KP Government removed the ban of travel restrictions from foreign tourists

Latifur Rehman, the spokesman for the tourism department said that visit of foreign tourists to different areas of the province and Gilgit-Baltistan was already scheduled which was why they were exempted from the ban.

“The government of Khyber Pakhtunkhwa is pleased to exempt foreign tourists/foreign tour groups from the ban imposed on tourism and travel from 8th to 16th of May,” says a notification issued by the tourism department.

The notification states that tour operators and hoteliers catering to these individuals should ensure standard operating procedures for Covid-19 and negative PCR tests of these foreign tourists and tourism workforce, keeping health, safety, and security as the foremost priority.

It is pertinent to mention here that on May 1, the provincial government decided to close all business activities and enforce a complete ban on travel on the occasion of Eidul Fitr with effect from May 8 to May 16 due to the alarming situation of the Covid-19 pandemic. However, the essential services were exempted from these restrictions.

Sources in the home department told Dawn that tourists from several countries had already taken permission from the government for visits to different areas of the province prior to the imposition of the ban.

They said that such tourists either reached the province or they were on their way to their destinations. How the tourists would stay there if all hotels and rest houses were closed due to the pandemic, they questioned.

Tourists from Italy, Ukraine, Belarus, Canada, the United States, the Netherland, Poland, and Germany would visit different areas of the province and Gilgit-Baltistan during the lockdown, sources said.

The tourism department has also shared the list of the tourists and tour operators with the provincial home department to provide them security and fulfill their other needs.

“Kindly communicate this information to the administration of the respective districts for further necessary action to facilitate these foreign tourists during their mobility and stay,” says a letter sent by Pakistan Tourism Development Corporation to the provincial home department.

محکمہ سیاحت کی جانب سے جاری کردہ ایک نوٹیفکیشن میں کہا گیا ہے کہ "حکومت خیبر پختونخواہ غیر ملکی سیاحوں / غیر ملکی سیاحوں کے گروپوں کو 8 سے 16 مئی تک سیاحت اور سفر پر عائد پابندی سے مستثنیٰ قرار دے رہی ہے۔"

نوٹیفکیشن میں کہا گیا ہے کہ ٹور آپریٹرز اور ہوٹلوں کے افراد کو ان افراد کی دیکھ بھال کرنا چاہئے کہ وہ کوویڈ ۔19 کے لئے معیاری آپریٹنگ طریقہ کار کو یقینی بنائیں اور صحت ، حفاظت اور سلامتی کو اولین ترجیح میں رکھتے ہوئے ان غیر ملکی سیاحوں اور سیاحت کے افرادی قوت کے منفی پی سی آر ٹیسٹوں کو یقینی بنائیں۔

یہاں یہ بات قابل ذکر ہے کہ یکم مئی کو صوبائی حکومت نے کوڈ 19 وبائی امراض کی تشویشناک صورتحال کے سبب 8 مئی سے 16 مئی تک عید الفطر کے موقع پر تمام کاروباری سرگرمیاں بند کرنے اور سفر پر مکمل پابندی عائد کرنے کا فیصلہ کیا ہے۔ . تاہم ، ضروری خدمات کو ان پابندیوں سے مستثنیٰ کردیا گیا تھا۔

محکمہ داخلہ کے ذرائع نے ڈان کو بتایا کہ پابندی لگانے سے قبل متعدد ممالک کے سیاحوں نے صوبے کے مختلف علاقوں کے دورے کے لئے حکومت سے اجازت لے لی ہے۔

ان کا کہنا تھا کہ ایسے سیاح یا تو صوبے پہنچ گئے یا پھر وہ اپنی منزل مقصود پر تھے۔ انہوں نے سوال کیا کہ اگر وبائی امراض کی وجہ سے تمام ہوٹل اور ریسٹ ہاؤس بند کردیئے گئے تو سیاح وہاں کیسے رہیں گے۔

ذرائع نے بتایا کہ اٹلی ، یوکرین ، بیلاروس ، کینیڈا ، امریکہ ، نیدرلینڈ ، پولینڈ اور جرمنی کے سیاح اس لاک ڈاؤن کے دوران صوبے کے مختلف علاقوں اور گلگت بلتستان کا دورہ کریں گے۔

محکمہ سیاحت نے سیاحوں اور ٹور آپریٹرز کی فہرست صوبائی محکمہ داخلہ کے ساتھ بھی شیئر کی ہے تاکہ انہیں تحفظ فراہم کیا جاسکے اور اپنی دوسری ضروریات کو پورا کیا جاسکے۔

پاکستان ٹورازم ڈویلپمنٹ کارپوریشن کی جانب سے صوبائی محکمہ داخلہ کو ایک مراسلہ لکھا گیا ہے ، "ان غیر ملکی سیاحوں کی نقل و حرکت اور قیام کے دوران ان کی سہولت کے مزید ضروری کارروائی کے لیے براہ کرم یہ معلومات متعلقہ اضلاع کی انتظامیہ کو بتائیں۔"
