Federal government clears construction of Rawalpindi Ring Road project

The Central Development Working Party (CDWP) - the first tier for scrutiny of megaprojects - on Tuesday conditionally recommended the Ring Road project to the Executive Committee of the National Economic Council (ECNEC) for consideration.

A few months ago, the route of the project had brought a bad name to the government after two cabinet members were found connected with a change in it that escalated the land acquisition cost by Rs10 billion.

However, the CDWP cleared only the construction component of the project at a cost of Rs23.6 billion. The Punjab government has already separately revised downwards the land component scheme cost from over Rs16 billion to Rs6.7 billion.

The project is planned to be completed in three years but there is hardly any venture in Pakistan that has been completed on time due to scarcity of resources and poor planning and execution.

Planning Commission Deputy Chairman Mohammad Jehanzeb Khan presided over the CDWP meeting. The CDWP recommended three projects worth Rs60.6 billion to the ECNEC for further consideration.

It recommended the constriction of the Rawalpindi Ring Road project on a 38.3-kilometer-long road from Baanth (N-5) to Thalian (M-2) at a cost of Rs23.6 billion. The sponsoring agency is the government of Punjab and executing one is the Rawalpindi Development Authority (RDA).

Of the total PC-I cost of Rs23.6 billion, which is for the construction of Rawalpindi Ring Road, the Punjab government had proposed that the federal government should bear Rs15.2 billion.

But during the CDWP meeting, the federal government refused to provide funding on the ground that it was already financing 13 new road projects worth Rs73.3 billion of the Punjab government through the federal Public Sector Development Programme (PSDP) and it did not have fiscal space.

Out of Rs73 billion, Rs33.5 billion has already been allocated in this fiscal year’s PSDP.

The provincial government had proposed to pay only Rs8.4 billion of the total cost.

سنٹرل ڈویلپمنٹ ورکنگ پارٹی (سی ڈی ڈبلیو پی) - میگا پراجیکٹس کی جانچ پڑتال کے لیے پہلے درجے - نے منگل کو مشروط طور پر رنگ روڈ منصوبے کی سفارش قومی اقتصادی کونسل (ای سی این ای سی) کی ایگزیکٹو کمیٹی کو غور کے لیے کی۔

چند ماہ قبل اس منصوبے کے روٹ کی وجہ سے حکومت کی بدنامی ہوئی تھی جب کابینہ کے دو ارکان اس میں تبدیلی سے منسلک پائے گئے تھے جس سے زمین کے حصول کی لاگت میں 10 ارب روپے کا اضافہ ہوا تھا۔

تاہم، (سی ڈی ڈبلیو پی) نے 23.6 بلین روپے کی لاگت سے منصوبے کے صرف تعمیراتی حصے کو کلیئر کیا۔ پنجاب حکومت نے پہلے ہی الگ سے لینڈ کمپوننٹ اسکیم کی لاگت 16 ارب روپے سے کم کرکے 6.7 بلین روپے کردی ہے۔

اس منصوبے کو تین سال میں مکمل کرنے کا منصوبہ ہے لیکن پاکستان میں شاید ہی کوئی ایسا منصوبہ ہو جو وسائل کی کمی اور ناقص منصوبہ بندی اور عملدرآمد کی وجہ سے وقت پر مکمل ہوا ہو۔

پلاننگ کمیشن کے ڈپٹی چیئرمین محمد جہانزیب خان نے سی ڈی ڈبلیو پی کے اجلاس کی صدارت کی۔ (سی ڈی ڈبلیو پی) نے مزید غور کے لیے (ای سی این ای سی) کو 60.6 بلین روپے کے تین منصوبوں کی سفارش کی۔

اس نے 23.6 بلین روپے کی لاگت سے بنت (این-5) سے ٹھلیاں (ایم-2) تک 38.3 کلومیٹر طویل سڑک پر راولپنڈی رنگ روڈ منصوبے کو محدود کرنے کی سفارش کی۔ اسپانسر کرنے والی ایجنسی حکومت پنجاب ہے اور اس پر عملدرآمد کرنے والی ایجنسی راولپنڈی ڈویلپمنٹ اتھارٹی (آر ڈی اے) ہے۔

راولپنڈی رنگ روڈ کی تعمیر کے لیے 23.6 بلین روپے کی کل پی سی ون لاگت میں سے، پنجاب حکومت نے تجویز دی تھی کہ وفاقی حکومت 15.2 بلین روپے برداشت کرے۔

لیکن (سی ڈی ڈبلیو پی) کے اجلاس کے دوران، وفاقی حکومت نے اس بنیاد پر فنڈز فراہم کرنے سے انکار کر دیا کہ وہ پہلے ہی وفاقی پبلک سیکٹر ڈویلپمنٹ پروگرام (پی ایس ڈی پی) کے ذریعے پنجاب حکومت کے 73.3 بلین روپے کے 13 نئے سڑکوں کے منصوبوں کی فنانسنگ کر رہی ہے اور اس کے پاس مالی سال نہیں ہے۔

رواں مالی سال کے پی ایس ڈی پی میں 73 ارب روپے میں سے 33.5 ارب روپے پہلے ہی مختص کیے جا چکے ہیں۔

صوبائی حکومت نے کل لاگت میں سے صرف 8.4 ارب روپے ادا کرنے کی تجویز دی تھی۔
