Govt. Planning to Ban Housing Societies Business of Government Officials/Institutions

It is been noted by PM`s Assistant that the government officials in the business of housing societies mean the realm of clash interests. He said that the recommendation for alteration in the Cooperative Society Act 1925 and 2018 Rules had been forwarded to the government. 

No restriction was imposed over the usage of the name of an institution in the Cooperative Society Act 1925. While currently, 24 housing societies are running with the name of different institutions. 

On the other hand, it does not mean that the whole institution would be involved in the business if the institution`s name gets used by a particular society as its name. Regarding the cooperative society, new rules were also formed in 2018. 

The reply by PM`s Assistant has also been submitted to the Islamabad High Court, regarding the increase in criminal cases in Islamabad. It was told to the court that the Police Order 2002 has contradictions with the Local Government Act 2015, therefore at this time its implementation is impossible. 

The local government had to formulate a safety commission, according to the Police Order 2002. While the Local Government Act 2015 does not allow the representatives to carry out the elections of members of the safety commission.

Mr. Akbar mentioned that the proposals for new legislation had been forwarded for implementation of Police Order 2002, to the government, and a committee has also got formulated for finding missing persons and the work has been started upon it.

It is been directed to the PM`s Assistant, by Islamabad High Court, that there is a need of submitting a report on various law and order as well as administrative issues that the Islamabad Capital Territory faces.

اسلام آباد: ہفتہ کے روز ، شہزاد اکبر (وزیر اعظم کے مشیر برائے احتساب و داخلہ) نے اسلام آباد ہائی کورٹ کو روشنی ڈالی کہ سرکاری افسران اور اداروں کے ہاؤسنگ سوسائٹیوں کے کاروبار پر مکمل پابندی کے بارے میں تجویز حکومت کو ارسال کردی گئی ہے۔

وزیر اعظم کے معاون نے نوٹ کیا ہے کہ ہاؤسنگ سوسائٹیوں کے کاروبار میں سرکاری اہلکاروں کا مطلب تصادم کے مفادات کا دائرہ ہے۔ انہوں نے کہا کہ کوآپریٹو سوسائٹی ایکٹ 1925 اور 2018 قواعد میں ردوبدل کی سفارش حکومت کو ارسال کردی گئی ہے۔

کوآپریٹو سوسائٹی ایکٹ 1925 میں کسی ادارے کے نام کے استعمال پر کوئی پابندی عائد نہیں کی گئی تھی۔ جبکہ اس وقت 24 ہاؤسنگ سوسائٹی مختلف اداروں کے نام لے کر چل رہی ہیں۔

دوسری طرف ، اس کا مطلب یہ نہیں ہے کہ اگر ادارہ کا نام کسی خاص معاشرے کے نام سے بطور اسم استعمال ہوتا ہے تو پورا ادارہ اس کاروبار میں شامل ہوجائے گا۔ کوآپریٹو سوسائٹی کے بارے میں ، 2018 میں بھی نئے قواعد تشکیل دیئے گئے تھے۔

اسلام آباد میں فوجداری مقدمات میں اضافے سے متعلق وزیر اعظم کے معاون کا جواب بھی اسلام آباد ہائیکورٹ میں جمع کرادیا گیا ہے۔ عدالت کو بتایا گیا کہ پولیس آرڈر 2002 کی لوکل گورنمنٹ ایکٹ 2015 سے تضاد ہے ، لہذا اس وقت اس پر عمل درآمد ناممکن ہے۔

پولیس آرڈر 2002 کے مطابق ، مقامی حکومت کو سیفٹی کمیشن تشکیل دینا تھا۔ جب کہ لوکل گورنمنٹ ایکٹ 2015 نمائندوں کو سیفٹی کمیشن کے ممبروں کے انتخابات کرانے کی اجازت نہیں دیتا ہے۔

مسٹر اکبر نے بتایا کہ پولیس آرڈر 2002 کے نفاذ کے لئے نئی قانون سازی کی تجاویز حکومت کو ارسال کی گئیں ، اور لاپتہ افراد کی تلاش کے لئے ایک کمیٹی بھی تشکیل دی گئی ہے اور اس پر کام شروع کردیا گیا ہے۔

اسلام آباد ہائی کورٹ کے ذریعہ وزیر اعظم کے معاون کو ہدایت دی گئی ہے کہ اسلام آباد کیپیٹل ٹیریٹری کو درپیش مختلف امن و امان کے ساتھ ساتھ انتظامی امور کے بارے میں بھی ایک رپورٹ پیش کرنے کی ضرورت ہے۔
