Public-private partnership inevitable to turn Railways into a profitable entity

Public-private partnership stressed to make Railways a profitable entity in a webinar organized jointly by Pakistan Institute of Development Economics (PIDE) and NGO Reenergia on ‘Vision for Pakistan Railways’ on Monday.

Speakers emphasized the need of adopting a public-private partnership model and mobilizing the corporate sector to transform Pakistan Railways into an enterprise that would contribute to the economy of the country.

Secretary Railways Habib ur Rehman Gilani, CEO/Senior General Manager Railways Nisar Ahmed Memon, Vice Chairman PIDE Dr. Nadeem ul Haque, Dr. Afia of the Reenergia were among the speakers while CEO Reenergia Dr. Amir Zafar Durrani moderated the webinar.

Secretary PR Habib ur Rehman Gilani said the webinar is part of the series of research dialogues to find ways to deal with the issues faced by the Pakistan Railways and help it restore its lost status of a profitable organization of the early 1960s when it catered for the 70 percent of the freight business of the country.

He also hinted at hiring professionals from the corporate sector, exploiting railway land commercially, and offering PR assets for branding to raise revenue. He said some 70 million commuters use railways annually and there were plans to exploit its resources to make it a profitable institution.

پبلک پرائیویٹ پارٹنرشپ نے پیر کو پاکستان انسٹیٹیوٹ آف ڈویلپمنٹ اکنامکس (پی آئی ڈی ای) اور این جی او رینجریا کے مشترکہ طور پر منعقدہ ویبینار میں ریلوے کو منافع بخش ادارہ بنانے پر زور دیا۔

مقررین نے پبلک پرائیویٹ پارٹنرشپ ماڈل اپنانے اور کارپوریٹ سیکٹر کو متحرک کرنے کی ضرورت پر زور دیا تاکہ پاکستان ریلوے کو ایک انٹرپرائز میں تبدیل کیا جاسکے جو ملکی معیشت میں کردار ادا کرے گا۔

سیکرٹری ریلوے حبیب الرحمن گیلانی ، سی ای او/سینئر جنرل منیجر ریلوے نثار احمد میمن ، وائس چیئرمین پی آئی ڈی ای ڈاکٹر ندیم الحق ، رینجریا کی ڈاکٹر عافیہ مقررین میں شامل تھے جبکہ سی ای او رینجریا ڈاکٹر عامر ظفر درانی نے ویبینار کو ماڈریٹ کیا۔

سیکریٹری پی آر حبیب الرحمن گیلانی نے کہا کہ ویبینار ریسرچ ڈائیلاگ کی سیریز کا حصہ ہے تاکہ پاکستان ریلوے کو درپیش مسائل سے نمٹنے کے طریقے تلاش کیے جا سکیں اور 1960 کی دہائی کے اوائل میں ایک منافع بخش تنظیم کی اپنی کھوئی ہوئی حیثیت کو بحال کرنے میں مدد کی جا سکے۔

انہوں نے کارپوریٹ سیکٹر سے پیشہ ور افراد کی خدمات حاصل کرنے ، ریلوے کی زمین کو تجارتی طور پر استحصال کرنے اور ریونیو بڑھانے کے لیے برانڈنگ کے لیے پی آر اثاثوں کی پیشکش کا بھی اشارہ دیا۔ انہوں نے کہا کہ تقریبا 70 70 ملین مسافر سالانہ ریلوے کا استعمال کرتے ہیں اور اس کے وسائل کو ایک منافع بخش ادارہ بنانے کے لیے استعمال کرنے کے منصوبے ہیں۔
