Punjab Government Allocates Rs144b for Uplift Schemes

The release of massive development funds made at the start of the fiscal year is the first time ever in the history of the province. Punjab Finance Minister Makhdoom Hashim Jawan Bakht presided over a review meeting on the progress of the action plan of the Finance Department for the implementation of the annual development program for the financial year 2021-22. The minister observed that the release of a significant amount of Rs144.47 billion at the beginning of the new financial year was undoubtedly a great achievement of the PTI government.

The meeting was informed that the development for the financial year 2021-22 includes 2,274 schemes in the services, infrastructure, social and productive sectors. The government has allocated Rs144.47 billion. Immediate disbursement of funds to ongoing schemes has been decided for the rehabilitation of development programs affected by COVID-19 during the last two years.

An effective monitoring mechanism is being set up under the Planning and Development Department which will provide continuous monitoring services for the timely completion of significant government initiatives and major projects. The chief minister will also review the progress of the projects from time to time.

All the departments concerned will fulfill their responsibilities within the stipulated time to remove the obstacles to the ongoing projects with the participation of foreign investors. The minister directed for ensuring the quality of the development work alongside the pace of work in the newly started fiscal year.

The services of the Directorate General of Monitoring and Evaluation will be sought to check the transparency and impartiality of the quality of the projects. The agency will ensure third-party audits in addition to its supervisory teams, he remarked.

Other participants in the meeting included Secretary Finance Iftikhar Ali Saho, Secretary Planning and Development Board Imran Sikandar, and officers concerned of the Finance Department and Planning and Development Board. Finance Secretary Iftikhar Ali Saho stressed the need to provide necessary human resources for the immediate rehabilitation of Special Policy Units in all major departments and assured the provincial minister of all possible cooperation from the finance department for timely completion of development schemes.

لاہور: پنجاب حکومت نے نئے مالی سال کی جاری ترقیاتی سکیموں کے لئے 144.47 ارب روپے جاری کردیئے۔ مالی سال کے آغاز پر بڑے پیمانے پر ترقیاتی فنڈ کا اجراء صوبے کی تاریخ میں پہلی بار ہوا ہے۔ وزیر خزانہ مخدوم ہاشم جوان بخت کی صدارت میں مالی سال 2021-22 کے سالانہ ترقیاتی پروگرام کے نفاذ کے لئے محکمہ خزانہ کے ایکشن پلان کی پیشرفت سے متعلق جائزہ اجلاس کی صدارت کی گئی۔ وزیر موصوف نے مشاہدہ کیا کہ نئے مالی سال کے آغاز پر 144.47 ارب روپے کی قابل ذکر رقم کی رہائی بلاشبہ پی ٹی آئی کی حکومت کا ایک بہت بڑا کارنامہ ہے۔ اجلاس کو بتایا گیا کہ مالی سال 2021-22 میں ہونے والی ترقی میں خدمات ، بنیادی ڈھانچے ، سماجی اور پیداواری شعبوں میں 2،274 اسکیمیں شامل ہیں۔ حکومت نے 144.47 ارب روپے مختص کیے ہیں۔ گذشتہ دو سالوں کے دوران COVID-19 سے متاثرہ ترقیاتی پروگراموں کی بحالی کے لئے جاری اسکیموں کو فوری طور پر فنڈز کی فراہمی کا فیصلہ کیا گیا ہے۔ محکمہ پلاننگ اینڈ ڈویلپمنٹ کے تحت نگرانی کا ایک موثر طریقہ کار وضع کیا جارہا ہے جو اہم حکومتی اقدامات اور بڑے منصوبوں کی بروقت تکمیل کے لئے مستقل نگرانی کی خدمات فراہم کرے گا۔ وزیراعلیٰ وقتا فوقتا منصوبوں کی پیشرفت کا بھی جائزہ لیں گے۔ غیرملکی سرمایہ کاروں کی شراکت سے جاری منصوبوں کی راہ میں حائل رکاوٹوں کو دور کرنے کے لئے متعلقہ تمام محکمے مقررہ وقت کے اندر اپنی ذمہ داریاں پوری کریں گے۔ وزیر نے نئے شروع ہونے والے مالی سال میں کام کی رفتار کے ساتھ ساتھ ترقیاتی کاموں کے معیار کو بھی یقینی بنانے کی ہدایت کی۔ منصوبوں کے معیار کی شفافیت اور غیر جانبداری کو جانچنے کے لئے ڈائریکٹوریٹ جنرل آف مانیٹرنگ اینڈ ایلیوایشن کی خدمات حاصل کی جائیں گی۔ انہوں نے ریمارکس دیئے کہ ایجنسی اپنی نگران ٹیموں کے علاوہ تیسری پارٹی کے آڈٹ کو بھی یقینی بنائے گی۔ اجلاس میں شریک دیگر شرکاء میں سیکرٹری خزانہ افتخار علی ساہو ، سیکرٹری منصوبہ بندی و ترقیاتی بورڈ عمران سکندر اور محکمہ خزانہ اور منصوبہ بندی و ترقیاتی بورڈ کے متعلقہ افسران شامل تھے۔ سکریٹری خزانہ افتخار علی ساہو نے تمام بڑے محکموں میں خصوصی پالیسی یونٹوں کی فوری بحالی کے لئے ضروری انسانی وسائل کی فراہمی پر زور دیا اور صوبائی وزیر کو ترقیاتی سکیموں کی بروقت تکمیل کے لئے محکمہ خزانہ سے ہر ممکن تعاون کی یقین دہانی کرائی۔
