National Highway Authority has categorically denied its any role in causing urban flood in the cantonment areas of Abbottabad and termed it due to ill-planned urbanization by the cantonment board and encroachment along all the old waterways/nallahs under the control of the cantonment.
General Manager NHA North Habib-ur-Rehman NHA Islamabad clarified the contents of the press briefing of Ms. Ammara Aamir Chief Executive Officer of Cantonment Board Abbottabad published in a section of press stating that it can be ascertained that the officer is not in knowledge of any ground reality.
“It is important to state here that using National Highway Authority as a scapegoat will never solve the root cause of the urban flooding which without any doubt is Ill planned construction and encroachments on waterways.”
In a statement, National Highway Authority claimed that NHA is responsible for roadside drains which are for carrying the rainwater from roads to its cross-drainage structures whereas in the present case all the sewerage lines are being dropped in drains of the National Highway Authority.
NHA under Periodic Maintenance contracts is building new drains with larger comparative sections to facilitate the public whereas the existing drains were working efficiently.
نیشنل ہائی وے اتھارٹی (این ایچ اے) نے ایبٹ آباد کے چھاؤنی علاقوں میں شہری سیلاب کا باعث بننے والے کسی بھی کردار کی واضح طور پر تردید کی ہے اور کنٹونمنٹ بورڈ کے زیر اہتمام غیر منصوبہ بند شہریاری اور کنٹونمنٹ کے زیر کنٹرول تمام پرانے آبی گزرگاہوں / نالوں کے ساتھ تجاوزات کی وجہ سے اسے قرار دیا ہے۔
جنرل منیجر این ایچ اے نارتھ حبیب الرحمن این ایچ اے اسلام آباد نے محترمہ عمارہ عامر کے چیف ایگزیکٹو آفیسر کنٹونمنٹ بورڈ ایبٹ آباد کے پریس بریفنگ کے مندرجات کو پریس کے ایک حصے میں شائع کیا جس میں بتایا گیا ہے کہ اس بات کا پتہ لگایا جاسکتا ہے کہ افسر کسی بھی گراؤنڈ کا علم نہیں ہے۔ حقیقت
"یہاں یہ بتانا ضروری ہے کہ نیشنل ہائی وے اتھارٹی کو فرار بکرے کی حیثیت سے استعمال کرنے سے شہری سیلاب کی اصل وجہ کبھی بھی حل نہیں ہوگی جو بلا شبہ آبی راستوں پر منصوبہ بند تعمیرات اور تجاوزات ہے۔"
ایک بیان میں نیشنل ہائی وے اتھارٹی نے دعوی کیا ہے کہ این ایچ اے سڑک کے کنارے نالیوں کے لئے ذمہ دار ہے جو بارش کا پانی سڑکوں سے اپنے کراس ڈرینج ڈھانچے تک لے جانے کے لئے ہے جبکہ موجودہ صورتحال میں سیوریج کی تمام لائنیں نیشنل ہائی وے اتھارٹی کے نالوں میں گرا دی جارہی ہیں۔
این ایچ اے متواتر بحالی کے معاہدوں کے تحت عوام کی سہولت کے ل to بڑے تقابلی حصوں کے ساتھ نئی نالوں کی تعمیر کررہی ہے جبکہ موجودہ نالے موثر انداز میں کام کررہے ہیں۔
