KP government to take over New Balakot City project

In a major development, Prime Minister Imran Khan took a strong exception to the longest delay in the completion of the new Balakot city and directed the KP government to take over the entire project from ERRA and accomplish it as a tourist resort.

Prime Minister Imran Khan said the government wants to develop new tourist resorts in hilly areas for the promotion of tourism in the country and directed the federal and provincial authorities concerned to take all necessary measures to fully facilitate private investors in this regard.

“For this purpose, reputed private investors in the field of tourism and hospitality are being attracted to Public-Private Partnership (PPP) model,” the prime minister said while chairing a high-level meeting on the development of New Balakot City as a tourist hub.

The prime minister further directed to exclude irrigated land from the project in order to ensure food security in the region.

Earlier the prime minister was briefed that a feasibility study on Rs19.5 billion project for the development of New Balakot City as a tourist hub on the Design-Build-Finance-Operate and Transfer (DBFOT) model has been completed by NESPAK and KPMG.

The meeting was informed that 63 percent of residential plots out of the total 6753 under the proposed project are reserved for allotment to the local affectees, whereas the remaining 2480 residential and 575 commercial plots besides 800 apartments would be auctioned to generate finances for the execution of the project.

The prime minister was informed that primarily, it was the responsibility of the provincial government of KP instead of the federal government to develop New Balakot City.

The KP government has already acquired land for the purpose. To be executed under Public-Private Partnership (PPP), the tourist resort will include a youth hostel, theme park, camping ground, and a 3-star hotel.

اس مقصد کے لیے سیاحت اور مہمان نوازی کے شعبے میں نامور نجی سرمایہ کاروں کو پبلک پرائیویٹ پارٹنرشپ (پی پی پی) موڈ کی طرف راغب کیا جا رہا ہے۔ .

وزیر اعظم نے مزید ہدایت کی کہ خطے میں غذائی تحفظ کو یقینی بنانے کے لیے سیراب شدہ زمین کو منصوبے سے خارج کیا جائے۔

قبل ازیں وزیراعظم کو بتایا گیا کہ نیسپاک اور کے پی ایم جی کی جانب سے ڈیزائن ، بلڈ فنانس ، آپریٹ اینڈ ٹرانسفر (ڈی بی ایف او ٹی) موڈ پر سیاحتی مرکز کے طور پر نیو بالاکوٹ سٹی کی ترقی کے لیے 19.5 ارب روپے کے منصوبے پر فزیبلٹی سٹڈی مکمل ہو چکی ہے۔

اجلاس کو بتایا گیا کہ مجوزہ پروجیکٹ کے تحت کل 6753 میں سے 63 فیصد رہائشی پلاٹ مقامی متاثرین کو الاٹمنٹ کے لیے مخصوص ہیں جبکہ باقی 2480 رہائشی اور 575 کمرشل پلاٹس کے علاوہ 800 اپارٹمنٹس نیلام کیے جائیں گے تاکہ اس منصوبے پر عملدرآمد کے لیے فنانس حاصل کیا جا سکے۔ .

وزیر اعظم کو بتایا گیا کہ بنیادی طور پر ، نیو بالاکوٹ سٹی کی ترقی وفاقی حکومت کے بجائے کے پی کی صوبائی حکومت کی ذمہ داری ہے۔
