Property Valuation: FBR has not yet notified revised rates

According to the news sources, Experts told Business Recorder here on Sunday that the Board had held in abeyance the new property valuation rates up to January 15, 2022.

The FBR had substantially revised upward the values of residential and commercial immovable properties located in 40 major cities across the country.

The new rates were required to be re-notified on January 15, 2022, which shall come into force on January 16, 2022.

According to the details, so far, the FBR has not issued the new SROs to be applicable from January 16, 2022. Legally, the FBR’s SRO No 1534-1572(I)/2021 dated December 1, 2021, are not applicable because the FBR had suspended the applicability of these rates till the issuance of revised rates.

When contacted, Muhammad Ahsan Malik, general secretary, Real Estate Consultants Association (RECA) DHA Islamabad-Rawalpindi informed that the FBR may restore the applicability of old rates of immovable properties notified on July 23, 2019, for 7-10 days period. The FBR’s field formations have submitted new valuation tables to the FBR.

However, the new rates were not timely notified due to the engagement of the tax authorities in the mini-budget. The association has already approached the Senate Standing Committee on Finance for the review of the valuation of immovable properties and to minimize the confusion in the real estate sector, he added.

نئی شرحوں کو 15 جنوری 2022 کو دوبارہ مطلع کرنا ضروری تھا جو کہ 16 جنوری 2022 سے نافذ العمل ہوں گے۔
تفصیلات کے مطابق، ابھی تک، ایف بی آر نے 16 جنوری 2022 سے لاگو ہونے والے نئے ایس آر اوز جاری نہیں کیے ہیں۔ قانونی طور پر، ایف بی آر کا ایس آر او نمبر 1534-1572(آئ)/2021 مورخہ 1 دسمبر 2021، لاگو نہیں ہے کیونکہ ایف بی آر نے نظرثانی شدہ نرخوں کے اجراء تک ان نرخوں کا اطلاق معطل کر دیا تھا۔
رابطہ کرنے پر، محمد احسن ملک، جنرل سیکرٹری، رئیل اسٹیٹ کنسلٹنٹس ایسوسی ایشن ڈیفنس (آر ای سی اے) اسلام آباد-راولپنڈی نے بتایا کہ (ایف بی آر-23) جولائی 2019 کو مطلع شدہ غیر منقولہ جائیدادوں کے پرانے نرخوں کا اطلاق 7-10 دنوں کے لیے بحال کر سکتا ہے۔ ایف بی آر کی فیلڈ فارمیشنز نے نئی ویلیوایشن ٹیبلز ایف بی آر کو جمع کرادی ہیں۔
تاہم منی بجٹ میں ٹیکس حکام کی مصروفیات کی وجہ سے نئے نرخوں کا بروقت اعلان نہیں کیا گیا۔ انہوں نے مزید کہا کہ ایسوسی ایشن نے پہلے ہی سینیٹ کی قائمہ کمیٹی برائے خزانہ سے غیر منقولہ جائیدادوں کی قیمتوں کا جائزہ لینے اور رئیل اسٹیٹ سیکٹر میں موجود الجھن کو کم کرنے کے لیے رابطہ کیا ہے۔
