CDWP puts Rs345.62bn projects on ECNEC table

The Central Development Working Party (CDWP) sent two projects worth Rs345.626 billion to the Executive Committee of the National Economic Council (ECNEC) for further consideration.

The CDWP met under the chair of Deputy Chairman Planning Commission Mohammad Jehanzeb Khan. Secretary Planning Hamid Yaqoob Sheikh, senior officials from Planning Commission and Federal Ministries/Divisions also participated in the meeting.

The meeting recommended “Implementation of Universal Health Coverage under Health Insurance Programme in Punjab” a health project worth Rs332.844 billion to ECNEC, according to an official statement.

The programme includes insurance scheme coverage for 100 percent population of Punjab for its permanent residents as per CNIC issued by NADRA. The scheme will provide cashless in-patient healthcare secondary and priority care services through an open enrolment policy.

There is no limit to family size. The health insurance programme is a hospitalisation scheme mainly; daycare admission will also be covered in the programme.

Household members of the family will be able to access the secondary care hospitalisation component including maternity benefits. A priority care component is limited and the excess of loss coverage is on top of secondary healthcare coverage, the statement adds.

The CDWP also forwarded “Higher Education Development in Pakistan (HEDP)- Revised” a project worth Rs12.782 billion to ECNEC for further approval.

The period of completion and expected date of completion is 60 Months. The project focuses on low and equitable participation for students from disadvantaged backgrounds; poor quality of teaching and research conditions (including inadequate and irrelevant research, and limited links between HEIs and the industrial and services sectors of the economy); below-par institutional governance and management, especially lack the Higher Education Management Information System, which severely complicates long-term sectoral and institutional planning, monitoring, and accountability.

سینٹرل ڈویلپمنٹ ورکنگ پارٹی (CDWP) نے 345.626 بلین روپے کے دو منصوبے مزید غور کے لیے قومی اقتصادی کونسل (ECNEC) کی ایگزیکٹو کمیٹی کو بھیج دیے۔

سی ڈی ڈبلیو پی کا اجلاس ڈپٹی چیئرمین پلاننگ کمیشن محمد جہانزیب خان کی زیر صدارت ہوا۔ اجلاس میں سیکرٹری پلاننگ حامد یعقوب شیخ، پلاننگ کمیشن اور وفاقی وزارتوں/ ڈویژنوں کے سینئر حکام نے بھی شرکت کی۔

ایک سرکاری بیان کے مطابق، اجلاس نے ایکنیک کو 332.844 بلین روپے کے صحت کے منصوبے "پنجاب میں ہیلتھ انشورنس پروگرام کے تحت یونیورسل ہیلتھ کوریج کے نفاذ" کی سفارش کی۔

اس پروگرام میں نادرا کی طرف سے جاری کردہ CNIC کے مطابق پنجاب کی 100 فیصد آبادی کے لیے اس کے مستقل رہائشیوں کے لیے انشورنس سکیم کی کوریج شامل ہے۔ یہ اسکیم ایک اوپن انرولمنٹ پالیسی کے ذریعے کیش لیس اندرون مریضوں کی صحت کی ثانوی اور ترجیحی دیکھ بھال کی خدمات فراہم کرے گی۔

خاندانی سائز کی کوئی حد نہیں ہے۔ ہیلتھ انشورنس پروگرام بنیادی طور پر ہسپتال میں داخل ہونے کی اسکیم ہے۔ ڈے کیئر کے داخلے کو بھی پروگرام میں شامل کیا جائے گا۔

خاندان کے گھریلو ارکان زچگی کے فوائد سمیت ثانوی نگہداشت کے ہسپتال میں داخل ہونے والے جزو تک رسائی حاصل کر سکیں گے۔ بیان میں مزید کہا گیا ہے کہ ایک ترجیحی نگہداشت کا جزو محدود ہے اور نقصان کی زیادتی ثانوی صحت کی دیکھ بھال کی کوریج کے اوپر ہے۔

CDWP نے 12.782 بلین روپے کا ایک منصوبہ "پاکستان میں اعلیٰ تعلیم کی ترقی (HEDP) - نظر ثانی شدہ" کو مزید منظوری کے لیے ECNEC کو بھیجا ہے۔

تکمیل کی مدت اور تکمیل کی متوقع تاریخ 60 ماہ ہے۔ پراجیکٹ پسماندہ پس منظر کے طلباء کے لیے کم اور مساوی شرکت پر توجہ مرکوز کرتا ہے۔ تدریسی اور تحقیقی حالات کا خراب معیار (بشمول ناکافی اور غیر متعلقہ تحقیق، اور HEIs اور معیشت کے صنعتی اور خدمات کے شعبوں کے درمیان محدود روابط)؛ نچلے درجے کی ادارہ جاتی گورننس اور مینجمنٹ، خاص طور پر ہائر ایجوکیشن مینجمنٹ انفارمیشن سسٹم کا فقدان ہے، جو طویل مدتی سیکٹرل اور ادارہ جاتی منصوبہ بندی، نگرانی اور جوابدہی کو بری طرح پیچیدہ بناتا ہے۔
