KPK Govt. approves legislation to protect agricultural land

Chief Minister Mahmood Khan accepted the draft of the proposed Land Use and Building Control Authority Act, 2021, and directed the relevant quarters to seek its approval from the cabinet to table it in the provincial assembly for approval, according to a statement issued.

He said the government was focusing on the protection of agricultural land and prevention of illegal construction activities on it but an effective legal framework and its strict implementation was required for the purpose.

Mr Mahmood issued the directions during a meeting on the bill at the Chief Minister’s House here, where local government minister Akbar Ayub, chief secretary Dr Kazim Niaz, senior member of the Board of Revenue Syed Zafar Ali Shah, advocate general Shumail Butt and relevant administrative secretaries were in attendance.

The participants were told that under the proposed law, besides the Land Use and Building Control Authority, the establishment of a council at provincial level was also proposed with the chief minister as its head.

The council will have representation of the provincial cabinet, relevant administrative secretaries and experts from private sectors. It will approve land use plan for any district and necessary amendments to it.

ایک بیان کے مطابق ، وزیر اعلی محمود خان نے مجوزہ لینڈ یوز اینڈ بلڈنگ کنٹرول اتھارٹی ایکٹ ، 2021 کا مسودہ قبول کرلیا ، اور متعلقہ حلقوں کو ہدایت کی کہ وہ کابینہ سے منظوری کے لئے اسے صوبائی اسمبلی میں پیش کریں۔

انہوں نے کہا کہ حکومت زرعی اراضی کے تحفظ اور اس پر غیر قانونی تعمیراتی ��رگرمیوں کی روک تھام پر توجہ دے رہی ہے لیکن اس مقصد کے لئے ایک موثر قانونی فریم ورک اور اس پر سختی سے عمل درآمد ضروری ہے۔

مسٹر محمود نے ہدایت نامہ یہاں چیف منسٹر ہاؤس میں بل پر اجلاس کے دوران جاری کیا ، جہاں مقامی حکومت کے وزیر اکبر ایوب ، چیف سکریٹری ڈاکٹر کاظم نیاز ، بورڈ آف ریونیو کے سینئر ممبر سید ظفر علی شاہ ، ایڈووکیٹ جنرل شمائل بٹ اور متعلقہ انتظامیہ سیکریٹریز حاضری میں تھے۔

شرکاء کو بتایا گیا کہ مجوزہ قانون کے تحت لینڈ استعمال اور بلڈنگ کنٹرول اتھارٹی کے علاوہ صوبائی سطح پر کونسل کے قیام کی بھی تجویز پیش کی گئی جس میں اس کے سربراہ کی حیثیت سے وزیر اعلی بھی شامل ہیں۔

اس کونسل میں صوبائی کابینہ ، متعلقہ انتظامی سیکرٹریوں اور نجی شعبے کے ماہرین کی نمائندگی ہوگی۔ یہ کسی بھی ضلع کے لئے زمینی استعمال کے منصوبے اور اس میں ضروری ترمیم کی منظوری دے گی۔
