Ban upon construction of High-rise buildings in Sukkur lifted

Chairman Association of Builders and Developers of Pakistan (ABAD) Fayyaz Ilyas has appreciated Chief Secretary Sindh Mumtaz Ali Shah for suspension construction of high rise buildings in Sukkur City, which was imposed since last five years without any justifiable reason.

He said that this right step of the Chief Secretary will not only boost construction activities in Sukkur Division but also provide job opportunities to thousands of skilled and unskilled workers and also boost economic activities.

The Chief Secretary, during a meeting with the ABAD delegation and concerned government officials on 24th March 2021, had ordered Sindh Building Control Authority (SBCA) to lift the moratorium on the construction of highrise buildings in Sukkur.

Chairman ABAD also said that builders were demanding lifting moratorium on construction of high-rise buildings in the Sukkur Division because a number of builders had invested a large sum in various projects.

He said that unjustified ban on construction of highrise buildings in the Sukkur Division for a long five years was sending negative signals to local as well as international investors.

He said that ban was impacting Sukkur as well as the national economy, which is already striving to come out of ICU.

He said that the construction of high-rise buildings in Karachi and Hyderabad should also be encouraged just like Sukkur and other parts of the country for the sake of the national economy.

Chairman ABAD said that the country is facing a shortage of 12 million houses and according to a report of the World Bank demand of 0.7 million houses is created every year in line with the increasing population of Pakistan.

Prices of housing units and rent of houses are increasing due to the shortage of houses in Pakistan, he said adding that the lower middle class is especially affected by rising house rents.

He said that price of housing units will come down by 20 to 25 percent due to the lifting of the moratorium on the construction of high-rise buildings and more than 70 allied industries will get a boost, which ultimately will have a positive effect on the national economy.

سکھر سٹی میں بلند و بالا عمارتوں کی معطلی کی تعمیر کے لئے اے بی اے ڈی فیاض الیاس نے چیف سکریٹری سندھ ممتاز علی شاہ کی تعریف کی ہے ، جس پر پانچ سالوں سے بلا وجہ کسی جواز پابندی عائد کی گئی تھی-

انہوں نے کہا کہ چیف سکریٹری کے اس درست اقدام سے نہ صرف سکھر ڈویژن میں تعمیراتی سرگرمیوں کو فروغ ملے گا بلکہ ہزاروں ہنرمند اور غیر ہنرمند کارکنوں کو ملازمت کے مواقع میسر آئیں گے اور معاشی سرگرمیوں کو بھی فروغ ملے گا۔

چیف سکریٹری نے 24 مارچ 2021 کو اے بی اے ڈی کے وفد اور متعلقہ سرکاری عہدیداروں سے ملاقات کے دوران ، سکھر میں بلند عمارتوں کی تعمیر کے سلسلے میں سندھ بلڈنگ کنٹرول اتھارٹی (ایس بی سی اے) کو حکم جاری کیا تھا۔

چیئرمین اے بی اے ڈی نے یہ بھی کہا کہ بلڈر سکھر ڈویژن میں بلند و بالا عمارتوں کی تعمیر پر تعطل ختم کرنے کا مطالبہ کر رہے تھے کیونکہ متعدد معماروں نے مختلف منصوبوں میں ایک بڑی رقم خرچ کی تھی۔

انہوں نے کہا کہ سکھر ڈویژن میں طویل پانچ سال سے اونچی عمارتوں کی تعمیر پر بلا جواز پابندی مقامی اور بین الاقوامی سرمایہ کاروں کو منفی اشارے بھیج رہی ہے۔

انہوں نے کہا کہ قومی معیشت کی خاطر سکھر اور ملک کے دیگر حصوں کی طرح کراچی اور حیدرآباد میں بھی بلند و بالا عمارتوں کی تعمیر کی حوصلہ افزائی کی جانی چاہئے۔

چیئرمین آباد نے کہا کہ ملک کو 12 ملین مکانات کی قلت کا سامنا ہے اور عالمی بینک کی ایک رپورٹ کے مطابق پاکستان کی بڑھتی آبادی کے مطابق ہر سال 0.7 ملین مکانات کی تشکیل کی جاتی ہے۔

انہوں نے کہا کہ پاکستان میں مکانات کی کمی کی وجہ سے ہاؤسنگ یونٹوں کی قیمتوں اور مکانوں کے کرایے میں اضافہ ہو رہا ہے ، انہوں نے مزید کہا کہ نچلی متوسط طبقے بڑھتے ہوئے مکانوں کے کرایوں سے خاص متاثر ہیں۔

انہوں نے کہا کہ ہاؤسنگ یونٹ کی قیمت میں 20 سے 25 فیصد تک کمی آئے گی جس کی وجہ بلند و بالا عمارتوں کی تعمیر پر تعزیرات کو ختم کیا جائے گا اور 70 سے زیادہ اتحادی صنعتوں کو فروغ ملے گا ، جس کا بالآخر قومی معیشت پر مثبت اثر پڑے گا۔
