Govt halts housing scheme for homeless following rise in steel, cement prices

According to the news sources, Contractors have halted work on government-funded housing projects for months because of cost overruns, despite claims that there were no “price increases”, the Public Accounts Committee was informed on Thursday.

Housing Secretary Dr. Imran Zeb informed the committee that the development of the housing programs had been stopped due to an ‘unprecedented’ rise in cement and steel prices during August last year.

The comments were made during the review of the Housing and Works Ministry audit report by the Public Accounts Committee

According to the details, Zeb said the contractors wanted a cost reduction which the housing ministry rejected as the new prices exceeded the PAC and Public Procurement Regulatory Authority benchmarks and the rules that applied.

According to the laws, the auditor general of Pakistan (AGP), Muhammad Ajmal, is required to pay the difference due to the cost increase. Ajmal said that further delays would increase the costs of the project even further.

ہاؤسنگ سیکریٹری ڈاکٹر عمران زیب نے کمیٹی کو بتایا کہ گزشتہ سال اگست کے دوران سیمنٹ اور اسٹیل کی قیمتوں میں ’بے مثال‘ اضافے کے باعث ہاؤسنگ پروگرامز کی ترقی روک دی گئی تھی۔
یہ تبصرے پبلک اکاؤنٹس کمیٹی کی جانب سے ہاؤسنگ اینڈ ورکس کی وزارت کی آڈٹ رپورٹ کے جائزے کے دوران دیے گئے۔
تفصیلات کے مطابق زیب نے کہا کہ ٹھیکیدار لاگت میں کمی چاہتے تھے جسے وزارت ہاؤسنگ نے مسترد کر دیا کیونکہ نئی قیمتیں پی اے سی اور پبلک پروکیورمنٹ ریگولیٹری اتھارٹی کے بینچ مارکس اور لاگو ہونے والے قوانین سے زیادہ تھیں۔
قوانین کے مطابق، آڈیٹر جنرل آف پاکستان (اے جی پی)، محمد اجمل کو لاگت میں اضافے کی وجہ سے فرق ادا کرنا ہوتا ہے۔ اجمل نے کہا کہ مزید تاخیر سے منصوبے کی لاگت مزید بڑھ جائے گی۔
