IMF demands to allow extension of construction amnesty scheme

Finance Minister Shaukat Tarin has said the government has sought from the International Monetary Fund a six-month extension of the amnesty scheme launched under the prime minister’s package for construction industry.

Prime Minister Imran Khan had announced the package in April 2019.

“We have approached the IMF for an extension of the scheme for the construction industry for six months,” Mr Tarin said at a post-budget briefing, adding that the people were opting for the scheme to avail the facility.

The government has already extended the last date of the scheme until June 30 from Dec 31 last year.

The builders and developers are required to get registered on computer-based IRIS software of the Federal Board of Revenue (FBR) on or before June 30 this year and the projects should be completed before Sept 30, 2023.

Official statistics show that 1,083 projects worth Rs340 billion have been registered with the FBR along with another 292 tentative projects with an indicative investment of Rs43bn under the prime minister’s package for the construction industry till May 2021.

About 3,851 buyers had shown interest in purchasing properties by availing tax incentives for the construction sector till May 6.

Mr Tarin listed several steps that his team took in the budget proposals such as bringing more people into the tax net, increasing point-of-sale systems to more retailers, and encouraging accountability by the public through prize schemes, and the track-and-trace system.

وزیر خزانہ شوکت ترین نے کہا ہے کہ حکومت نے بین الاقوامی مالیاتی فنڈ سے تعمیراتی صنعت کے لئے وزیر اعظم کے پیکیج کے تحت شروع کی جانے والی معافی اسکیم میں چھ ماہ کی توسیع طلب کی ہے۔

مسٹر ترین نے بجٹ کے بعد ایک بریفنگ میں کہا ، "ہم نے تعمیراتی صنعت کے لئے اسکیم میں توسیع کے لئے چھ ماہ کے لئے آئی ایم ایف سے رجوع کیا ہے ،" انہوں نے مزید کہا کہ لوگ اس سہولت سے فائدہ اٹھانے کے لئے اسکیم کا انتخاب کررہے ہیں۔

حکومت نے اس اسکیم کی آخری تاریخ میں گذشتہ سال 31 دسمبر سے 30 جون تک توسیع کردی ہے۔

بلڈرز اور ڈویلپرز کو رواں سال 30 جون کو یا اس سے پہلے فیڈرل بورڈ آف ریونیو (ایف بی آر) کے کمپیوٹر پر مبنی سافٹ ویئر پر رجسٹرڈ کروانا ہوگا اور یہ منصوبے 30 ستمبر 2023 سے پہلے مکمل کیے جائیں۔

سرکاری اعدادوشمار سے پتہ چلتا ہے کہ مئی 2021 تک وزیر اعظم کے پیکیج کے تحت مئی 2021 تک 432 ارب کی سرمایہ کاری کے اشارے کے ساتھ مزید 292 عارضی منصوبوں کے ساتھ ایف بی آر کے ساتھ 340 ارب روپے کے 1،083 منصوبے رجسٹرڈ ہوچکے ہیں۔

تقریبا 3،851 خریداروں نے 6 مئی تک تعمیراتی شعبے کے لئے ٹیکس مراعات حاصل کرکے پراپرٹیوں کی خریداری میں دلچسپی ظاہر کی تھی۔

مسٹر ترین نے بجٹ تجاویز میں ان کی ٹیم کے متعدد اقدامات درج کیے جیسے ٹیکس نیٹ میں زیادہ سے زیادہ لوگوں کو لانا ، زیادہ خوردہ فروشوں کو پوائنٹ آف سیل سسٹم میں اضافہ کرنا ، اور انعامی اسکیموں کے ذریعے عوام کی طرف سے احتساب کی حوصلہ افزائی کرنا ، اور ٹریک اینڈ۔ ٹریس نظام ہے.
