Pakistan requests China to use Gwadar for transshipment

Special Assistant to Prime Minister on Maritime Affairs Mahmood Moulvi said that Pakistan has requested China to market Gwadar Port and at least utilize it for their transhipment cargo.

Speaking at the 11th Sustainable Shipping, Logistics & Supply China Summit & Exhibition, Moulvi said the Chinese private sector held 91 percent of the Gwadar Port, which meant that China was responsible for its marketing and development.

“We are asking the Chinese government to market Gwadar Sea Port because it is the responsibility of China to bring cargo at Gwadar Port,” the special assistant said, disclosing that “we requested China too, at least take their transshipment cargo from Gwadar”.

Recalling the subsidy given by the previous government, the minister said a freight subsidy was given to ship imported fertilizer from Gwadar to upcountry, as transportation cost upcountry from Gwadar was higher compared to the Karachi Port.

He said China has plans to develop fisheries and housing schemes in Machhar Colony and Keamari areas, as well as three new berths at the Karachi Port. These projects would cost $3 billion, Moulvi added.

He said Karachi and Port Qasim have been developed enormously over the years, with huge cargo vehicles anchoring at both ports. However, he lamented that the local shipping industry did not develop and still lacked any major investments.

“Apart from Pakistan National Shipping Corporation (PNSC), no shipping company exists,” he noted.

Moulvi highlighted the incentives announced by the present government to bring more players into the local shipping industry. He pointed out that the government announced a five percent financing facility as well as income tax exemption for ten years.

He also shared that the east and west wharf would soon be connected through a bridge, for which a contract would be awarded this month.

وزیر اعظم کے معاون برائے بحری امور محمود مولوی نے کہا کہ پاکستان نے چین سے درخواست کی ہے کہ وہ گوادر پورٹ کی مارکیٹنگ کرے اور کم از کم اسے اپنے ٹرانس شپمنٹ کارگو کے لیے استعمال کرے۔

"ہم چینی حکومت سے گوادر سی پورٹ کی مارکیٹنگ کے لیے کہہ رہے ہیں کیونکہ گوادر پورٹ پر کارگو لانا چین کی ذمہ داری ہے ،" معاون خصوصی نے انکشاف کرتے ہوئے کہا کہ "ہم نے چین سے درخواست کی کہ کم از کم گوادر سے ان کا ٹرانس شپمنٹ کارگو لے جائیں"۔

سابقہ حکومت کی طرف سے دی گئی سبسڈی کو یاد کرتے ہوئے ، وزیر نے کہا کہ گوادر سے درآمد شدہ کھاد جہاز کے لیے ایک مال بردار سبسڈی دی گئی تھی ، کیونکہ کراچی بندرگاہ کے مقابلے میں گوادر سے نقل و حمل کے اخراجات زیادہ تھے۔

انہوں نے کہا کہ چین کا مچھری کالونی اور کیماڑی کے علاقوں میں ماہی گیری اور ہاؤسنگ سکیموں کے ساتھ ساتھ کراچی پورٹ پر تین نئی برتھ بنانے کا منصوبہ ہے۔ مولوی نے مزید کہا کہ ان منصوبوں پر 3 بلین ڈالر لاگت آئے گی۔

انہوں نے کہا کہ کراچی اور پورٹ قاسم کو کئی سالوں میں بہت زیادہ ترقی دی گئی ہے ، دونوں بندرگاہوں پر بڑی بڑی کارگو گاڑیاں لنگر انداز ہیں۔ تاہم ، انہوں نے افسوس کا اظہار کیا کہ مقامی شپنگ انڈسٹری نے ترقی نہیں کی اور اب بھی کسی بڑی سرمایہ کاری کا فقدان ہے۔

انہوں نے کہا کہ پاکستان نیشنل شپنگ کارپوریشن (پی این ایس سی) کے علاوہ کوئی شپنگ کمپنی موجود نہیں ہے۔

مولوی نے موجودہ شپنگ انڈسٹری میں مزید کھلاڑیوں کو لانے کے لیے موجودہ حکومت کی طرف سے اعلان کردہ مراعات پر روشنی ڈالی۔ انہوں نے نشاندہی کی کہ حکومت نے پانچ فیصد فنانسنگ کی سہولت کے ساتھ ساتھ دس سال تک انکم ٹیکس چھوٹ کا اعلان کیا۔

انہوں نے یہ بھی بتایا کہ مشرقی اور مغربی گھاٹ جلد ہی ایک پل کے ذریعے جڑ جائیں گے ، جس کے لیے رواں ماہ معاہدہ کیا جائے گا۔
