KMC to initiative cleaning work on 41 major drains of Karachi

The information to this effect was provided by the Sindh local government secretary to the Sindh High Court (SHC) on Thursday.

Filing comments on a petition seeking a judicial inquiry into the losses the people of the city suffered during the last year’s monsoon rains and compensation for the affected people, the local government secretary submitted that an amount of Rs250 million had been placed at the disposal of the KMC for cleaning the drains in the city.

He submitted that the local government department had apprised the provincial cabinet with regard to critical emergency actions required to mitigate risks and cleaning stormwater drains of Karachi. He submitted that the KMC administrator had written a note mentioning that the cleaning work on the drains of Karachi may be started immediately to mitigate possible urban flooding in the city during the monsoon season.

The secretary submitted that the local government department would oversee the activities of drain cleaning for which a committee would be constituted and the same would be notified soon. The court had earlier directed the relief commissioner and the local government secretary to file their comments mentioning viable proposals to combat the situation faced by Karachi every monsoon season.

Nadeem A Sheikh had submitted in his petition that the disastrous spells of rain had left Karachi paralysed and flooded, which was costing Pakistan approximately Rs449 million every day. He said the city had turned into a disaster zone after rainfall in the last monsoon.

He said that of the 41 people killed during the rains, at least nine were electrocuted due to the messed up power supply lines during one of the heaviest downpours Karachi had witnessed in decades, making life miserable in the megacity of over 20 million people.

The petitioner said the natural stormwater drains and the rivers had been encroached upon, which then disturbed settlements and led to flooding during the rains.

He said the lack of any bulk drainage mechanism along the major streets was an obvious cause of the problem, adding that it was ironic that the prime corridors like II Chundrigar Road, Sharea Faisal, Shaheed-e-Millat Road, Karsaz Road, Maulvi Tamizuddin Khan Road, Shahrah-e-Pakistan as well as many other arteries had all turned into pools.

The petitioner said it was necessary for the SHC to order the relevant authorities and departments to initiate a strict inquiry into the matter and submit their reports in court, following which further orders may be issued.

He said the Sindh government was liable to compensate the people affected by the rains. He requested the high court to order the provincial and local governments to compensate the affected people.

صوبائی حکومت نے کراچی میٹرو پولیٹن کارپوریشن کے توسط سے کراچی کے 41 بڑے نالوں اور 514 دیگر نالوں پر صفائی کے کام پر عمل درآمد کی اجازت دے دی ہے۔ اس بارے میں معلومات جمعرات کو سندھ حکومت کے سکریٹری برائے سندھ ہائیکورٹ نے فراہم کی۔ پچھلے سال مون سون بارشوں کے دوران شہر کے لوگوں کو ہونے والے نقصانات اور متاثرہ لوگوں کے معاوضے کی عدالتی تحقیقات کے مطالبے پر درخواست پر تبصرے داخل کرتے ہوئے ، مقامی حکومت کے سکریٹری نے پیش کیا کہ اس منصوبے کے حل میں 2550 ملین روپے رکھے گئے ہیں۔ انہوں نے عرض کیا کہ محکمہ بلدیات نے خطرات کو کم کرنے اور کراچی کے طوفان آبی نالیوں کی صفائی کے لئے ضروری ہنگامی اقدامات کے بارے میں صوبائی کابینہ کو آگاہ کیا ہے۔ انہوں نے عرض کیا کہ کے ایم سی ایڈمنسٹریٹر نے ایک نوٹ لکھا ہے جس میں کہا گیا ہے کہ مون سون کے موسم میں شہر میں ممکنہ شہری سیلاب کو کم کرنے کے لئے کراچی کے نالیوں پر صفائی کا کام فوری طور پر شروع کیا جاسکتا ہے۔ سکریٹری نے عرض کیا کہ محکمہ بلدیات نالوں کی صفائی کی سرگرمیوں کی نگرانی کرے گا جس کے لئے ایک کمیٹی تشکیل دی جائے گی اور جلد ہی اس کی اطلاع بھی دی جائے گی۔ اس سے قبل عدالت نے ریلیف کمشنر اور بلدیاتی حکومت کے سکریٹری کو ہدایت کی تھی کہ وہ ہر مون سون کے موسم میں کراچی کو درپیش صورتحال سے نمٹنے کے لئے قابل عمل تجاویز کا ذکر کرتے ہوئے اپنے تاثرات درج کریں۔ ندیم اے شیخ نے اپنی درخواست میں عرض کیا تھا کہ تباہ کن بارش نے کراچی کو مفلوج اور سیلاب چھوڑ دیا ہے ، جس کی وجہ سے پاکستان کو روزانہ تقریبا 449 ملین روپے لاگت آتی ہے۔ انہوں نے کہا کہ پچھلے مون سون میں بارش کے بعد شہر ایک تباہی کے زون میں تبدیل ہوچکا تھا۔ انہوں نے کہا کہ بارش کے دوران جاں بحق ہونے والوں کی تعداد 41 تھی۔ کراچی نے کئی دہائیوں میں ایک انتہائی بارش سے دیکھا جس کی وجہ سے 20 ملین سے زائد افراد کی زندگی اجیرن ہوگئ۔ درخواست گزار کا کہنا تھا کہ قدرتی طوفان کے پانی کے نالوں اور دریاؤں پر تجاوزات ہوچکے ہیں ، جس نے پھر آباد کاریوں کو پریشان کردیا اور بارشوں کے دوران سیلاب کا باعث بنا۔ انہوں نے کہا کہ بڑی گلیوں میں بلک نکاسی کا کوئی طریقہ کار نہ ہونا پریشانی کی ایک واضح وجہ ہے ، انہوں نے مزید کہا کہ یہ بات ستم ظریفی کی بات ہے کہ اہم راہداریوں جیسے آئی آئی چندریگر روڈ ، شارع فیصل ، شہید ملت روڈ ، کارساز روڈ ، مولوی تمیز الدین خان روڈ ، شاہراہِ پاکستان کے ساتھ ساتھ بہت سی دیگر شریانیں بھی تالاب میں تبدیل ہوگئیں۔ درخواست گزار نے کہا کہ ایس ایچ سی کے لئے ضروری ہے کہ وہ متعلقہ حکام اور محکموں کو اس معاملے کی سخت تحقیقات کا آغاز کرنے اور اپنی رپورٹ عدالت میں پیش کرنے کا حکم دے جس کے بعد مزید احکامات جاری کیے جاسکتے ہیں۔ انہوں نے کہا کہ حکومت بارش سے متاثرہ لوگوں کو معاوضہ دینے کے لئے ذمہ دار ہے۔ انہوں نے ہائی کورٹ سے درخواست کی کہ وہ صوبائی اور مقامی حکومتوں کو متاثرہ لوگوں کو معاوضہ ادا کرنے کا حکم دیں۔
