CDA to receive environment assessment carried out before shifting landfill site to H-16

CDA officials stated in a meeting that authorities will discuss shifting of the temporary landfill site, which will be set up on 100 Kanal of barren and unplanned land in H-16. The civic agency has decided to get EIA done through the Pakistan Environment Protection Agency.

When contacted, CDA Chairman Amer Ali Ahmed confirmed that the CDA board would discuss shifting the temporary landfill site from I-12 to H-16. However, he said, if the board agreed, only then would the site be shifted on a temporary basis until the CDA and other authorities concerned complete work to set up a proper landfill site which is a long-term and permanent solution.

The CDA officials said shifting the landfill site from I-12 was indispensable as the civic agency was about to start development work in the sector. They said those who were allotted land in the sector had been demanding its development.

Islamabad, so far, has no landfill site and garbage is dumped under temporary arrangements. Earlier, in 2004, the CDA on recommendations of international consultants had selected a site near Kuri for setting up a proper and scientific landfill site.

The authority had also constructed a road to link the said proposed site, but through a dubious decision in 2012, the CDA board while citing “environmental objections” decided not to develop the site in Kuri. Ever since, the authority has been shifting the temporary site from one place to another.

Sources said during the last few days before Eid holidays, the CDA discussed four proposed sites including H-16 and now it has been decided that the sector is a better option than others.

“The new site will be an environmentally-friendly site, therefore, we are going to get the EIA done before shifting the temporary site to H-16,” CDA official said.

جب سی ڈی اے کے چیئرمین عامر علی احمد سے رابطہ کیا گیا تو انہوں نے تصدیق کی کہ سی ڈی اے بورڈ عارضی طور پر لینڈ فل سائٹ کو آئی-۱۲ سے ایچ- ۱٦ میں منتقل کرنے پر تبادلہ خیال کرے گا۔ تاہم ، انہوں نے کہا ، اگر بورڈ نے اتفاق کیا تو ، تب ہی اس سائٹ کو عارضی بنیادوں پر منتقل کیا جائے گا جب تک کہ سی ڈی اے اور دیگر حکام سے متعلقہ لینڈ فیل سائٹ کے قیام کے لئے مکمل کام نہیں کیا جائے جو ایک طویل مدتی اور مستقل حل ہے۔
سی ڈی اے حکام نے بتایا کہ لینڈ فل سائٹ کو آئی-۱۲ سے منتقل کرنا ناگزیر ہے کیونکہ شہری ایجنسی اس شعبے میں ترقیاتی کام شروع کرنے والی تھی۔ ان کا کہنا تھا کہ جو لوگوں کی اس شعبے میں زمین الاٹ ہیں وہ اس کی ترقی کا مطالبہ کر رہے ہیں۔

اسلام آباد میں ابھی تک لینڈ فل سائٹ نہیں ہے اور عارضی انتظامات کے تحت کچرا پھینک دیا گیا ہے۔ اس سے قبل ، ۲۰۰۴ میں ، بین الاقوامی مشیروں کی سفارشات پر سی ڈی اے نے ایک مناسب اور سائنسی لینڈ فل سائٹ قائم کرنے کے لئے کری کے قریب ایک جگہ کا انتخاب کیا تھا۔

اتھارٹی نے مذکورہ مجوزہ سائٹ کو جوڑنے کے لئے ایک سڑک بھی تعمیر کی تھی ، لیکن ۲۰۱۲ میں ایک مشکوک فیصلے کے ذریعہ ، سی ڈی اے بورڈ نے "ماحولیاتی اعتراضات" کا حوالہ دیتے ہوئے کوری میں سائٹ کی ڈویلپمنٹ نہ کرنے کا فیصلہ کیا۔ جب سے ، اتھارٹی عارضی سائٹ کو ایک جگہ سے دوسری جگہ منتقل کرتا رہا ہے۔
ذرائع کا کہنا ہے کہ عید کی تعطیلات سے قبل گذشتہ کچھ دنوں کے دوران ، سی ڈی اے نے چار مجوزہ سائٹوں پر تبادلہ خیال کیا جن میں ایچ ۱٦ شامل ہے اور اب یہ فیصلہ کیا گیا ہے کہ یہ شعبہ دوسروں سے بہتر آپشن ہے۔
سی ڈی اے عہدیدار نے کہا ، "نئی سائٹ ماحول دوست سائٹ ہوگی ، لہذا ، ہم عارضی سائٹ کو ایچ- ۱٦ میں منتقل کرنے سے پہلے ای آِئی اے کروائیں گے۔"
