PM directs implementation of mineral development framework

Prime Minister Imran Khan directed the authorities concerned to achieve targets set by the Mineral Development Framework (MDF) to get maximum benefits from minerals and natural resources of the country.

The prime minister emphasized the need for the provision of electricity, gas, tax relief, and other facilities to Special Economic Zones (SEZs) being developed under the China Pakistan Economic Corridor (CPEC).

Presiding over a meeting of the MDF, he said the mineral sector held a huge potential and offered good returns for investors as it could contribute to the overall economic growth of the country.

He emphasized that coordinated efforts between the federation and provinces were required for the development of the mineral sector in the country.

The prime minister directed that a focal person be appointed at the earliest to act as a bridge between the federal and provincial governments and to supervise the implementation of the mineral development framework.

He said international models be studied for lesson learning and capacity building of indigenous human resources to be employed for mineral development.

The prime minister directed that goals and targets of the mineral development framework be completed within their allocated timelines. Earlier, the petroleum secretary briefed the meeting on the “strategic plan for mineral development”.

The meeting was informed that at present the mineral sector contributed less than one percent to the GDP and implementation of the strategic plan would raise the share of this sector to 10 percent of the GDP over the next 15 years.

The plan consists of harmonizing federal and provincial efforts, technical outreach, database development, fiscal incentives, training of indigenous human resources, and legal framework.

The strategic plan has been further categorized into short-, medium- and long-term targets.

وزیر اعظم عمران خان نے متعلقہ حکام کو ہدایت کی کہ وہ معدنی ترقیاتی فریم ورک (ایم ڈی ایف) کے مقرر کردہ اہداف کو حاصل کریں تاکہ ملک کے معدنیات اور قدرتی وسائل سے زیادہ سے زیادہ فوائد حاصل کیے جا سکیں۔

وزیراعظم نے چائنا پاکستان اکنامک کوریڈور (CPEC) کے تحت تیار کیے جانے والے خصوصی اقتصادی زونز (SEZs) کو بجلی ، گیس ، ٹیکس میں ریلیف اور دیگر سہولیات کی فراہمی کی ضرورت پر زور دیا۔

ایم ڈی ایف کے ایک اجلاس کی صدارت کرتے ہوئے ، انہوں نے کہا کہ معدنیات کے شعبے میں بہت بڑی صلاحیت موجود ہے اور اس نے سرمایہ کاری کے لیے اچھے منافع کی پیشکش کی ہے کیونکہ یہ ملک کی مجموعی معاشی ترقی میں معاون ثابت ہو سکتا ہے۔

انہوں نے اس بات پر زور دیا کہ ملک میں معدنی شعبے کی ترقی کے لیے وفاق اور صوبوں کے درمیان مربوط کوششوں کی ضرورت ہے۔

وزیراعظم نے ہدایت کی کہ جلد از جلد ایک فوکل پرسن مقرر کیا جائے جو وفاقی اور صوبائی حکومتوں کے درمیان ایک پل کا کام کرے اور معدنی ترقیاتی فریم ورک پر عملدرآمد کی نگرانی کرے۔

انہوں نے کہا کہ سبق سیکھنے کے لیے بین الاقوامی ماڈلز کا مطالعہ کیا جائے اور دیسی انسانی وسائل کی استعداد کار کو معدنی ترقی کے لیے استعمال کیا جائے۔

وزیر اعظم نے ہدایت کی کہ معدنی ترقیاتی فریم ورک کے اہداف اور اہداف کو ان کی مختص کردہ ٹائم لائن میں مکمل کیا جائے۔ اس سے قبل سیکرٹری پٹرولیم نے اجلاس کو "معدنی ترقی کے اسٹریٹجک پلان" پر بریفنگ دی۔

اجلاس کو بتایا گیا کہ فی الحال معدنی شعبے نے جی ڈی پی میں ایک فیصد سے بھی کم حصہ ڈالا اور اسٹریٹجک پلان پر عمل درآمد سے اگلے 15 سالوں میں اس سیکٹر کا حصہ جی ڈی پی کے 10 فیصد تک بڑھ جائے گا۔

یہ منصوبہ وفاقی اور صوبائی کوششوں میں ہم آہنگی ، تکنیکی رسائی ، ڈیٹا بیس کی ترقی ، مالی مراعات ، مقامی انسانی وسائل کی تربیت اور قانونی فریم ورک پر مشتمل ہے۔

اسٹریٹجک پلان کو مزید مختصر ، درمیانی اور طویل مدتی اہداف میں تقسیم کیا گیا ہے۔
