“Lahore Model” to help controlling traffic in Lahore

Some years ago, the traffic on the roads in Lahore was found beyond human control. Minibusses,  commuter vans, ‘chingchis’, even tongas in some areas, and most of all the motorbikes besides the normal traffic of the vehicles had blocked all the roads in the provincial metropolis.

Incidents of clashes and verbal fights between Lahore Traffic Police officials and the general public had become a daily custom, over ticketing issues against violation of traffic laws and rules.

When this also failed, then the Lahore Traffic Police decided to handle the issue in a different and modern manner as they decided to introduce the ‘E-challan system’ in the city.

What the Lahore Traffic Police did was that they have made addition of some additional, and advanced features in the already installed monitoring cameras for security checking purposes at the places where most of the traffic rules/laws were violated. Mainly, the crowded intersections, busy commercial areas, and other important points enlightened of after a deep survey.

After finishing with their homework on it, the Lahore Traffic Police launched an extensive public awareness campaign for almost three months to introduce the general public with ‘E-challan”, helping them get used to it.

But then the ‘E-challans’ started been sent to at homes of the people, finding the residential address of the culprits, through vehicle registration book.

لاہور: شہر ، لاہور میں ٹریفک کو کنٹرول کرنے کے لئے کئی نئے ٹریفک قواعد و ضوابط کا سامنا رہا ہے۔

کچھ سال پہلے ، لاہور میں سڑکوں پر ٹریفک انسانی کنٹرول سے باہر پائی گئی تھی۔ منی بسوں ، مسافروں کی وینوں ، ’چنگسیاں‘ ، یہاں تک کہ کچھ علاقوں میں ٹونگا بھی ، اور عام طور پر گاڑیوں کی عام ٹریفک کے علاوہ تمام موٹرسائیکلوں نے بھی صوبائی دارالحکومت کی تمام سڑکیں بند کردی ہیں۔

ٹریفک قوانین اور قواعد کی خلاف ورزی کے خلاف ٹکرانے کے معاملات پر ، لاہور ٹریفک پولیس کے عہدیداروں اور عام لوگوں کے درمیان جھڑپوں اور زبانی جھگڑے کے واقعات روز کا معمول بن چکے تھے۔

جب یہ بھی ناکام ہو گیا تو پھر لاہور ٹریفک پولیس نے اس مسئلے کو مختلف اور جدید انداز میں نمٹانے کا فیصلہ کیا کیونکہ انہوں نے شہر میں "ای چالان نظام" متعارف کروانے کا فیصلہ کیا۔

لاہور ٹریفک پولیس نے جو کچھ کیا وہ یہ تھا کہ ان مقامات پر سیکیورٹی کی جانچ پڑتال کے مقاصد کے لئے پہلے سے نصب مانیٹرنگ کیمرے میں کچھ اضافی اور جدید خصوصیت شامل کی گئی تھی جہاں زیادہ تر ٹریفک قوانین / قوانین کی خلاف ورزی ہوتی تھی۔ بنیادی طور پر ، ایک گہرے سروے کے بعد بھیڑ چوراہے ، مصروف تجارتی علاقوں اور دیگر اہم نکات پر روشنی ڈالی گئی۔

اس پر اپنے ہوم ورک کو ختم کرنے کے بعد ، لاہور ٹریفک پولیس نے عام لوگوں کو "ای چالان" کے ساتھ متعارف کروانے کے لئے تقریبا three تین ماہ سے وسیع پیمانے پر عوامی بیداری مہم چلائی ، تاکہ وہ اس کا استعمال کرنے میں ان کی مدد کرسکیں۔

لیکن پھر "ای چالانیں" لوگوں کے گھروں پر بھیج دی گئیں ، جس میں مجرموں کا رہائشی پتہ مل گیا ، گاڑیوں کے اندراج کی کتاب کے ذریعے۔
