LDA seeks advice on continuation of master plan prep amid its limited scope

The Lahore Development Authority (LDA) has sought clarification from its governing body whether it should continue the ongoing exercise and consultancy for preparing new master plans of the Lahore division comprising Lahore, Kasur, Sheikhupura, and Nankana Sahib districts.

This suggestion was sought following last month’s promulgation of an ordinance by the governor that squeezed the building and housing control of the authority to the Lahore city district only.

In a recent governing body meeting, LDA officials raised this concern as some work on the new master plan of the districts (building and housing control, identification/revision of green areas, land conversion, use, etc.) had been completed.

The population of Lahore city has crossed 12 million and any further urban expansion may have serious implications.

Therefore, new options have to be explored to strengthen the surrounding cities/towns to reduce the migration pressure on Lahore. Similarly, a large number of people travel between Lahore and the surrounding cities of Kasur, Sheikhupura, Phoolnagar, and Pattoki for employment, education, and business.

Keeping in view the increased urban population and the emerging complex urban fabric of Lahore and its neighboring towns, it was appropriate to address the urban issues holistically.

Moreover, it was mentioned in the preamble of the LDA Act 1975 that the authority had been established for a comprehensive system of metropolitan planning and development within an integrated metropolitan and regional development approach and a continuing process of planning and development.

لاہور ڈویلپمنٹ اتھارٹی (ایل ڈی اے) نے اپنی گورننگ باڈی سے وضاحت طلب کی ہے کہ آیا اسے لاہور ، قصور ، شیخوپورہ اور ننکانہ صاحب اضلاع پر مشتمل لاہور ڈویژن کے نئے ماسٹر پلان تیار کرنے کے لئے جاری مشق اور مشاورت کو جاری رکھنا چاہئے یا نہیں۔

یہ تجویز گذشتہ ماہ گورنر کے ذریعہ ایک آرڈیننس کے اجراء کے بعد طلب کی گئی تھی جس نے اتھارٹی کی عمارت اور رہائش کنٹرول کو صرف لاہور شہر ضلع تک نچوڑ دیا تھا۔

حالیہ گورننگ باڈی اجلاس میں ، ایل ڈی اے حکام نے یہ تشویش اٹھایا کیونکہ اضلاع کے نئے ماسٹر پلان (عمارت اور ہاؤسنگ کنٹرول ، سبز علاقوں کی شناخت / بحالی ، زمین کی تبدیلی ، استعمال وغیرہ) پر کچھ کام مکمل ہوچکا ہے۔

لاہور شہر کی آبادی 12 ملین سے تجاوز کر چکی ہے اور اس کے بعد بھی شہری وسعت کو سنگین مضمرات لاحق ہوسکتے ہیں۔

لہذا ، لاہور پر ہجرت کے دباؤ کو کم کرنے کے لئے آس پاس کے شہروں / قصبوں کو مضبوط بنانے کے لئے نئے اختیارات کی تلاش کی جانی چاہئے۔ اسی طرح ، لوگوں کی ایک بڑی تعداد روزگار ، تعلیم اور کاروبار کے لئے لاہور اور آس پاس کے قصور ، شیخوپورہ ، پھول نگر اور پتوکی کے درمیان سفر کرتی ہے۔

شہری آبادی میں اضافے اور لاہور اور اس کے ہمسایہ شہروں کے ابھرتے ہوئے پیچیدہ شہری تانے بانے کو مدنظر رکھتے ہوئے ، شہری مسائل کو جامع طور پر حل کرنا مناسب تھا۔

مزید یہ کہ ایل ڈی اے ایکٹ 1975 کی تجویز میں یہ ذکر کیا گیا ہے کہ اتھارٹی میٹرو پولیٹن اور علاقائی ترقی کے نقطہ نظر اور منصوبہ بندی اور ترقی کے تسلسل کے عمل کے تحت میٹروپولیٹن کی منصوبہ بندی اور ترقی کے جامع نظام کے لئے قائم کی گئی تھی۔
