Govt to streamline ADP implementation

The bottlenecks hindering the implementation of ADP 2021-22 must be highlighted and forwarded to the quarters concerned for their removal. The government will be focusing on streamlining the process.

This was stated by Planning & Development Board Chairman Abdullah Khan Sumbal while chairing a video conference regarding the review of the implementation status of ADP 2021-22 at P&D Complex.

The objective of the meeting was to discuss the status of development schemes and the release of funds against ongoing projects at the spending level of all sectors. It was informed that against 4,680 unapproved schemes on July 1, 2021, 3,179 schemes had been approved while progress on approval of schemes at the DDC level remained more than 96 percent.

It was also informed that Finance Department had released 100 percent funds, Rs. 131 billion, on July 1, 2021, allocated for the approved ongoing schemes. The administrative departments have placed Rs68 billion at the spending level and a balance amount of Rs63 billion is yet to be placed at the spending level.

The Planning & Development Board chairman observed the guidelines and timelines notified by the chief minister should be followed in the letter and spirit to ensure fast track implementation of ADP 2021-22.

A proactive approach is required to kick start implementation of the ADP with a robust monitoring mechanism at all levels, he added. It was reiterated that review meetings on fortnightly basis will be convened at all levels to monitor implementation of ADP 2021-22.

اے ڈی پی 2021-22 کے نفاذ میں رکاوٹوں کو اجاگر کرنا ہوگا اور ان کے خاتمے کے لئے متعلقہ حلقوں کو ارسال کیا جانا چاہئے۔ حکومت اس عمل کو ہموار کرنے پر توجہ دے گی۔

یہ بات پلاننگ اینڈ ڈویلپمنٹ بورڈ کے چیئرمین عبداللہ خان سنبل نے پی اینڈ ڈی کمپلیکس میں اے ڈی پی 2021-22 کے نفاذ کی صورتحال کے جائزہ سے متعلق ویڈیو کانفرنس کی صدارت کرتے ہوئے کہی۔

اجلاس کا مقصد ترقیاتی سکیموں کی صورتحال اور تمام شعبوں کی اخراجات کی سطح پر جاری منصوبوں کے خلاف فنڈز کے اجرا پر تبادلہ خیال کرنا تھا۔ بتایا گیا کہ یکم جولائی 2021 کو غیر منظور شدہ 4،680 اسکیموں کے خلاف 3،3219 اسکیموں کو منظوری دے دی گئی ہے جبکہ ڈی ڈی سی سطح پر اسکیموں کی منظوری پر پیشرفت 96 فیصد سے زیادہ رہی۔

یہ بھی بتایا گیا کہ محکمہ خزانہ نے 100 فیصد فنڈز جاری کیے ہیں ، یکم جولائی 2021 کو 131 ارب ، منظور شدہ جاری اسکیموں کے لئے مختص۔ انتظامی محکموں نے اخراجات کی سطح پر 68 ارب روپے رکھے ہیں اور اخراجات کی سطح پر 63 ارب روپے کی بیلنس رقم رکھنا باقی ہے۔

پلاننگ اینڈ ڈویلپمنٹ بورڈ کے چیئرمین نے مشاہدہ کیا کہ چیف منسٹر کی طرف سے مطلع کردہ ہدایت نامہ اور بروقت عمل کو اے ڈی پی 2021-22 کے تیز رفتار ٹریک پر عمل درآمد کو یقینی بنانے کے لئے خط اور روح پر عمل کیا جائے۔

انہوں نے مزید کہا کہ اے ڈی پی کو ہر سطح پر مضبوط مانیٹرنگ میکانزم کے ساتھ عمل درآمد شروع کرنے کے لئے ایک فعال نقطہ نظر کی ضرورت ہے۔ اس بات کا اعادہ کیا گیا کہ اے ڈی پی 2021-22 پر عمل درآمد کی نگرانی کے لئے ہر سطح پر پندرہ روزہ جائزہ اجلاسوں کو طلب کیا جائے گا۔
