FIA investigates growth of illegal housing schemes in Islamabad

As per a letter that was sent to the civic body a few days back, the FIA Corporate Crime Circle (CCC) stated that the agency was also conducting an investigatory action against CDA officers who were silent before about the mushroom growth of illegal private housing societies in Islamabad.

The letter also stated the details of the related information along with the relevant incumbents who were required to act against the illegal infrastructure of respected housing schemes as per CDA’s regulations. The content of the letter also directed the CDA to provide a zone-wise record of housing schemes along with the structure which is declared illegal by the official of CDA and ICT Zoning Regulations.

The investigation agency also acquired CDA to provide the complete zone-wise list of all illegal structures and housing schemes that are regularized by CDA in the last 10 years. The measures that are taken by the relevant agencies against the illegal housing schemes and the list of officers who were silent in this process also asked to be provided along with the other information by the CDA.

Mazhar Hussain, Spokesperson of CDA, made sure to Dawn that the municipal authority has received the letter from the investigation agency. Mazhar Hussain stated that their party will be providing the asked information with complete documentation to FIA in the given time. He highlighted the fact that CDA is working in collecting the required information and taking the actions against the illegal housing schemes.

“We are supposed to issue a non-objection certificate (NOC) to the mentioned housing schemes without completing the essential procedure. We will also issue the public notice that would let the general public know that they should not invest in the mentioned housing schemes and if they still do, they will be responsible for it. We make sure that the public notices are published on both, social and print media. Details of all of the illegal housing societies are available on our official website for the general public”, said Mazhar Hussain.

اسلام آباد: ایف آئی اے نے اسلام آباد میں غیرقانونی ہاؤسنگ سوسائٹیوں میں تیزی سے اضافے پر اپنی تفتیش میں توسیع کردی ہے اور سی ڈی اے کو اطلاع دی گئی افسران کا ریکارڈ فراہم کرنے کی ہدایت کردی ہے۔

اس خط کے مطابق جو کچھ روز قبل شہری ادارہ کو بھیجا گیا تھا ، ایف آئی اے کارپوریٹ کرائم سرکل (سی سی سی) نے بتایا ہے کہ یہ ایجنسی سی ڈی اے افسران کے خلاف بھی تفتیشی کارروائی کر رہی ہے جو غیر قانونی نجی ہاؤسنگ سوسائٹیوں کی مشروم میں اضافے کے بارے میں خاموش تھے۔ اسلام آباد میں۔

خط میں متعلقہ ذمہ داریوں کے ساتھ متعلقہ معلومات کی تفصیلات بھی بتائی گئیں جنہیں سی ڈی اے کے ضوابط کے مطابق معزز رہائشی سکیموں کے غیر قانونی انفراسٹرکچر کے خلاف کارروائی کرنے کی ضرورت تھی۔ خط کے مندرجات میں سی ڈی اے کو یہ ہدایت بھی کی گئی ہے کہ وہ مکانات کے ساتھ رہائشی سکیموں کا زون وار ریکارڈ بھی فراہم کرے جس کو سی ڈی اے اور آئی سی ٹی زوننگ ریگولیشنز کے عہدیدار غیر قانونی قرار دیتے ہیں۔

انویسٹی گیشن ایجنسی نے سی ڈی اے کو ان تمام غیر قانونی ڈھانچے اور رہائشی سکیموں کی مکمل زون کے مطابق فہرست فراہم کرنے کے لئے بھی حاصل کیا جو گذشتہ 10 سالوں میں سی ڈی اے کے ذریعہ باقاعدہ ہیں۔ غیر قانونی ہاؤسنگ اسکیموں کے خلاف متعلقہ اداروں کے ذریعہ جو اقدامات اٹھائے گئے ہیں اور اس عمل میں خاموش رہنے والے افسران کی فہرست کو بھی سی ڈی اے کے ذریعہ دوسری معلومات فراہم کرنے کو کہا گیا۔

سی ڈی اے کے ترجمان مظہر حسین نے ڈان کو یقین دلایا کہ میونسپل اتھارٹی کو یہ خط تفتیشی ایجنسی سے موصول ہوا ہے۔ مظہر حسین نے بتایا کہ ان کی پارٹی مقررہ وقت میں ایف آئی اے کو مکمل دستاویزات کے ساتھ پوچھی گئی معلومات فراہم کرے گی۔ انہوں نے اس حقیقت کو اجاگر کیا کہ سی ڈی اے مطلوبہ معلومات اکٹھا کرنے اور غیرقانونی رہائش سکیموں کے خلاف کارروائی کرنے میں کام کررہی ہے۔

"ہمیں ضروری طریقہ کار کو مکمل کیے بغیر مذکورہ ہاؤسنگ اسکیموں کو نان اعتراض اعتراض سرٹیفکیٹ (این او سی) جاری کرنا ہے۔ ہم عوامی نوٹس بھی جاری کریں گے جس سے عام لوگوں کو یہ معلوم ہوجائے کہ وہ مذکورہ ہاؤسنگ اسکیموں میں سرمایہ کاری نہیں کریں اور اگر وہ اب بھی کرتے ہیں تو وہ اس کے ذمہ دار ہوں گے۔ ہم اس بات کو یقینی بناتے ہیں کہ عوامی نوٹس دونوں ، سوشل اور پرنٹ میڈیا پر شائع ہوئے۔ مظاہر حسین نے بتایا کہ غیر قانونی ہاؤسنگ سوسائٹیوں کی تمام تفصیلات ہماری سرکاری ویب سائٹ پر عام لوگوں کے لئے دستیاب ہیں۔
