Govt told not to sell imported gas to residential consumers

With liquefied natural gas (LNG) based circular debt reaching Rs200 billion, and global prices have reached new peaks, a parliamentary panel asked the government to avoid selling expensive imported gas to residential consumers when they do not have the capacity to pay, and instead, dedicate imports to productive sectors.

The advice from the Senate Standing Committee on Petroleum came when Petroleum Secretary Dr. Arshad Mahmood said the LNG-related circular debt had amounted to Rs104bn over the last three years due to diversion of LNG to residential consumers in winters.

He said if the practice continued, this year would add another Rs90bn to the debt. This is because local gas is priced at about $4 per MMBTU compared to over $12-13 per MMBTU of imported gas.

Senator Mohammad Abdul Qadir, who presided over the meeting, said common sense suggested that LNG should be used in productive sectors and residential consumers be provided only local gas. Other committee members also believed there was no reason LNG should go where its cost recovery was not possible.

Senator Quratul Ain Marri and Senator Rukhsana Zuberi pointed out that Sindh also had surplus gas production and yet the province faced gas outages in violation of the constitution.

The senators termed gas load shedding in Balochistan, Sindh, and KP violation of Article 158 of the Constitution which required that local gas producing areas got precedence over other parts of the country in terms of distribution of gas.

SNGPL officials present during the meeting, however, denied that there was any gas load shedding in KP at present.

Senator Zuberi said an awareness campaign should be launched on the conservation of energy and people should be apprised of the impending energy crisis.

مائع قدرتی گیس (ایل این جی) پر مبنی سرکلر ڈیٹ 200 ار�� روپے تک پہنچنے کے ساتھ ، اور عالمی قیمتیں نئی بلندیوں پر پہنچ چکی ہیں ، ایک پارلیمانی پینل نے حکومت سے کہا کہ وہ رہائشی صارفین کو مہنگی درآمد شدہ گیس فروخت کرنے سے گریز کرے جب ان کے پاس ادائیگی کی صلاحیت نہ ہو ، اور اس کے بجائے وقف کریں۔

سینیٹ کی قائمہ کمیٹی برائے پٹرولیم کا مشورہ اس وقت آیا جب سیکرٹری پٹرولیم ڈاکٹر ارشد محمود نے کہا کہ ایل این جی سے متعلقہ سرکلر ڈیٹ پچھلے تین سالوں میں سردیوں میں رہائشی صارفین کو ایل این جی کی طرف موڑنے کی وجہ سے 104 ارب روپے تھا۔

انہوں نے کہا کہ اگر یہ عمل جاری رہا تو اس سال قرض میں مزید 90 ارب روپے کا اضافہ ہوگا۔ اس کی وجہ یہ ہے کہ مقامی گیس کی قیمت تقریبا $ $ 4 فی MMBTU ہے جبکہ اس کے مقابلے میں درآمد شدہ گیس کی قیمت 12-13 ڈالر فی MMBTU ہے۔

اجلاس کی صدارت کرنے والے سینیٹر محمد عبدالقادر نے کہا کہ عقل نے مشورہ دیا کہ ایل این جی کو پیداواری شعبوں میں استعمال کیا جائے اور رہائشی صارفین کو صرف مقامی گیس فراہم کی جائے۔ کمیٹی کے دیگر اراکین کا بھی ماننا تھا کہ ایل این جی جانے کی کوئی وجہ نہیں ہے جہاں اس کی قیمت کی وصولی ممکن نہ ہو۔

سینیٹر قرul العین مری اور سینیٹر رخسانہ زبیری نے نشاندہی کی کہ سندھ میں بھی گیس کی اضافی پیداوار ہے اور اس کے باوجود صوبے کو آئین کی خلاف ورزی کرتے ہوئے گیس کی بندش کا سامنا کرنا پڑا۔

سینیٹرز نے بلوچستان ، سندھ اور کے پی میں گیس کی لوڈشیڈنگ کو آئین کے آرٹیکل 158 کی خلاف ورزی قرار دیا جس کی ضرورت تھی کہ مقامی گیس پیدا کرنے والے علاقوں کو گیس کی تقسیم کے حوالے سے ملک کے دیگر حصوں پر فوقیت حاصل ہو۔

اجلاس کے دوران موجود ایس این جی پی ایل کے عہدیداروں نے تاہم اس بات کی تردید کی کہ اس وقت کے پی میں گیس کی کوئی لوڈشیڈنگ ہے۔

سینیٹر زوبیری نے کہا کہ توانائی کے تحفظ پر آگاہی مہم چلائی جائے اور لوگوں کو توانائی کے آنے والے بحران سے آگاہ کیا جائے۔
