Pakistan and China to sign a pact to promote investment cooperation in green development

The MoU will be inked with the Ministry of Commerce China which is actively implementing China’s commitment to be carbon neutral by 2060. The Ministry is also carrying out China’s 14th Five-year plan (2021-2025) for National Economic and Social Development and long-range objectives through the year 2035.

The MoU is based on the goodwill and needs of businesses of both countries and the practical foundation for strengthening cooperation in the field of green development.

According to the proposed draft MoU, the parties will adhere to the green consensus and promote green development. They will take the global energy transition as an opportunity to stimulate new growth drives in green development, deepen exchanges and cooperation in the green economy and clean energy, and promote high-quality development of bilateral investment cooperation.

The parties will enhance synergy between green development strategies and policies, encourage local governments, industrial organizations, financial institutions, and businesses to enhance coordination, tap the potential of green development cooperation and jointly create the momentum of cooperation for the future.

The parties will encourage businesses to conduct investment cooperation in green development, including clean energy such as photovoltaic, wind power, nuclear, hydrogen, and biomass energy, new energy vehicle industry such as power battery, smart charging pile production service, and battery disposal and recycling, as well as, green finance and green infrastructure construction.

The parties will encourage businesses too, in compliance with the requirements of the United Nations Framework Convention on Climate Change, the Convention on Biological Diversity, and the carbon-neutral commitment targets, fulfill environmental obligations, promote green design, green procurement, green construction, green production, and green operation, and facilitate the coordinated development of the local economy, society, and the ecological environment.

وزارت تجارت چین کے ساتھ ایم او یو پر دستخط کیے جائیں گے جو 2060 تک کاربن نیوٹرل ہونے کے چین کے عزم کو فعال طور پر نافذ کر رہی ہے۔

ایم او یو دونوں ممالک کے کاروباریوں کی خیر سگالی اور ضروریات اور سبز ترقی کے میدان میں تعاون کو مضبوط بنانے کی عملی بنیاد پر مبنی ہے۔

مجوزہ مسودہ ایم او یو کے مطابق فریقین سبز اتفاق رائے کی پاسداری کریں گے اور سبز ترقی کو فروغ دیں گے۔ وہ عالمی توانائی کی منتقلی کو ایک موقع کے طور پر لیں گے تاکہ سبز ترقی میں نئی ترقی کی حوصلہ افزائی کی جاسکے ، سبز معیشت اور صاف توانائی میں تبادلے اور تعاون کو گہرا کیا جائے ، اور دوطرفہ سرمایہ کاری تعاون کی اعلی معیار کی ترقی کو فروغ دیا جائے۔

فریقین سبز ترقیاتی حکمت عملیوں اور پالیسیوں کے مابین ہم آہنگی کو بڑھائیں گے ، مقامی حکومتوں ، صنعتی تنظیموں ، مالیاتی اداروں اور کاروباری اداروں کو ہم آہنگی بڑھانے کی حوصلہ افزائی کریں گے ، سبز ترقیاتی تعاون کے امکانات کو استعمال کریں گے اور مشترکہ طور پر مستقبل کے لیے تعاون کی رفتار پیدا کریں گے۔

پارٹیاں کاروباری اداروں کی حوصلہ افزائی کریں گی کہ وہ سبز ترقی میں سرمایہ کاری میں تعاون کریں ، بشمول صاف توانائی جیسے فوٹو وولٹک ، ونڈ پاور ، نیوکلیئر ، ہائیڈروجن اور بائیوماس انرجی ، نئی انرجی وہیکل انڈسٹری جیسے پاور بیٹری ، سمارٹ چارجنگ پائل ، گرین فنانس اور گرین انفراسٹرکچر کی تعمیر۔

فریقین کاروباری اداروں کی حوصلہ افزائی کریں گے کہ وہ اقوام متحدہ کے فریم ورک کنونشن برائے موسمیاتی تبدیلی ، حیاتیاتی تنوع پر کنونشن اور کاربن غیر جانبدار عزم کے اہداف ، ماحولیاتی ذمہ داریوں کو پورا کریں ، سبز ڈیزائن کو فروغ دیں ، سبز خریداری ، سبز تعمیر معاشرے اور ماحولیاتی ماحول کی مربوط ترقی کو آسان بناتا ہے۔
