Nadra issues new policy for cancellation of CNICs of the deceased

According to the news sources, The Officials of the National Database and Registration Authority said that the NADRA headquarters had been getting numerous complaints from the general public regarding problems in the process for cancellation of the CNICs of deceased people. It had also previously been noticed that during the elections, there were names of deceased persons on the voters’ lists as their CNICs had not been canceled.

The head of operations department NADRA has issued new policy and guidelines to all the department heads and regional head offices throughout the country to follow them for the cancellation of the CNICs of the dead. Under the new policy, an affidavit will be acceptable for the cancellation of CNICs.

According to the news sources, the regional head offices have also been told that it has been observed that after the implementation of new business rules, many people were approaching the authority for marking their parents, spouse, and blood relatives’ identity cards as ‘deceased’ in the NADRA database.

According to the new guidelines, Those applicants were unable to provide documentary evidence like hospital or UC death certificate, or graveyard certificate required as per the current policy, because they had either not obtained those documents at that time of the death of the deceased belonged to villages where such facilities were not available earlier.

However, the complicated procedure like court orders for late entry or approval from the chief minister, etc., and financial constraints were making it impossible for such people to get death certificates from the relevant departments.

Keeping in view the problems faced by the general public in the process and to encourage updating and correction of records, the NADRA authority has decided that the cancellation of CNICs after death would be processed on the providing of any one of the following documents.

نیوز ذرائع کے مطابق نیشنل ڈیٹا بیس اینڈ رجسٹریشن اتھارٹی کے حکام کا کہنا ہے کہ نادرا ہیڈ کوارٹر کو عوام کی جانب سے متوفی افراد کے شناختی کارڈز کی منسوخی کے عمل میں مشکلات کے حوالے سے متعدد شکایات موصول ہو رہی تھیں۔ اس سے قبل یہ بھی دیکھا گیا تھا کہ انتخابات کے دوران ووٹر لسٹوں میں فوت ہونے والے افراد کے نام تھے کیونکہ ان کے شناختی کارڈ منسوخ نہیں کیے گئے تھے۔
ہیڈ آف آپریشنز ڈیپارٹمنٹ نادرا نے ملک بھر کے تمام ڈیپارٹمنٹ ہیڈز اور ریجنل ہیڈ آفسز کو نئی پالیسی اور گائیڈ لائنز جاری کر دی ہیں تاکہ مرنے والوں کے شناختی کارڈ کی منسوخی کے لیے ان پر عمل کریں۔ نئی پالیسی کے تحت شناختی کارڈ کی منسوخی کے لیے حلف نامہ قابل قبول ہوگا۔
خبر رساں ذرائع کے مطابق ریجنل ہیڈ آفسز کو یہ بھی بتایا گیا ہے کہ یہ دیکھا گیا ہے کہ نئے قوانین کے نفاذ کے بعد بہت سے لوگ نادرا ڈیٹا بیس میں اپنے والدین، شریک حیات اور خون کے رشتہ داروں کے شناختی کارڈز کو ’مرے‘ کے طور پر نشان زد کرنے کے لیے اتھارٹی سے رجوع کر رہے تھے۔
وہ درخواست دہندگان دستاویزی ثبوت فراہم کرنے سے قاصر تھے جیسے کہ ہسپتال یا یو سی موت کا سرٹیفکیٹ، یا موجودہ پالیسی کے مطابق قبرستان کا سرٹیفکیٹ درکار ہے، اس حقیقت کی وجہ سے کہ یا تو انہوں نے موت کے وقت وہ دستاویزات حاصل نہیں کی تھیں یا مرنے والوں کا تعلق ان دیہات سے تھا۔ ایسی سہولیات پہلے دستیاب نہیں تھیں۔
تاہم، پیچیدہ طریقہ کار جیسا کہ عدالتی حکم میں تاخیر سے داخلے یا چیف منسٹر سے منظوری وغیرہ، اور مالی مجبوریوں کی وجہ سے ایسے لوگوں کے لیے متعلقہ محکموں سے موت کے سرٹیفکیٹ حاصل کرنا ناممکن ہو رہا تھا، نئی ہدایات میں کہا گیا ہے۔
عام لوگوں کو درپیش مشکلات کو مدنظر رکھتے ہوئے اور ریکارڈ کو اپ ڈیٹ کرنے اور درست کرنے کی حوصلہ افزائی کے لیے، نادرا نے فیصلہ کیا ہے کہ موت کے بعد شناختی کارڈ کی منسوخی پر درج ذیل دستاویزات اور اختیارات میں سے کسی ایک کی فراہمی پر کارروائی کی جائے گی۔
