Ministries ask for more time to overcome hurdles in CPEC

Due to the failure of federal and provincial bureaucracy once again, in meeting up the expectations of the political leadership, there has been slow progress upon China-Pakistan Economic Corridor (CPEC).

A meeting of the Cabinet Committee upon CPEC (CCoCPEC) winded up within minutes because of the lack of progress over the issues which were highlighted in the previous meeting. This also includes the non-progressiveness over the CPEC projects. The meeting was headed by Asad Umar, The Minister for Planning, Development and Special Initiatives. 

Four summaries were nominated for the CPEC body to consider which were mainly related to the progress over the CPEC projects that were executed in Gwadar. 

“Three summaries were presented but the Ministry of Interior and Ministry of Defence sought more time to address the outstanding issues,” said Umar. He added that by dividing the power, more summaries will be brought by next week. 

Three summaries relevant to the vacation of land for Gwadar free zone phase II were presented by the maritime affairs ministry, as well as for the construction of the Eastbay Expressway CPEC project. The land is current occupied by the Pakistan Navy and Pakistan Coast. 

 While the ministry is directed to submit their summaries again after finishing with due consultation. 

The delay in CPEC projects` execution is coming from Pakistan`s side as well as from China`s side too. The execution of the social sector CPEC projects is facing a delay in Balochistan. Hence, more time is required by the ministries to overcome CPEC issues. 

اسلام آباد: وزیر خارجہ شاہ محمود قریشی نے قومی مفادات کے خلاف چین پاکستان اقتصادی راہداری (سی پی ای سی) پر ہونے والی سست پیشرفت پر روشنی ڈالی۔

ایک بار پھر وفاقی اور صوبائی بیوروکریسی کی ناکامی کی وجہ سے ، سیاسی قیادت کی توقعات کو پورا کرنے میں ، چین پاکستان اقتصادی راہداری (سی پی ای سی) پر آہستہ آہستہ پیشرفت ہوئی ہے۔

سی پی ای سی (سی سی او سی پی ای سی) کی کابینہ کمیٹی کا اجلاس کچھ ہی منٹوں میں ختم ہوگیا کیونکہ پچھلے اجلاس میں جن امور پر روشنی ڈالی گئی تھی اس پر پیشرفت نہ ہونے کی وجہ سے۔ اس میں سی پی ای سی پروجیکٹس کی عدم ترقی بھی شامل ہے۔ اس اجلاس کی سربراہی وزیر اسد عمر ، وزیر منصوبہ بندی ، ترقیات اور خصوصی اقدامات کے وزیر نے کی۔

سی پی ای سی باڈی کے لئے چار سمری نامزد کی گئیں جن پر غور کرنے کے لئے بنیادی طور پر گوادر میں پھانسی دیئے گئے سی پی ای سی منصوبوں پر ہونے والی پیشرفت سے متعلق تھے۔

عمر نے کہا ، "تین سمری پیش کی گئیں لیکن وزارت داخلہ اور وزارت دفاع نے بقایا معاملات کو حل کرنے کے لئے مزید وقت مانگے۔" انہوں نے مزید کہا کہ بجلی کی تقسیم سے اگلے ہفتے تک مزید خلاصے لائے جائیں گے۔

وزارت سمندری امور ، نیز ایسٹ بے ایکسپریس وے سی پی ای سی پروجیکٹ کی تعمیر کے لئے گوادر فری زون فیز II کے لئے اراضی کی تعطیل سے متعلق تین سمری پیش کی گئیں۔ اس زمین پر اس وقت پاکستان نیوی اور پاکستان کوسٹ نے قبضہ کیا ہے۔
جبکہ وزارت کو ہدایت کی گئی ہے کہ وہ مناسب مشاورت کے بعد ختم کرنے کے بعد اپنی سمری دوبارہ پیش کریں۔

سی پی ای سی منصوبوں پر عمل درآمد میں تاخیر پاکستان کے ساتھ ساتھ چین کی طرف سے بھی آرہی ہے۔ سماجی شعبے کے سی پی ای سی منصوبوں پر عمل درآمد میں بلوچستان میں تاخیر کا سامنا ہے۔ لہذا ، وزارتوں کو سی پی ای سی کے معاملات پر قابو پانے کے لئے مزید وقت درکار ہے۔
