Land acquisition cost doubled for Dasu Hydro Power Project

ISLAMABAD: A Senate panel expressed concern over the slow pace of progress to acquire land for the Rs510 billion Dasu Hydropower Project and sought an explanation from the Khyber Pakhtunkhwa government.

The Senate Standing Committee on Water Resources led by Senator Shamim Afridi was informed that only 7.5 percent, of a total of 9,875 acres of land required for the project, had so far been acquired.

The committee was informed by Water and Power Development Authority Member (Wapda) member that the total capacity of the Dasu project was 4,320MW and it will be completed in two phases.

The project will have 12 units of 360MW each. In the first phase, 2,160MW electricity will be generated by 2023. The work on the first phase of the project was launched in June 2017 whereas the development under the second phase will begin in 2023.

On the issue of land acquisition, it was informed that Senior Member Revenue Khyber Pakhtunkhwa had promised that the district administration will acquire 1,247 acres of land in priority area within six months and the remaining land within one year of the revised land acquisition plan.

However, of the total, only 740 acres had so far been acquired. The meeting was informed that 866 acres were required for main civil works, 1,121 acres for preparatory work, and 7,888 acres for reservoir area.

The WAPDA member told the committee that the Executive Committee of the National Economic Council had approved the land acquisition rates in 2015 but those were rejected by the landowners. The KP government had then constituted a steering committee and through negotiations with the locals fixed new rates to purchase the land.

اسلام آباد: سینیٹ کے پینل نے داسو ہائیڈرو پاور پروجیکٹ کے لئے 510 ارب روپے میں اراضی کے حصول کے لئے پیشرفت کی سست رفتار پر تشویش کا اظہار کیا اور خیبر پختونخوا حکومت سے وضاحت طلب کی۔

سینیٹر قائمہ کمیٹی برائے آبی وسائل برائے سینیٹر شمیم آفریدی کی سربراہی میں بتایا گیا کہ اس منصوبے کے لئے درکار کل ۹۸۷۵ ایکڑ اراضی میں سے صرف ۷۔۵ فیصد حصول حاصل ہوچکے ہیں۔

کمیٹی کو واٹر اینڈ پاور ڈویلپمنٹ اتھارٹی کے ممبر کے ذریعہ بتایا گیا کہ داسو پروجیکٹ کی کل گنجائش 4،320 میگاواٹ ہے اور اسے دو مراحل میں مکمل کیا جائے گا۔

اس منصوبے میں ہر ایک میں ۳٦۰ میگاواٹ کے ۱۲ یونٹ ہوں گے۔ پہلے مرحلے میں ، ۲۰۲۳ تک ۲۱٦۰ میگاواٹ بجلی پیدا ہوگی۔ منصوبے کے پہلے مرحلے پر کام جون ۲۰۱۷میں شروع کیا گیا تھا جبکہ دوسرے مرحلے کے تحت ترقی ۲۰۲۳ میں شروع ہوگی۔

اراضی کے حصول کے معاملے پر ، بتایا گیا کہ سینئر ممبر ریونیو خیبرپختونخوا نے وعدہ کیا تھا کہ ضلعی انتظامیہ ترمیم شدہ اراضی منصوبے کے ایک سال کے اندر ایک ہزار چوبیس ایکڑ اراضی کو ترجیحی علاقے میں حاصل کرے گی۔

تاہم ، تمام میں سے ابھی تک صرف ۷۴۰ ایکڑ اراضی حاصل کی گئی تھی۔ اجلاس کو بتایا گیا کہ مرکزی سول کاموں کے لئے ۸٦٦ایکڑ ، تیاری کے کام کے لئے ۱۱۲۱ ایکڑ اور آبی ذخائر کے لئے ۷۸۸۸ایکڑ رقبے کی ضرورت ہے۔

واپڈا کے ممبرنے کمیٹی کو بتایا کہ قومی اقتصادی کونسل کی ایگزیکٹو کمیٹی نے ۲۰۱۵میں زمین کے حصول کی شرحوں کو منظوری دے دی تھی لیکن انھیں زمین کے مالکان نے مسترد کردیا تھا۔ اس کے بعد کے پی حکومت نے ایک اسٹیئرنگ کمیٹی تشکیل دی تھی اور مقامی لوگوں سے بات چیت کے ذریعہ اس زمین کو خریدنے کے لئے نئی شرحیں طے کی گئیں۔
