Govt. briefed Chinese firms on CPEC opportunities

CPEC Authority (CPECA) chairman Khalid Mansoor briefed the chief executive officers and representatives of the Chinese companies on the latest developments on the CPEC horizon, various business opportunities, and incentives for investment.

Minister for Planning and Development Asad Umar, the Board of Investment chairman, and the Chinese ambassador in Islamabad also attended the session. Some Chinese companies joined it through video links.

Mr. Mansoor told the Chinese companies that phase-II of the CPEC was aimed at enhancing bilateral cooperation in industrial, technological, and agricultural sectors for which business-to-business collaboration would be a hallmark of success and opportunities, according to an official statement.

He highlighted that four out of the nine agreed on special economic zones (SEZs) along with Gwadar Free Zone under the auspices of CPEC were now at an advanced stage of development and investors had started populating these SEZs.

“Pakistan offers regionally competitive incentives in SEZs, including 10-year income tax exemption and exemption of customs duty on import of capital goods,” he said, adding that the CPECA was setting up a facilitation center to provide all kinds of support to the CPEC investors.

 This will be a platform for serving as a one-window operation for the investors through coordination with various ministries as well as the provinces.

Explaining the importance of phase-II of the bilateral cooperation, the CPECA chairman said the key objective was to accelerate the socio-economic development of Pakistan by bringing industrial, technological, and agricultural revolution through Chinese investment and transfer of technology.

سی پی ای سی اتھارٹی (سی پی ای سی اے) کے چیئرمین خالد منصور نے چینی کمپنیوں کے چیف ایگزیکٹو افسران اور نمائندوں کو سی پیک کے افق پر ہونے والی تازہ ترین پیش رفت، مختلف کاروباری مواقع اور سرمایہ کاری کے لیے مراعات سے آگاہ کیا۔

اجلاس میں وزیر منصوبہ بندی و ترقی اسد عمر، چیئرمین سرمایہ کاری بورڈ اور اسلام آباد میں چین کے سفیر نے بھی شرکت کی۔ کچھ چینی کمپنیاں ویڈیو لنک کے ذریعے اس میں شامل ہوئیں۔

مسٹر منصور نے چینی کمپنیوں کو بتایا کہ CPEC کے فیز II کا مقصد صنعتی، تکنیکی اور زرعی شعبوں میں دوطرفہ تعاون کو بڑھانا ہے جس کے لیے ایک سرکاری بیان کے مطابق، کاروبار سے کاروباری تعاون کامیابی اور مواقع کی علامت ہو گا۔

انہوں نے اس بات پر روشنی ڈالی کہ (سی پی ای سی) کے زیر اہتمام گوادر فری زون کے ساتھ خصوصی اقتصادی زونز (ایس ای ذی ایس) پر متفقہ نو میں سے چار اب ترقی کے اعلیٰ مرحلے پر ہیں اور سرمایہ کاروں نے ان (ایس ای ذی ایس) کو آباد کرنا شروع کر دیا ہے۔

انہوں نے کہا، "پاکستان SEZs میں علاقائی سطح پر مسابقتی مراعات پیش کرتا ہے، جس میں 10 سالہ انکم ٹیکس چھوٹ اور کیپٹل گڈز کی درآمد پر کسٹم ڈیوٹی کی چھوٹ شامل ہے،" انہوں نے مزید کہا کہ سی پی ای سی اے سی پی ای سی کو ہر قسم کی مدد فراہم کرنے کے لیے ایک سہولتی مرکز قائم کر رہا ہے۔

یہ مختلف وزارتوں کے ساتھ ساتھ صوبوں کے ساتھ ہم آہنگی کے ذریعے سرمایہ کاروں کے لیے ون ونڈو آپریشن کے طور پر کام کرنے کا ایک پلیٹ فارم ہوگا۔

دو طرفہ تعاون کے دوسرے مرحلے کی اہمیت کی وضاحت کرتے ہوئے، سی پی ای سی اے کے چیئرمین نے کہا کہ اس کا کلیدی مقصد چینی سرمایہ کاری اور ٹیکنالوجی کی منتقلی کے ذریعے صنعتی، تکنیکی اور زرعی انقلاب لا کر پاکستان کی سماجی و اقتصادی ترقی کو تیز کرنا ہے۔
