Pakistan, China to jointly work for eco-civilization under CPEC

According to news sources, a joint committee has been formed to work towards ecological civilization that also comprises Special Assistant to the Prime Minister on Climate Change Malik Amin Aslam.

An official of the climate change ministry said the concept of ecological civilization would help stimulate a green economy, green transportation system and green channels of production in both Pakistan and China.

He said: “The basic aim of ecological civilization remains reversal of the ecological deterioration from the source, creating a good environment for production and living and making contribution to international ecological safety. It follows the principles of resource conservation, environmental protection and giving priority to the natural restoration of the ecology.”

Under this concept, the goals will be achieved by promoting green development, carrying out recycling activities, and crafting initiatives related to the low-carbon and resilient development. It also requires forming a pattern and industrial structure that is based on resource saving and environmental protection.

The official said when both the countries would pursue the concept of environmental civilization the economy of China would get a boost and the economy of Pakistan would shift towards a positive change.

Special Assistant to the Prime Minister on Climate Change Malik Amin Aslam has said Pakistan is already pursuing various ambitious projects to promote ‘green culture’ under the vision of Prime Minister Imran Khan.

“We have successfully achieved our targets under Bonn Challenge by increasing 0.3 million hectares of forest cover in KPK province,” he said.

He said fifteen National Parks have been established under Protected Areas Initiative and Green Financing initiatives introduced by Pakistan at global level for ecosystem restoration fund has achieved tremendous success.

The government has become a pioneer in introducing green financing for the first time in the country’s history as 500-million-dollar sovereign guarantee ‘Green Bonds’ have been launched by Water and Power Development Authority (WAPDA) for two hydropower projects, he said.

نیوز ذرائع کے مطابق ماحولیاتی تہذیب کی سمت کام کرنے کے لئے ایک مشترکہ کمیٹی تشکیل دی گئی ہے جس میں موسمیاتی تبدیلی سے متعلق وزیر اعظم کے معاون خصوصی ملک امین اسلم بھی شامل ہیں۔
ماحولیاتی تبدیلی کی وزارت کے ایک عہدیدار نے کہا کہ ماحولیاتی تہذیب کے تصور سے پاکستان اور چین دونوں میں گرین معیشت ، سبز نقل و حمل کے نظام اور پیداوار کے سبز چینلز کو فروغ دینے میں مدد ملے گی۔
انہوں نے کہا: "ماحولیاتی تہذیب کا بنیادی مقصد ماخذ سے ماحولیاتی بگاڑ کے الٹ رہتا ہے ، جس سے پیداوار اور زندگی گزارنے کے لئے ایک اچھا ماحول پیدا ہوتا ہے اور بین الاقوامی ماحولیاتی تحفظ میں شراکت ہوتی ہے۔ اس میں وسائل کے تحفظ ، ماحولیاتی تحفظ اور ماحولیات کی قدرتی بحالی کو فوقیت دینے کے اصولوں پر عمل کیا گیا ہے۔
اس تصور کے تحت ، سبز ترقی کو فروغ دینے ، ری سائیکلنگ سرگرمیاں انجام دینے ، اور کم کاربن اور لچکدار ترقی سے متعلق اقدامات تیار کرنے کے ذریعے اہداف حاصل کیے جائیں گے۔ اس کے لئے ایک ایسا نمونہ اور صنعتی ڈھانچہ تشکیل دینے کی بھی ضرورت ہے جو وسائل کی بچت اور ماحولیاتی تحفظ پر مبنی ہو۔
عہدیدار نے کہا کہ جب دونوں ممالک ماحولیاتی تہذیب کے تصور پر گامزن ہوں گے تو چین کی معیشت کو فروغ ملے گا اور پاکستان کی معیشت ایک مثبت تبدیلی کی طرف جائے گی۔
وزیر موسمیاتی تبدیلی سے متعلق وزیر اعظم کے معاون خصوصی ملک امین اسلم نے کہا ہے کہ وزیر اعظم عمران خان کے وژن کے تحت پاکستان پہلے ہی ’گرین کلچر‘ کو فروغ دینے کے لئے متعدد مہتواکانکشی منصوبوں پر عمل پیرا ہے۔
انہوں نے کہا ، "ہم نے صوبہ کے پی کے میں جنگل کے احاطہ میں 0.3 ملین ہیکٹر میں اضافہ کرکے بون چیلنج کے تحت اپنے اہداف کو کامیابی کے ساتھ حاصل کرلیا ہے۔"
انہوں نے کہا کہ ماحولیاتی نظام کی بحالی کے فنڈ کے لئے عالمی سطح پر پاکستان کے متعارف کروائے گئے علاقوں میں پروٹیکٹڈ ایریاس انیشیٹو اور گرین فنانسنگ اقدامات کے تحت پندرہ نیشنل پارکس قائم ہوئے ہیں۔
انہوں نے کہا کہ حکومت ملک کی تاریخ میں پہلی بار گرین فنانسنگ متعارف کرانے کے لئے ایک پیش خیمہ بن گئی ہے کیونکہ پانی اور بجلی کی ترقیاتی اتھارٹی (واپڈا) نے دو ہائیڈرو پاور پروجیکٹس کے لئے 500 ملین ڈالر کی خودمختار گارنٹی ‘گرین بانڈز’ شروع کی ہے۔
