Ministry finalizes report to identify occupied land in MHNP

According to the news sources, the climate change ministry has issued a report that declares that some eighty spots where the forest land of Margalla hills national park has been illegally occupied by the local villagers and builders.                

According to the details, various wings of the ministry have put in their efforts in the last few weeks to get first-hand knowledge and data about encroachment in the national park.

The areas where forest land has been occupied include Shah Allah Ditta, Chatra, Karlot, Bhara Kahu, Mouza Manga, Jungle No. 1, and buffer zones between residential sectors and the forest areas.

The details are given in the report exposed that villagers living inside the national park have also illegally long-drawn-out and building illegal structures, removing trees that take 20 to 30 years to grow to their thoroughgoing height.

The construction is in progress in the foothills, particularly in Zone-III in Shah Allah Ditta and adjoining areas, while trees are being cut for firewood by locals and dealers in Bhara Kahu.

The Margalla hills national park has been divided into four zones including recreational, wilderness, intensive use, and cultural sites.

The forest cover is decreasing while agriculture and built-up area are increasing. This spreading out of settlements and agriculture is due to a lack of proper planning and urbanization in the last many decades.

Malik Amin Aslam Special Assistant to the Prime Minister on Climate Change has said that “I have visited many areas of the MHNP along with the Director-General of Environmental Protection Agency (EPA), the Islamabad Wildlife Management Board (IWMB) chairperson, and the Director-General Environment of Capital Development Authority (CDA) where forest land has been encroached by various elements."

“We are finalizing a report on encroachment in the national park that will identify the elements involved in this illegal activity,” he said.

خبر رساں ذرائع کے مطابق وزارت موسمیاتی تبدیلی نے ایک رپورٹ جاری کی ہے جس میں اعلان کیا گیا ہے کہ مارگلہ ہلز نیشنل پارک کی جنگلاتی اراضی پر مقامی دیہاتیوں اور بلڈرز نے غیر قانونی طور پر قبضہ کر رکھا ہے۔
تفصیلات کے مطابق وزارت کے مختلف ونگز نے گزشتہ چند ہفتوں میں نیشنل پارک میں تجاوزات کے بارے میں معلومات اور ڈیٹا حاصل کرنے کی کوششیں کی ہیں۔
جن علاقوں میں جنگلاتی اراضی پر قبضہ کیا گیا ہے ان میں شاہ اللہ دتہ، چترا، کرلوٹ، بہارہ کہو، موضع مانگا، جنگل نمبر 1 اور رہائشی سیکٹرز اور جنگلاتی علاقوں کے درمیان بفر زون شامل ہیں۔
رپورٹ میں یہ تفصیلات بتائی گئی ہیں کہ نیشنل پارک کے اندر رہنے والے دیہاتیوں نے بھی غیر قانونی طور پر طویل عرصے سے تعمیرات اور غیر قانونی ڈھانچے بنا رکھے ہیں، جن درختوں کو ان کی مکمل اونچائی تک بڑھنے میں 20 سے 30 سال لگتے ہیں۔
دامن میں، خاص طور پر شاہ اللہ دتہ اور ملحقہ علاقوں میں زون 3 میں تعمیراتی کام جاری ہے، جبکہ بہارہ کہو میں مقامی لوگوں اور ڈیلروں کی جانب سے لکڑیاں جلانے کے لیے درخت کاٹے جا رہے ہیں۔
مارگلہ ہلز نیشنل پارک کو چار زونز میں تقسیم کیا گیا ہے جن میں تفریحی، بیابان، انتہائی استعمال اور ثقافتی مقامات شامل ہیں۔
جنگلات کا رقبہ کم ہو رہا ہے جبکہ زراعت اور تعمیراتی رقبہ بڑھ رہا ہے۔ یہ بستیوں اور زراعت سے پھیلنے کی وجہ گزشتہ کئی دہائیوں میں مناسب منصوبہ بندی اور شہری کاری کی کمی ہے۔
وزیر اعظم کے معاون خصوصی برائے موسمیاتی تبدیلی ملک امین اسلم نے کہا ہے کہ "میں نے ماحولیاتی تحفظ ایجنسی (ای پی اے) کے ڈائریکٹر جنرل، اسلام آباد وائلڈ لائف مینجمنٹ بورڈ (آئ ڈبلیو ایم بی) کی چیئرپرسن کے ساتھ (ایم ایچ این پی) کے کئی علاقوں کا دورہ کیا ہے۔ کیپٹل ڈیولپمنٹ اتھارٹی (سی ڈی اے) کے ڈائریکٹر جنرل ماحولیات جہاں مختلف عناصر نے جنگلات کی زمین پر قبضہ کر رکھا ہے۔
انہوں نے کہا کہ ہم نیشنل پارک میں تجاوزات کے بارے میں ایک رپورٹ کو حتمی شکل دے رہے ہیں جو اس غیر قانونی سرگرمی میں ملوث عناصر کی نشاندہی کرے گی۔
