Government approves Nine Mega Development projects

Almost all of them were brought for the second time before a project approval authority due to cost overruns, and weak execution.

Federal Minister for Finance Shaukat Tarin virtually chaired the meeting of the Executive Committee of National Economic Council (Ecnec), which gave approval to all the projects, including the 306km-long Hyderabad-Sukkur motorway to be built with the support of the private sector.

The construction of Hyderabad-Sukkur fenced motorway on the build, operate, and transfer (BOT) basis was approved by Ecnec at the revised PC-I cost of Rs191.5 billion, said the Ministry of Finance.

The project would be implemented on a BOT - user-charge basis with provision of capital, and operational Viability Gap Funding (VGF) to improve the financial viability of the project, it added.

The project is expected to be completed in two, and a half years.

The revised PC-I of the project envisages rehabilitation of 274 km of the existing provincial highway network of Khyber-Pakhtunkwa as compared to the original scope of 214 km.

Tarin directed the Planning Commission to prioritize projects that were strategic in nature or could be completed in a shorter period of time to save the exchequer from cost overruns, and unnecessary delays said the Ministry of Finance.

The feasibility and dualization of Mardan-Swabi Road were approved by Ecnec at a revised PC-I cost of Rs13.1 billion.

وفاقی وزیر برائے خزانہ شوکت ترین نے قومی اقتصادی کونسل (ایکنک) کی ایگزیکٹو کمیٹی کے اجلاس کی عملی طور پر صدارت کی ، جس میں نجی شعبے کی حمایت سے تعمیر ہونے والے 306 کلومیٹر طویل حیدرآباد سکھر موٹر وے سمیت تمام منصوبوں کو منظوری دی گئی۔

وزارت خزانہ نے بتایا کہ حیدرآباد سکھر باڑ موٹر وے کی تعمیر ، آپریٹنگ اور ٹرانسفر (بی او ٹی) کی بنیاد پر ایکنیک نے 191.5 ارب روپے کی ترمیم شدہ پی سی ون پر منظوری دی۔

اس منصوبے کی مالی استحکام میں بہتری لانے کے لئے سرمایہ کی فراہمی کے ساتھ صارف کے انچارج کی بنیاد پر ، اور آپریشنل وائبلٹی گیپ فنڈنگ (وی جی ایف) پر عمل کیا جائے گا۔

توقع کی جا رہی ہے کہ یہ منصوبہ ڈھائی سال میں مکمل ہوگا۔

منصوبے کے نظر ثانی شدہ پی سی 1 میں خیبر پختونخواہ کے موجودہ صوبائی شاہراہ نیٹ ورک کے 274 کلومیٹر کی اصل بحالی کے مقابلے میں 274 کلومیٹر کی بحالی کا امکان ہے۔

وزارت خزانہ نے کہا کہ ترن نے پلاننگ کمیشن کو ہدایت کی کہ وہ منصوبوں کو ترجیح دیں جو حکمت عملی کی نوعیت کا حامل ہوں یا اخراجات میں اضافے سے ہونے والے خزانے اور غیرضروری تاخیر سے بچانے کے لئے قلیل مدت میں مکمل ہوسکیں۔

ایکنک کے ذریعہ مردان صوابی روڈ کی فزیبلٹی اور دہراکیشن کو 13.1 بلین روپے کی ترمیم شدہ پی سی 1 میں منظور کیا گیا۔
