Austerity Plan for Revival of IMF Package Outlined

The government committed to introducing a supplementary budget as part of an agreement with IMF for a net fiscal adjustment of almost Rs550 billion during the remaining part of the current fiscal year through a 22 percent cut in development funds, about Rs300bn increase in tax target, and an Rs4 per liter monthly hike in petroleum levy on major petroleum products.

Making an upfront announcement about 'five prior actions' to secure approval of the IMF board for disbursement of about $1.06bn and revival of the Fund program in January, Adviser to the Prime Minister on Finance and Revenue Shaukat Tarin said the government would also ensure “approval” of parliament to grant autonomy on matters of monetary policy, exchange rate and recruitments to the State Bank of Pakistan (SBP) that would remain answerable to parliament as it is now.

Speaking at a joint news conference with Energy Minister Hammad Azhar, Mr Tarin said the government would also get completed the post-facto audit of Covid-related expenditures and make public the beneficial owners of suppliers of vaccines and related procurements as part of the IMF agreement.

As such, five prior actions he listed include about Rs350bn worth of general sales tax exemptions through supplementary finance bill, Rs4 per liter increase in petroleum levy every month, autonomy to the SBP, audit of Covid-19 funds and declaration of their beneficial owners, and Rs200bn reduction in the Public Sector Development Programme to Rs700bn. About Rs50bn cut has also been imposed on grants.

This will enable disbursement of $1.059bn, bringing total disbursements under the EFF to about $3.027bn.

حکومت نے ترقیاتی فنڈز میں 22 فیصد کٹوتی، ٹیکس ہدف میں تقریباً 300 ارب روپے کے اضافے کے ذریعے رواں مالی سال کے بقیہ حصے کے دوران تقریباً 550 ارب روپے کی خالص مالیاتی ایڈجسٹمنٹ کے لیے آئی ایم ایف کے ساتھ ایک معاہدے کے تحت ایک ضمنی بجٹ متعارف کرانے کا عزم کیا۔ اہم پیٹرولیم مصنوعات پر پیٹرولیم لیوی میں 4 روپے فی لیٹر ماہانہ اضافہ۔

وزیر اعظم کے مشیر برائے خزانہ اور محصول شوکت ترین نے جنوری میں تقریبا$ 1.06 بلین ڈالر کی تقسیم اور فنڈ پروگرام کی بحالی کے لیے آئی ایم ایف بورڈ سے منظوری حاصل کرنے کے لیے 'پانچ پیشگی اقدامات' کے بارے میں پیشگی اعلان کرتے ہوئے کہا کہ حکومت اس بات کو بھی یقینی بنائے گی۔ مانیٹری پالیسی، زر مبادلہ کی شرح اور اسٹیٹ بینک آف پاکستان (SBP) کو بھرتیوں کے معاملات پر خود مختاری دینے کے لیے پارلیمنٹ کی منظوری جو کہ پارلیمنٹ کو جوابدہ رہے گی جیسا کہ اب ہے۔

وزیر توانائی حماد اظہر کے ساتھ ایک مشترکہ نیوز کانفرنس سے خطاب کرتے ہوئے، مسٹر ترین نے کہا کہ حکومت کوویڈ سے متعلقہ اخراجات کا پوسٹ فیکٹو آڈٹ بھی مکمل کرے گی اور آئی ایم ایف کے معاہدے کے حصے کے طور پر ویکسین فراہم کرنے والوں اور متعلقہ خریداریوں کے فائدہ مند مالکان کو منظر عام پر لائے گی۔

اس طرح، اس نے درج کیے گئے پانچ پہلے اقدامات میں ضمنی فنانس بل کے ذریعے تقریباً 350 ارب روپے کے جنرل سیلز ٹیکس کی چھوٹ، ہر ماہ پیٹرولیم لیوی میں 4 روپے فی لیٹر اضافہ، اسٹیٹ بینک کو خود مختاری، کوویڈ 19 فنڈز کا آڈٹ اور ان کے فائدہ مند مالکان کا اعلان اور پبلک سیکٹر ڈویلپمنٹ پروگرام میں 200 ارب روپے کی کمی کر کے 700 ارب روپے کر دی گئی۔ گرانٹس پر بھی تقریباً 50 ارب روپے کی کٹوتی کی گئی ہے۔

یہ $1.059بلین کی تقسیم کو قابل بنائے گا، جس سے (ائ ایف ایف) کے تحت کل ادائیگی تقریباً$3.027بلین تک پہنچ جائے گی۔
