KCR to be revived as part of CPEC

The Chinese authorities have guaranteed the Sindh government that the project to revive Karachi Circular Railway (KCR) as a modern commuter train service in the provincial capital will be formally included in the list of development schemes to be completed under China Pakistan Economic Corridor (CPEC).

The assurance to this effect came as the top-level delegations of China, and the Sindh government held talks here at Sindh Chief Minister House. The Chinese delegation was headed by the Ambassador of China in Pakistan Nong Rong, while Sindh CM Syed Murad Ali Shah represented the Sindh government’s side in the talks.

Sindh CM recalled that the circular railway had earlier become a part of the CPEC at the request of his government on December 3, 2016. The circular railway was also included on the agenda of the 6th meeting of the Joint Coordination Committee (JCC) of the CPEC.

He said all such meetings relevant to the CPEC had termed the KCR a feasible project that could be implemented but a number of bureaucratic, financial, and administrative formalities had yet to be accomplished.

He informed the Chinese delegation that the 9th meeting of the JCC had once again discussed the KCR as it was decided that Pakistan would formally request China to provide financial assistance for it.

کراچی: چینی حکام نے سندھ حکومت کو یقین دلایا ہے کہ سی پی ای سی کے حصے کے طور پر کے سی آر کی بحالی کے منصوبے پر کام کیا جائے گا۔

چینی حکام نے سندھ حکومت کی ضمانت دی ہے کہ کراچی سرکلر ریلوے (کے سی آر) کو صوبائی دارالحکومت میں جدید مسافر ٹرین سروس کی بحالی کے منصوبے کو باقاعدہ طور پر چین پاکستان اقتصادی راہداری (سی پی ای سی) کے تحت مکمل ہونے والی ترقیاتی سکیموں کی فہرست میں شامل کیا جائے گا۔ .

اس بات کی یقین دہانی چین کے اعلی سطحی وفود کے طور پر سامنے آئی ، اور سندھ حکومت نے یہاں وزیر اعلی ہاؤس میں بات چیت کی۔ چینی وفد کی سربراہی میں چین میں چین کے سفیر نونگ رونگ تھے ، جبکہ وزیر اعلی سندھ سید مراد علی شاہ نے مذاکرات میں حکومت سندھ کی طرف سے نمائندگی کی۔

وزیراعلیٰ سندھ نے یاد دلایا کہ سرکلر ریلوے اس سے قبل 3 دسمبر ، 2016 کو اپنی حکومت کی درخواست پر سی پی ای سی کا حصہ بن چکی تھی۔ سی پی ای سی کی مشترکہ رابطہ کمیٹی (جے سی سی) کے چھٹے اجلاس کے ایجنڈے میں سرکلر ریلوے بھی شامل تھا۔ .

انہوں نے کہا کہ سی پی ای سی سے وابستہ اس طرح کی تمام میٹنگوں نے کے سی آر کو ایک قابل عمل منصوبہ قرار دیا تھا جس پر عمل کیا جاسکتا ہے لیکن بہت ساری بیوروکریٹک ، مالی اور انتظامی رسمی انجام ابھی باقی ہیں۔

انہوں نے چینی وفد کو آگاہ کیا کہ جے سی سی کے 9 ویں اجلاس میں ایک بار پھر کے سی آر پر تبادلہ خیال ہوا ہے کیونکہ یہ فیصلہ کیا گیا ہے کہ پاکستان چین کو باضابطہ طور پر اس کے لئے مالی امداد فراہم کرنے کی درخواست کرے گا۔
