Nasla Tower Demolition Through Controlled Blast To Cost Rs220m

The city administration is learnt to have sought directions of the Supreme Court to finalise the demolition of Nasla Tower as one firm sought Rs220 million for razing the high-rise via controlled implosion while the other offered free-of-cost service via mechanical means.

Well-placed sources told our sources that Commissioner Muhammed Iqbal Memon had submitted a report to the apex court informing the pros and cons of both the methods proposed by the two shortlisted companies.

He informed the SC that no company or authority had experience in the demolition of a building in an urban area through controlled implosion.

He said that a committee of technical experts was constituted for assessing and evaluating the expressions of interest by different companies.

The SC was informed that the committee recommended a firm, Hi-Tech Electronics and Machinery/DG Demolition, which offered demolition by implosion with all safety measures, seeking 60-day time for demolition and post-demolition work.

The commissioner’s report said the company had given a cost of Rs220m for demolition, including rights on debris and attached valuable material.

It said the building designs had been shared with the firm so that it could prepare a demolition plan.

It was also informed in the report that the committee had also recommended a firm, ANI Enterprises, for demolition of the building through conventional way i.e., with the assistance of machinery and manual labour.

The SC was informed that the firm had given 90 days for the demolition and removal of debris from the site free of charge, claiming the debris inclusive of valuable material. Additionally, the company also offered to pay Rs15m in the government exchequer.

Besides, the SC was informed that the Sindh Building Control Authority had been directed to start pre-demolition work, remove windows and fulfil another pre-demolition requirement at the earliest and give progress reports on a daily basis.

معلوم ہوا ہے کہ شہری انتظامیہ نے سپریم کورٹ سے نسلا ٹاور کے انہدام کو حتمی شکل دینے کے لیے ہدایات طلب کی ہیں کیونکہ ایک فرم نے کنٹرولڈ امپلوشن کے ذریعے بلند و بالا عمارت کو گرانے کے لیے 220 ملین روپے مانگے تھے جبکہ دوسری نے مکینیکل ذرائع سے مفت سروس کی پیشکش کی تھی۔

باوثوق ذرائع نے ہمارے ذرائع کو بتایا کہ کمشنر محمد اقبال میمن نے عدالت عظمیٰ کو ایک رپورٹ پیش کی تھی جس میں دونوں شارٹ لسٹ کمپنیوں کی طرف سے تجویز کردہ دونوں طریقوں کے فوائد اور نقصانات سے آگاہ کیا گیا تھا۔

انہوں نے سپریم کورٹ کو آگاہ کیا کہ کسی بھی کمپنی یا اتھارٹی کو شہری علاقوں میں کسی عمارت کو کنٹرولڈ امپلوشن کے ذریعے گرانے کا تجربہ نہیں ہے۔

انہوں نے کہا کہ مختلف کمپنیوں کی جانب سے دلچسپی کے اظہار کا جائزہ لینے اور جانچنے کے لیے تکنیکی ماہرین کی ایک کمیٹی تشکیل دی گئی تھی۔

سپریم کورٹ کو بتایا گیا کہ کمیٹی نے ایک فرم، ہائی ٹیک الیکٹرانکس اینڈ مشینری/ڈی جی ڈیمالیشن کی سفارش کی، جس نے تمام حفاظتی اقدامات کے ساتھ انہدام کی پیشکش کی، مسماری اور انہدام کے بعد کے کام کے لیے 60 دن کا وقت مانگا۔

کمشنر کی رپورٹ میں کہا گیا ہے کہ کمپنی نے انہدام کے لیے 220 ملین روپے کی لاگت دی تھی، جس میں ملبے کے حقوق اور قیمتی سامان بھی شامل تھا۔

اس نے کہا کہ عمارت کے ڈیزائن فرم کے ساتھ شیئر کیے گئے تھے تاکہ وہ مسمار کرنے کا منصوبہ تیار کر سکے۔

رپورٹ میں یہ بھی بتایا گیا کہ کمیٹی نے ایک فرم اے این آئی انٹرپرائزز کو عمارت کو روایتی طریقے یعنی مشینری اور دستی مزدوری کی مدد سے گرانے کی بھی سفارش کی تھی۔

سپریم کورٹ کو بتایا گیا کہ فرم نے قیمتی مواد سمیت ملبے کا دعوی کرتے ہوئے سائٹ سے مفت میں انہدام اور ملبہ ہٹانے کے لیے 90 دن کا وقت دیا تھا۔ مزید برآں، کمپنی نے سرکاری خزانے میں 15 ملین روپے ادا کرنے کی پیشکش بھی کی۔

اس کے علاوہ، سپریم کورٹ کو بتایا گیا کہ سندھ بلڈنگ کنٹرول اتھارٹی کو ہدایت کی گئی ہے کہ وہ انہدام سے قبل کام شروع کرنے، کھڑکیوں کو ہٹانے اور مسمار کرنے سے پہلے کی دیگر ضروریات کو جلد از جلد پورا کرے اور روزانہ کی بنیاد پر پیشرفت رپورٹ پیش کرے۔
