Digitisation of Regulatory Approval System continues: SBP

The State Bank of Pakistan (SBP) on Monday announced that building on its initiative of end-to-end digitization of regulatory approval process, known as the Regulatory Approval System (RAS), it has launched a module pertaining to the banking policy and regulation, with the goal of promoting green banking practices.

With the launch of this module in RAS, banks, Development Finance Institutions (DFIs) and Microfinance Banks (MFBs) can now submit their request letters or proposals on a dedicated online portal to SBP’s Banking Policy and Regulations Department whereby the central bank, after digitally processing them, would also be in a position to disseminate the regulatory decisions to them via the same portal.

Earlier in October 2020, SBP Governor Dr. Reza Baqir had launched the SBP FX RAS for end-to-end digitization of foreign exchange-related case submission process.

“The system turned out to be a huge success as it enabled the customers to lodge their FX related requests from the location of their convenience thereby sparing their valuable time previously spent in navigating the paper-based processes,” said the SBP adding that it also enabled banks to submit FX-related cases electronically for regulatory approval of SBP and SBP-Banking Services Corporation (BSC).

“Implementation of RAS for Banking Policy and Regulation related issues will be effective from November 24, 2021,” said the SBP.

It will enable banks, DFIs, and MFBs to digitally submit their requests and receive regulatory decisions through a single-window said the SBP.

اسٹیٹ بینک آف پاکستان (ایس بی پی) نے پیر کے روز اعلان کیا کہ ریگولیٹری منظوری کے عمل کے اختتام سے آخر تک ڈیجیٹائزیشن کے اپنے اقدام پر، جسے ریگولیٹری اپروول سسٹم (آر اے ایس) کہا جاتا ہے، اس نے بینکنگ پالیسی اور ضابطے سے متعلق ایک ماڈیول شروع کیا ہے۔

RAS میں اس ماڈیول کے آغاز کے بعد، بینک، ترقیاتی مالیاتی ادارے (DFIs) اور مائیکروفنانس بینک (MFBs) اب اپنے درخواستی خطوط یا تجاویز کو ایک وقف شدہ آن لائن پورٹل پر SBP کے بینکنگ پالیسی اینڈ ریگولیشن ڈیپارٹمنٹ کو جمع کر سکتے ہیں جس کے تحت مرکزی بینک، ڈیجیٹل کے بعد ان پر کارروائی کرتے ہوئے، اسی پورٹل کے ذریعے ان تک ریگولیٹری فیصلوں کو پھیلانے کی پوزیشن میں بھی ہوگا۔

اس سے قبل اکتوبر 2020 میں، SBP کے گورنر ڈاکٹر رضا باقر نے SBP FX RAS کا آغاز کیا تھا تاکہ زرمبادلہ سے متعلق کیس جمع کرانے کے عمل کے اختتام سے آخر تک ڈیجیٹائزیشن کی جا سکے۔

ایس بی پی نے کہا کہ "یہ سسٹم ایک بہت بڑی کامیابی ثابت ہوا کیونکہ اس نے صارفین کو اپنی سہولت کے مقام سے اپنی (ایف ایکس) سے متعلق درخواستیں درج کرنے کے قابل بنایا اور اس طرح کاغذ پر مبنی عمل کو نیویگیٹ کرنے میں اپنا قیمتی وقت ضائع کیا"۔ بینکوں کو (ایس بی پی) اور (ایس بی پی) -بینکنگ سروسز کارپوریشن (بی ایس سی) کی ریگولیٹری منظوری کے لیے (ایف ایکس) سے متعلقہ کیسز الیکٹرانک طور پر جمع کرانے کے قابل بنایا۔

اسٹیٹ بینک نے کہا، "بینکنگ پالیسی اور ریگولیشن سے متعلق مسائل کے لیے (آر اے ایس) کا نفاذ 24 نومبر 2021 سے نافذ العمل ہوگا۔"

اسٹیٹ بینک نے کہا کہ یہ بینکوں، DFIs اور MFBs کو ڈیجیٹل طور پر اپنی درخواستیں جمع کرانے اور ایک ہی ونڈو کے ذریعے ریگولیٹری فیصلے وصول کرنے کے قابل بنائے گا۔
