PLDC being made dysfunctional

According to the news sources, an independent director of the Punjab Land Development Company (PLDC) has accused the secretary of the Housing, Urban Development & Public Health Engineering Department (HUD&PHE) of exploiting authority to make the company dysfunctional and allowing its offices to be illegally occupied by the other government officers.

According to the details, independent directors are appointed by the government from a databank of sector experts maintained by the Pakistan Institute of Corporate Governance (PICG) and play a key role in good governance and efficient functioning of the board.

The 2017 Companies Act requires that independent directors under any law, rules, regulations, or code are to be selected from a databank containing names, addresses, and qualifications of persons willing to act as independent directors maintained by an institute/body authorized by the Security and Exchange Commission of Pakistan (SECP).

According to the reports, an independent director and other officials of the PLDC have written letters to the Punjab chief secretary to intervene and initiate action against officials misusing authority, creating obstacles to holding board meetings and illegally occupying its offices.

According to the details, an investigation revealed that the major portion of the PLDC office was illegally occupied by HUD&PHE Department Secretary Zafar Nasurullah and other officials including the coordinator and special coordinator to the chief minister.

خبر کے ذرائع کے مطابق پنجاب لینڈ ڈویلپمنٹ کمپنی (پی ایل ڈی سی) کے ایک آزاد ڈائریکٹر نے ہاؤسنگ، اربن ڈویلپمنٹ اینڈ پبلک ہیلتھ انجینئرنگ ڈیپارٹمنٹ (ایچ یو ڈی اینڈ پی ایچ ای) کے سیکرٹری پر کمپنی کو غیر فعال بنانے اور اس کے دفاتر کی اجازت دینے کا الزام لگایا ہے۔ دوسرے سرکاری افسران نے ناجائز قبضہ کر رکھا ہے۔
تفصیلات کے مطابق حکومت کی جانب سے آزاد ڈائریکٹرز کا تقرر پاکستان انسٹی ٹیوٹ آف کارپوریٹ گورننس (پی آئ سی جی) کے زیر انتظام شعبے کے ماہرین کے ڈیٹا بینک سے کیا جاتا ہے اور وہ بورڈ کی اچھی حکمرانی اور موثر کام کرنے میں کلیدی کردار ادا کرتے ہیں۔
2017 کمپنیز ایکٹ کا تقاضا ہے کہ کسی بھی قانون، قواعد، ضوابط، یا کوڈ کے تحت آزاد ڈائریکٹرز کا انتخاب ایسے ڈیٹا بینک سے کیا جائے جس میں ان افراد کے نام، پتے اور اہلیت شامل ہوں جو سیکیورٹی کے ذریعے اختیار کردہ انسٹی ٹیوٹ/باڈی کے زیر انتظام آزاد ڈائریکٹرز کے طور پر کام کرنے کے خواہشمند ہوں۔
رپورٹس کے مطابق پی ایل ڈی سی کے ایک آزاد ڈائریکٹر اور دیگر حکام نے چیف سیکرٹری پنجاب کو خطوط لکھے ہیں کہ وہ مداخلت کریں اور اختیارات کا غلط استعمال کرنے والے، بورڈ میٹنگز کے انعقاد میں رکاوٹیں کھڑی کرنے اور اس کے دفاتر پر ناجائز قبضہ کرنے والے اہلکاروں کے خلاف کارروائی شروع کریں۔
تفصیلات کے مطابق تحقیقات سے یہ بات سامنے آئی ہے کہ پی ایل ڈی سی آفس کے بڑے حصے پر ایچ یو ڈی اینڈ پی ایچ ای ڈیپارٹمنٹ کے سیکرٹری ظفر نصر اللہ اور وزیراعلیٰ کے کوآرڈینیٹر اور اسپیشل کوآرڈینیٹر سمیت دیگر حکام نے غیر قانونی طور پر قبضہ کر رکھا ہے۔
