Pakistan Housing Authority fixed the rate for laying green belt

Only Rs. 7 lacs were received by laying cables worth over Rs. 10 million on green belts. The PHA Welfare Association wrote a letter to the Chief Secretary demanding a transparent investigation. A letter to the Secretary regarding the PHA Welfare Association was reviewed.

In the PHA Act, the rate for laying green belt or cable within the limits is fixed at Rs. 65. According to sources, PHA officers have laid 157,440 cubic feet of cable in Zone One and Zone Five. In this regard, PHA Officers Welfare Association has also written a petition to the Chief Secretary.

In the petition, it was demanded that an illegal cable was laid in broad daylight in Model Town L Block, M Block, Faisal Town, which caused a loss of Rs. 1,627,200 to the exchequer.

The petition alleges that the officers filed their pockets by damaging the public exchequer and checked the ten-year record of Zone One and Zone Five. Video and documentary evidence is also provided with the application. The association has demanded a comprehensive inquiry from the Chief Secretary, Secretary Housing, DGPHA.

Officers' Association says PHA does not have salary money, corruption has reached its peak, even before this, marketing scams were requested but no action was taken. DGPHA Jawad Qureshi said that they were investigating the matter and a comprehensive inquiry would be held into the allegations.

On the other hand, the General Secretary of the PHA Officers Welfare Association had pointed out the scams in the marketing department of PHA on the issue of reduction of crores of rupees in the revenue of the PHA marketing department. According to the General Secretary, Rs. 75 crores was collected in terms of marketing revenue during the year 2017-18. In the year 2019, 2018, the amount marketing fee was Rs. 71 crores while in the year 2020, the amount was reduced to Rs. 45 crore.

In the year 2121, only Rs. 200 million was collected till April 10. The PHA Association has also pointed out a reduction in revenue in terms of fees for marriage functions. Anti-Corruption, through the Director Admin PHA, has again summoned the officers of the Marketing Department along with the records.

پی ایچ اے ایکٹ میں گرین بیلٹ یا حدود میں کیبل ڈالنے کا ریٹ 67.5 روپے فی کیوبک فٹ مقرر ہے۔ ذرائع کے مطابق پی ایچ اے افسران نے زون ون اور زون فائیو میں 1لاکھ 57ہزار 440 کیوبک فٹ کیبل ڈلوائی ہے۔ اس حوالے سے پی ایچ اے آفیسرز ویلفئیر ایسوسی ایشن نے چیف سیکرٹری کے نام درخواست بھی لکھی ہے۔ درخواست میں تحقیقات کا مطالبہ کرنے کیساتھ کہا گیا ہے کہ ماڈل ٹاؤن ایل بلاک،ایم بلاک،فیصل ٹاؤن میں دن دیہاڑے غیر قانونی کیبل ڈلوائی گئی، جس سے سرکاری خزانے کو 1 کروڑ 6 لاکھ 27 ہزار 200 روپے کا نقصان ہوا ہے۔

درخواست میں الزام عائد کیا گیا ہے کہ سرکاری خزانے کو نقصان پہنچا کر افسران نے اپنی جبیں بھریں، زون ون اور زون فائیو کا دس سالہ ریکارڈ چیک کیا جائے۔ درخواست کے ساتھ ویڈیو اور دستاویزی ثبوت بھی فراہم کئے گئے ہیں۔ ایسوسی ایشن نے چیف سیکرٹری، سیکرٹری ہاؤسنگ، ڈی جی پی ایچ اے سے جامع تحقیقات کا مطالبہ کیا ہے۔

آفیسرز ایسوسی ایشن کا کہنا ہے پی ایچ اے کے پاس تنخواہوں کے پیسے نہیں ہیں، کرپشن عروج پر پہنچ چکی ہے، اس سے قبل بھی مارکیٹنگ میں گھپلوں کی درخواست دی تاہم کوئی کارروائی نہیں کی گئی۔ ڈی جی پی ایچ اے جواد قریشی کا کہنا ہے معاملے کی تحقیقات کررہے ہیں، الزام پر جامع جانچ پڑتال کی جائے گی۔

دوسری جانب پی ایچ اے شعبہ مارکیٹنگ کے ریونیو میں کروڑوں روپے کی کمی کے معاملے پر پی ایچ اے آفیسرز ویلفیئرایسوسی ایشن کے جنرل سیکرٹری نے پی ایچ اے کے شعبہ مارکیٹنگ میں گھپلوں کی نشاندہی کی تھی۔ جنرل سیکرٹری کے مطابق سال دوہزار سترہ ، اٹھارہ کے دوران مارکیٹنگ ریونیو کی مد میں 75کروڑ روپے جمع ہوئے۔ سال 2019,2018 میں مارکیٹنگ فیس کی مد میں 71 کروڑ جبکہ سال2020,2019 میں رقم کم ہوکر 45کروڑ رہ گئی۔

سال دوہزار اکیس میں دس اپریل تک صرف بیس کروڑ روپے جمع ہوئے۔ پی ایچ اے ایسوسی ایشن نے میرج فنکشنز کی فیس کی مد میں بھی ریونیو میں کمی کی نشاندہی کی ہے۔ اینٹی کرپشن نے ڈائریکٹر ایڈمن پی ایچ اے کی وساطت سے شعبہ مارکیٹنگ کے افسران کو ریکارڈ سمیت دوبارہ طلب کرلیا ہے۔
