CDA to construct 3km portion of Rawalpindi Ring Road

According to the news sources, the government of Punjab and the CDA on Tuesday resolved the issue related to the construction of the three-km portion of Rawalpindi Ring Road that falls in the jurisdiction of both cities.

Sources in the CDA said officials from the Punjab government and the CDA apprehended a virtual meeting headed by Chief Minister Sardar Usman Buzdar. Participants from the CDA side include Chairman Amer Ali Ahmed and members of the estate and engineering.

According to the sources, it was decided that the CDA will construct the portion of the road along with an interchange. However, the Punjab government will pay against the work that will be carried out in the jurisdiction of the province.

The portion of the ring road will link MI (Peshawar-Islamabad Motorway) with GT Road near Sangjani where it will also be linked with Islamabad’s Margalla Road where an interchange will be constructed.

Another interchange will likely be constructed near N-5, Wapda Town.

The construction of Margalla Road is already in progress from Sanjgani to D-12 where it will be linked with Khyaban-i-Iqbal. Sources said that work on Margalla Road was in progress and was likely to be completed by the end of July 2022.

During the meeting, an official of CDA said that “Today’s meeting made a good decision of allowing the same civic agency to do construction of this small portion of 3.4 km road. Now, after completion of this entire project MI-GT road and Margalla Road will be linked, and this step will provide a speedy road network to people,”

According to the news sources, the Concerned departments of Rawalpindi last year made several efforts to construct the entire 3.4 km road portion but the CDA did not agree to it saying that the civic agency could not allow any provincial organization to construct a road within its limit.

In February this year, Prime Minister Imran Khan supported CDA’s point of view and decided that CDA will construct the portion of the road that falls within its limit.

During the meeting, the sources said, it was also decided that Punjab and CDA will acquire land separately in their respective areas but the construction work will be carried out by the CDA.

The CDA officials also added that 1.6km of the road falls within the limit of Islamabad while 1.8km is located in Punjab.

The CDA wanted the Frontier Work Organisation (FWO), which is already involved in the construction of Margalla Road, could win the contract of the portion of the road for its speedy completion as a part of the Margalla Road project.

سی ڈی اے کے ذرائع نے بتایا کہ پنجاب حکومت اور سی ڈی اے کے حکام نے وزیراعلیٰ عثمان بزدار کی سربراہی میں ورچوئل میٹنگ کی۔ سی ڈی اے کی جانب سے چیئرمین عامر علی احمد اور ممبران اسٹیٹ اینڈ انجینئرنگ نے شرکت کی۔
ذرائع نے بتایا کہ یہ فیصلہ کیا گیا ہے کہ سی ڈی اے ایک انٹر چینج کے ساتھ سڑک کا حصہ تعمیر کرے گا۔ تاہم، پنجاب حکومت صوبے کے دائرہ اختیار میں ہونے والے کام کے خلاف ادائیگی کرے گی۔
رنگ روڈ کا حصہ ایم آئی (پشاور اسلام آباد موٹروے) کو سنگجانی کے قریب جی ٹی روڈ سے جوڑے گا جہاں اسے اسلام آباد کی مارگلہ روڈ سے بھی جوڑا جائے گا جہاں ایک انٹرچینج تعمیر کیا جائے گا۔
ایک اور انٹر چینج (این-5)، واپڈا ٹاؤن کے قریب تعمیر کیے جانے کا امکان ہے۔
سنجگانی سے (ڈی-12) تک مارگلہ روڈ کی تعمیر کا کام پہلے سے جاری ہے جہاں اسے خیابان اقبال سے منسلک کیا جائے گا۔ ذرائع نے بتایا کہ مارگلہ روڈ پر کام جاری ہے اور امکان ہے کہ اگلے سال جولائی کے آخر تک مکمل ہو جائے گا۔
آج کی میٹنگ نے ایک اچھا فیصلہ کیا ہے کہ اسی شہری ایجنسی کو 3.4 کلومیٹر سڑک کے اس چھوٹے سے حصے کی تعمیر کی اجازت دی جائے۔ اب، اس پورے منصوبے کی تکمیل کے بعد (ایم آئ-جی ٹی) روڈ اور مارگلہ روڈ کو آپس میں جوڑ دیا جائے گا، اور یہ قدم لوگوں کو سڑکوں کا تیز رفتار نیٹ ورک فراہم کرے گا،" سی ڈی اے کے ایک اہلکار نے کہا۔
گزشتہ سال راولپنڈی کے متعلقہ محکموں نے 3.4 کلومیٹر سڑک کے پورے حصے کی تعمیر کے لیے کئی کوششیں کیں لیکن سی ڈی اے نے یہ کہہ کر اس پر اتفاق نہیں کیا کہ شہری ادارہ کسی صوبائی ادارے کو اپنی حدود میں سڑک بنانے کی اجازت نہیں دے سکتا۔
رواں سال فروری میں وزیراعظم عمران خان نے سی ڈی اے کے نقطہ نظر کی حمایت کرتے ہوئے فیصلہ کیا تھا کہ سی ڈی اے سڑک کا وہ حصہ تعمیر کرے گا جو اس کی حدود میں آتا ہے۔

ذرائع نے بتایا کہ اجلاس میں یہ بھی فیصلہ کیا گیا کہ پنجاب اور سی ڈی اے اپنے اپنے علاقوں میں الگ الگ اراضی حاصل کریں گے تاہم تعمیراتی کام سی ڈی اے کرے گا۔
سی ڈی اے حکام نے بتایا کہ 1.6 کلومیٹر سڑک اسلام آباد کی حدود میں آتی ہے جبکہ 1.8 کلومیٹر پنجاب میں واقع ہے۔
سی ڈی اے چاہتا تھا کہ فرنٹیئر ورک آرگنائزیشن (ایف ڈبلیو او)، جو پہلے سے ہی مارگلہ روڈ کی تعمیر میں مصروف ہے، مارگلہ روڈ پراجیکٹ کے ایک حصے کے طور پر اس کی جلد تکمیل کے لیے سڑک کے حصے کا ٹھیکہ حاصل کرے۔
