۔ انہوں نے مزید کہا کہ "اضلاع کی سطح پر اسٹیک ہولڈرز کی ایک وسیع رینج کی سفارشات کو مدنظر رکھا گیا، جس میں بنیادی سطح پر ان منصوبوں کے لیے فنڈز مختص کرنے کے لیے مزید جامع اور شواہد پر مبنی طریقہ کار وضع کیا گیا۔"

انہوں نے مزید کہا کہ "محکمہ خزانہ ترجیحی بنیادوں پر ضلعی ترقیاتی پروگرام کے تحت عوامی ضروریات کے منصوبوں پر عمل درآمد کے لیے مطلوبہ فنڈز فراہم کر رہا ہے۔"
